PRE-QUALIFICATION NOTICE
NH&MP N-5 (North-I) intends to prequalify the interested workshop/venders/firms from Islamabad/Rawalpindi/Peshawar for purchase of tyres batteries and filters for official vehicles of N-5 (North-I) sector on need basis.The workshop/vendors/firms must have capabilities of supply of all items within stipulated time. The workshops/vendors/firms must be GST registered and financially sound having well experience in relevant filed.
TERM & CONDITION FOR BIDDERS
1. Draft specifications, standards, terms & conditions for purchase of tyres, batteries and filters for official vehicles of N-5 (North-I) sector have been given in the pre-qualification documents. Pre-qualification documents will be issued from 0800 Hours to 1600 Hours, Lines HQ, Khairabad Distt Nowshera and may also be downloaded from NH&MP website. Documents will not be issued on 18th October, 2016.
2. Notice for pre-qualification is also available on the website of Public Procurement Regulatory Authority (PPRA) (www.ppra.org.pk) and on the website of National Highways & Motorway Police (NH&MP) (www.nhmp.gov.pk) as well.
3. Offers for pre-qualification bids should be dropped in tender box by 1130 hours on 18th October, 2016 that will be opened at 1200 hours at NH&MP Lines HQ, Khairabad Distt Nowshera.

1. INTRODUCATION
National Highways & Motorway Police N-5 North-I intends to introduce the process of Pre-Qualification of venders/firms for its fleet of 52 vehicles (Suzuki, Toyota, Hyundai, Hino in majority) in order to streamline its Procurement procedures for repair & maintenance services.
All reputable and well established venders of vehicle tires, filters and batteries are invited to apply for the Pre-qualification by submitting the Pre-Qualification proposal Performa.
NH&MP N-5 North-I Khairabad will process all the procurements in accordance with the policy defined and specified under PPRA Rules by the Government of Pakistan.
2. DOCUMENTS NEEDED
Selection for prequalification will be based on information provided in these documents and information Performa.
a. Sales Tax Registration Certificate.
b. NTN Certificate
c. Dealership Certificate (if any)
d. Last six months bank statement of firm.
e. Certificate for being not black listed ever.
f. Details of employees of the firm (Permanent, Temporary, Technical and non Technical) with designation and contract numbers.
g. Annual Turnover supported by Income Tax returns.
h. Previous detail of works with documentary proof.

5. ASSESSMENT CRITERIA
The Pre-qualification proposal / application will be evaluated as per the following criteria;

TERMS AND CONDITIONS FOR THE PRE-QUALIFICATIONS OF FIRMS/VENDERS
1. The firm should be registered with Income Tax and Sales Tax Departments (Registration Numbers should be clearly mentioned and valid documentary evidence be attached.)
2. The firm should have proper office /setup at Rawalpindi/Islamabad/Kamra/Peshawer.
3. The quantity of items can vary subject to availability of funds more so NH&MP reserves the rights to reject any or all the bids without assigning any reason to accept full or part of the tender as its discretion.
4. A separate agreement shall be executed with successful bidder.
5. Items which will not be found according to required specifications/ standard shall not be accepted.
6. In case any of the terms and conditions of the agreement is violated, the responsibility for any loss or damage will lie on the supplier firm.
7. Tender will be opened in the office of LHQ N-5 NORTH-I Khairabad, Distt Nowshera.
8. A certificate shall be given by the bidder that he will be responsible for the free replacement of store if the same are found to be substandard.
9. All items should be brand new and in original manufacturers packing.
10. Against indigenous stores bidders, who are manufacturers, must indicate name and address for the works in Pakistan from where they intend to supply the store.
11. Any conditional, ambiguous or incomplete offer in any respect shall be ignored.
12. The bidders shall enclose catalogues /leaflets/literature and other technical data, if any in respect of store offered by them.
13. In case of stores of imported origin:-
§ A certificate should be given by the bidders that the spare parts / stores shall be genuine, brand new and in the original packing of the manufacture.
§ A certificate should be given by the bidders that he will be responsible for free replacement of item / parts if not found suitable for the engine, machinery or its ancillary equipment or demand.
§ Manufacturer’s name, in whose packing the stores will be offered for inspection must be given in the offer.
14. The pre-qualified firms would be required to submit Security Deposit in the shape of CDR for RS.10,000/- (Rupees twenty five thousand only) in favor of Sector Commander/SSP N-5 North-I, Khairabad, and in case of failure, the firm will be treated as non-prequalified. The security will be released to the firms within 30 days after expiry of the period of Pre-qualification. Cash/Cheque and less amount of security deposit will not be accepted.
15. Warranty of tires must be mentioned against each size of tire.
16. Ply rating of offered tires must also be mentioned against each size.

17. All the items quoted will not be demanded at once, rather than will be demanded on need basis during the financial year. Partial delivery and partial payment will be allowed.
18. Tires must not be old than six months from the date of manufacturing.
19. Quantity of items mentioned in the tender documents may increase or decrease during the currency of the contract.
20. A certificate shall be given by the bidder that he will be responsible for the free replacement of store if the same are found to be substandard and or at variance with the specifications given in the tender enquiry.
21. Warranty of stores should be as under:
a. Tyres One year/60000 km from the date of fitment in the vehicle
b. Batteries 06 months free replacement warranty from the date of fitment in the vehicle.
22. Each prequalified workshop performance in terms of quality, delivery, after sales service, credit terms and other contractual obligations will be closely monitored and periodically reviewed during the contractual period.
23. The proposal /application shall be submitted in sealed envelope marked as under:

25. If the envelopes are not marked, as instructed above, the NH&MP LHQ, N-5 North-I Khairabad will assume no responsibility for the misplacement or premature opening of the documents.
26. The applications should reach this office before or by _, 2016.
27. The proposals should not have any over-writing or cutting. The application(s) with any of the aforementioned defects may not be considered.
