Draft Outline: PTAPP Meeting 6

8:45 – 10:00 PTAPP Implementation Report Update

Review the major outcomes of the survey by covering the survey questions and responses.

Survey questions and responses make up the backbone of our implementation framework. Go through one by one taking comments and suggestions for the final report.

Review and comment on the major questions raised as part of the survey.

1.  Approach with respect to piloting the tracking elements first and accounting second.

2.  Address concerns of “decoupling”

Talking Points: We need to understand the overall ease and success of tracking any given category in the matrix to better understand the exact units by which it will be tracked the exact timeframes (yearly, every 5 years, etc) and the entities that will primarily be responsible for reporting (local or regional). The tracking pilot phase will inform the methods by which we explore accounting metrics. If we can’t accurately track items then we will not be able to accurately account for them. If results are different than anticipated then accounting metrics may need to be revisited if they do not line up with the way items are tracked.

10:15 - 10:45: Next steps for PTAPP implementation

Review proposed budget:

Identify that there will be a budget range from shoestring to keep momentum going through comprehensive. The more comprehensive the more expensive, etc.

Talking Points: While a more comprehensive approach would likely include more pilot communities (both MS4 and non-MS4), involvement of RPCs and Technical resources such as database developers or programmers we should note that a core project team will evaluate efforts as to the practicality and ability to serve or benefit the broadest audience possible. Any change in scope should also be brought before the PTAPP advisory committee for vetting and comment.

10:45 – 12:00: PTAPP momentum discussion.

At minimum while we search for funding sources a follow up meeting in early Spring of 2016 should be scheduled. In addition ongoing parallel efforts and opportunities for coordination with other regional projects will be discussed.

Talking Points: PTAPP has already been a success in that EPA has openly discussed involvement in PTAPP efforts as conditions of NPDES permits for other GBE communities. Sustainability of PTAPP efforts is not only in the best interest of permitted GBE communities but it is a coalition of diverse interests and expertise that has the potential to influence and shape ongoing and adaptive permit discussions with defensible and credible collaboratively developed metrics.
