SPRING ARBOR TOWNSHIP

BOARD MEETING

MARCH 13, 2017

The regular meeting of the Spring Arbor Township Board was held MondayMarch 13, 2017 at 7:00p.m., with the following members present: Supervisor Dave Herlein, Clerk Julia Stonestreet,Treasurer Colleen Gibbs, Trustees James Buck, Robert Drain, Troy Ganton and Caleb Runyon. Absent: none. The Supervisor led the Pledge of Allegiance.

Public Comment: none

Reports: Fire Chief McEldowney reported on the month’s activity. The Fire Department Suburban should be completely outfitted in the next few days. Dr. Tompkins reported on the County Commissioner meetings.

Expenditures: Motion was made by Drainand secondedby Runyonto approve the following expenditures for February: General Fund expenditurestotaling $97,963.80; Fire Department Fund expenditures totaling $14,971.81; Street Light Fund expenditures totaling $3,684.46; BuildingInspections Fund expenditures$5,091.79; Sewer Fund expenditures totaling $53,640.17; Water Fund expenditures totaling $30,158.43.; Current Tax Collection Fund totaling $879,177.40. Roll Call: 7yes. Approved. Motion was made by Buck and seconded by Drainto approve the payment of outstanding invoices totaling $133,797.00.Roll Call:7yes. Approved.

Minutes: Motion was made by Gantonand seconded by Drain to approve the minutes of the Regular Board meeting of February 13, 2017; the special board meeting of February 21, 2017. Approved

Consent Agenda: Motion was made by Gantonand seconded by Stonestreet to accept the following items under the consent agenda consisting of thefinancial reports for February2017; general ledger report of revenues and expenditures for February2017;the Zoning/Building and Permits report for February 2017; the Public Safety Report of February 2017; theSenior Center Advisory Board meeting minutes of February8, 2017 and the Planning commission meeting of January 10, 2017.

SUPERVISOR RPORT: Supervisor updated the board on the court cases regarding Jaime Cox; Miller Trailer Park; on the ongoing Sewer Negotiations; M-60 project is ongoing and being engineered; BOR change of positions - Ron Schaub is the member of the BOR and Shane Williams is the alternate; responses are coming in regarding the May 2, 2017 millage proposal for Spring Arbor Roads>

NEW BUSINESS:

Committee Appointments: Supervisor Herlein presented the board with alist of appointments: Bob Drain to the Parks Committee term ending March 31 2020 and to the Public Safety Committee term ending June 20, 2020; Caleb Runyon to the Budget Committeeterm ending 3/30/18 and Audit Committee term ending 12/13/18; continuation of term for Joel Freehling (term ending 6/30/20)on the Public Safety Board. Motion was made by Ganton and seconded by Buck to appoint above appointments. Approved.

Summit Township USAR vehicle: Fire Chief McEldowney explained that Summit Township has purchased a vehicle to be used throughout the county for Urban Search and Rescue calls. The cost of the Vehicle is $51,000. Summit would like to have the Townships to pay a portion of it based on their population. If the township pays into the original cost of the vehicle Summit will not charge the township for the future of their vehicle and services. The cost of Spring Arbor’s share is $2643.47(8,267 population at $.32) A motion was made by Ganton to approve the fee of $2,643.47 to be paid to Summit Township toward the $51,000 USAR vehicle. Runyon seconded the motion.Roll Call: 7 yes. Approved.

Water Usage Fees: As discussed in previous meetings Summit Township will be raising Water Usage rates 5% a year for the next 5 years. They will continue to provide water but will not be responsible for the maintenance and extension of the system. As we need time to investigate other options and future costs we will be raising our rates to accommodate this change. By common consent the board directed Supervisor Herlein and Treasurer Gibbs to prepare the resolution for the change of rates to be approved at our next meeting.

PUBLIC/BOARD COMMENT: Julia Stonestreet reminded the board that March 14th is thelast day to register for the MTA Conference at a discount..
