Purpose of Job /
  • To strategically lead the delivery all non-direct Childrens Services and support functions for the directorate, working across the Directorate, the Wider Council with a range of internal and external stakeholders to deliver outcomes and systemic change to enhance the lives of Children and Young People within Doncaster Borough.
  • To strategically lead the development of a strategic commissioning model, including partnership engagement, delivering directorate wide insight and analysis to drive decision making, financial sustainability, improving outcomes for children, young people, their families and the people of Doncaster.
  • Lead the development work for children’s services in the Council to ensure alignment with the Doncaster Place Plan, Strategic Transformation Plans and aligned Health and Wellbeing (Adults) transitional programmes and projects.
  • Lead on delivering measurable outcomes for children, young people and their families through the development of a partnership strategic and integrated commissioning model.
  • This role will provide a strategic link into the strategic Council and partnership corporate support functions and will ensure both compliance with standards as well as providing strategic leadership on the links with procurement/contract management, finance, programme management and business support.
  • As a member of the senior management team, act as a strategic commissioner to deliver improved outcomes for people of Doncaster, together with achieving spending reductions and income targets outlined in the Medium Term Financial Plan.

Duties and Responsibilities:
  • As a member of the senior leadership team, to provide effective leadership, direction and management of the strategic commissioning and business transformation services to ensure effective, efficient and professional delivery of directorate wide services.
  • Lead the development work for children’s services in the Council to ensure alignment with the Doncaster Place Plan, Strategic Transformation Plans and aligned Health and Wellbeing (Adults) transitional programmes and projects.
  • Oversee the management of service transformation, functional development and the Directorate’s service review programme.
  • Lead on delivering measurable outcomes for children, young people and their families through the development of a partnership strategic and integrated commissioning and market development model.
  • Lead the development of a directorate wide annual plan to contribute to corporate workforce development strategy
  • To lead the management of the portfolio of programmes and projects, developing robust accountability, governance, reporting and monitoring arrangements
  • To be the Directorates lead officer in respect of council wide support services.
  • Liaising with the Head of Traded Services, strategically lead the Directorate’s financial management strategy.
  • Oversee all Regulatory requirements , ensuring the council is compliant and has a systematic cycle of continuous improvement and peer reviews
