Minutes of the meeting held on 12th September 2016

COUNCILLORS PRESENT: Mortimer (Chair), Grabham, Coles, Porritt and Wood

ALSO PRESENT: County & District Councillor Linda Vijeh, 2 members of the public and the Clerk Heather Bryant.

16/103 APOLOGIES FOR ABSENCE AND TO CONSIDER ACCEPTANCE OF THE REASONS

16/104 TO RECEIVE ANY DECLARATIONS OF INTEREST AND APPROVE ANY DISPENSATIONS

Cllr Woods and Cllr Coles declared personals interest in Yarlington – Donyatt Hill as they are tenants at Donyatt Hill Estate.

16/105 TO CONFIRM THE MINUTES OF THE MEETING HELD ON 11th JULY 2016

RESOLVED: the approval of these minutes as a true record.

16/106 CHAIRMANS ANNOUNCMENTS

The Chairman had nothing to report except on the meeting with Yarlington Homes which is on the Agenda.

16/108 DISTRICT COUNCIL AND COUNTY COUNCIL REPORTS

C.C. & D.C Vijeh had nothing to add to her written report which had been forwarded to Councillors before the meeting

16/109 PUBLIC QUESTION TIME

The agent for the following application spoke in regard of the application and answered questions from the councillors. A neighbour to the application site voiced concerns in regard to the application which the agent addressed.

16/110 PLANNING MATTERS

16/02939/FUL Demolish redundant agricultural buildings, extension, alterations and conversion of existing barns to provide 4 No dwellings and the erection of 2 No new detached dwellings to include the provision of 2 No intermediate affordable units.

16/03195/FUL The erection of a single storey rear extension, demolition of outbuildings and erection of a detached garage/store/gym. 12 Greenway Dawlish Ford. (Outside Parish)

16/02808/FUL Alterations to include the erection of extensions to rear of dwelling to accommodate additional residential accommodation and hydrotherapy unit for dogs. Bungalow at Donyatt Garage.

16/111 YARLINGTON – DONYATT HILL

Cllrs Mortimer, Porritt and D.C. Linda Vijeh reported on a meeting with Yarlington Homes with Rose Bean, Assistant Manager of Yarlington Homes on the 9th September. Colin MacDonald of SSDC was also present

At the meeting Rose Bean reported that it is proposed the 12 flats will be re-modelled and sold on the open market as it is considered that they are not suitable for modern day living. Donyatt is not now considered for low cost or supported housing as it has limited services.

Cllrs Mortimer, Porritt and D.C. Linda Vijeh continued that, although there is concern of the lack of communication shown by Yarlington in regard to this situation, unfortunately, at this stage, we are powerless on any action we can take on their proposal. D.C. Vijeh is in close contact with the tenants to ensure their needs are addressed in terms of compensation and future tenancies.

After discussion, concern was raised on the security of the site once tenants are removed and before building work starts, as the flats will be empty. Also what is the plans for the garages and the small car-park owned by Yarlington.

It was agreed that to invite Rose Bean to our next meeting in November or the Chairman will call for an Extraordinary meeting in October if events are progressing quickly and to ask for an up to date site plan. Any questions the Councillors may have can be sent to the Chairman who will collate them

16/112 VISIBILITY SPLAY DONYATT VILLAGE HALL/DONYATT GARAGE

Cllr Porritt reported that this was still going through the legal proceedings. The Clerk reported that the applicant has asked the Planning Officer for an extension of time until 31.10.16

16/113 AFFORDABLE HOUSING

The Clerk reported that the Community Council for Somerset do not carry out a Housings Needs Survey. This is undertaken by a professional body which will cost a minimum of £2000. C.C.S can help by sourcing a grant to carry out the survey.

It was agreed that the Clerk should contact Broadway Parish Clerk as Broadway has recently carried out a Housings Needs Survey

16/114 TRANSPARENCY CODE GRANT FOR SMALLER AUTHORITIES

The Clerk reported that this has been extended to 16/17. Donyatt applied last year and received £850, however we can apply again but not for the same items we did previously.

RESOLVED: to adopt the following policies as presented:

16/116 REPORTS

Village Hall

Cllr Porritt reported that the wall had been repaired and the flower boxes replaced after vehicle impact. A new double glazed window on the north side of the hall has been fitted.

16/117 CLERK’S REPORT AND CORRESPONDENCE

The Clerk reported that she will attend a Community Infrastructure Workshop which is a free event run by C.C.S

16/118 FINANCIAL MATTERS

AUDIT FOR YEAR ENDED 31 MARCH 2016

NOTED: Conclusion of the Audit and External Auditors Report with no matters to report

16/119 FINANCIAL REPORTS AND CHEQUES FOR PAYMENT/BUDGET BALANCES

RESOLVED: that this Council approves the schedule of cheques and the Financial Report subject to the requirements of our Risk Assessment Document.

16/120 HIGHWAY AND FOOTPATH MATTERS

Cllr Porritt reported that there is a Speed Indicator Device on Pound Hill

Cllr Grabham reported that the pot holes in the lay alongside Mulberry Cottage still have not been filled
