Job Title:
/Rail Manager - Shift, Container Division
Responsible To:
/Terminal Manager, Container Division.
Job Purpose:
/Deliver the Rail requirements of the 24-hour plan within the context of the rail terminal facility and associated operations & in support of quay-side and yard activities.
Primary Objectives of the Role:
/· Execution of the long-term rail strategy.
· Provide a focal point for Rail Customers.· Actively participate as a member of the Terminal Management team.
· Work closely with the Yard Control and Vessel Planning Manager to ensure rail operations are properly aligned.
· Pro-actively identify potential obstacles to successful delivery of the 24-hour plan and seek solutions.
· Identify variations to the plan & take corrective action through discussion with Management team.
· Implement and sustain identified improvements.
· Liaise with all internal customers to ensure Rail operates at optimum efficiency.
· Take HR responsibility for direct reports.
· Ensure adherence to health & safety requirements.
· Development & performance management of own team.
· Delivery of relevant operational KPIs.DESCRIPTION OF DUTIES
Responsibility

/In accordance with the Rail elements of the 24-hour operational plan, & with responsibility for associated operational & financial targets, is responsible for:
· Deployment of resources to meet the needs of the Rail terminal and resource plan.
· Effective allocation of resources to meet varying customer demands.
· Effective allocation of resources to manage train movements.
· HR issues for direct reports with authority up to stage 2.
Communications
/Communicate with:
· Direct reports through regular & planned shift review meetings & team briefings.
· Throughout shift, ongoing issuing of directions & instructions to Direct Reports.
· Influence others to achieve performance targets, resolving conflict situations.
· Customers to resolve Rail Terminal issues, therefore influencing & handling conflict.
· Terminal & Senior Managers through regular review meetings.
Experience & Knowledge / Essential:· Minimum of 2 years experience in a general management role.
Desirable:
· 1 year’s experience in Port Operational management role (but could be achieved through intensive 6 months training).
· 1 year’s experience in Port Rail Operations (but could be achieved through intensive 6 months training).
Qualifications / Essential:
· DVLA Licence
· Excellent numeracy & literacy.
· Ability to use Windows based systems.
· IOSH Managing Safely.
· 5 ‘O’ Levels or GCSE equivalent (including Maths & English).
· Management or Supervisory Qualification
Desirable:
· Thorough knowledge of Port of Felixstowe, Yard related systems.

Mental Demands
/ Varying levels of concentration will be required for 70-80% of the shift. Remainder will be at least a general awareness of the environment, operations & personal issues with Direct Reports.Physical Demands
/ Light exertion & keyboard dexterity within the office environment. Light physical exertion in visiting rail terminals and walking around rail sidings.Health & Safety

Detail of Rail Manager Role
· Act as focal point for all Rail Customers with respect to the following elements of the operation:-
o All train movement issues
o All operational service delivery issues
o All train bookings/planning of rail activity issues
· To liase with YCM and Planning Manager to resolve any issues mentioned above
· To manage the day-to-day performance issues with respect to POF performance and Customer performance within the agreed SLA’s and attend routine customer meetings
· Contribute to the renewal negotiations of customer contracts
· To review train plan change proposals with respect to affect on operations and liase between customers and Terminal Management Team including modelling volumes scenarios.
· To maximise the capacity within the rail terminals with a view to accommodating additional services and meeting open access obligations
· To be involved in the development and design of operations of the New Rail Terminal with a view of handling increasing volumes going forward.
· To maximise the efficiency of all terminal operations involving train movements
· To ensure that SMOW is adhered to at all times and act accordingly where concerns / non compliance arise
· To continuously review SMOW with Safety Department, FOCS and NR.
· Chair FOC and NR safety meetings
· To act as a focal point for Network Rail
o Managing Network issues (exceptions and variances from plan)
o Liaison for Rail incidents at time of incident and follow up
o Liaison for Terminal performance issues
· Co-ordinate and manage any major maintenance on Rail plant or POF rail infrastructure between operations and customers.
· Manage any projects arising out of Rail Capex approval.
· Co-ordinate and implement change to processes and procedures.
· To manage the rail workforce in terms of personal needs, availability and efficiency in handovers.
· To ensure sufficient skills across the workforce are maintained to meet business needs
· To manage rail workforce consultation / communication and safety issues.
