I. PARTICULARS OF ITS ORGANIZATIONS, FUNCTIONS AND DUTIES:

BACKGROUND

The University has its origin in erstwhile Himachal Agricultural College and Research Institute, Solan established in 1962 with its affiliation to Panjab University, Chandigarh. The College was raised to the status of a Post-graduate College in 1965 when it introduced M.Sc. (Ag) programmes in some important subjects. With the establishment of HP University (HPU) in 1970, its affiliation changed to HPU and thereafter it became Agriculture Complex of Himachal Pradesh University, Shimla in July, 1971. This Agriculture Complex further became Horticulture Complex of Himachal Pradesh University and Himachal Pradesh Krishi Vishvavidyalaya (HPKV), Palampur in 1976 and 1978, respectively. On December 1, 1985 this complex got the recognition of University and has been named after the Architect and the First Chief Minister of the State - Dr. Yashwant Singh Parmar and is playing an important role in teaching, research and extension in the fields of Horticulture and Forestry and in increasing horticultural production in the state in particular and in the country in general.

Dr. Yashwant Singh Parmar University of Horticulture and Forestry, Nauni, Solan -173 230 which is situated 14 kms. away from Solan on Solan – Rajgarh Road is the only University in the country engaged exclusively in teaching, research and extension in the field of Horticulture and Forestry. The University is a residential University having two independent Colleges located at the main campus, one of Horticulture and the other that of Forestry. The College of Horticulture consists of nine departments namely, Pomology, Fruit Breeding & Genetic Resources; Postharvest Technology; Vegetable Crops. Floriculture and Landscaping; Mycology & Plant Pathology; Entomology & Apiculture; Biotechnology and Business Management. The College of Forestry has six departments namely, Silviculture and Agroforestry; Tree Improvement & Genetic Resources; Forest Products; Soil Science and Water Management; Basic Sciences and Social Sciences, besides a Unit on Forest Plant Protection.

In addition to the two colleges at the main campus, the University has five Regional Research Stations, namely, Regional Horticultural Research Station, Jachh (Kangra), Regional Horticultural Research Station, Mashobra (Shimla), Regional Horticultural Research Station Bajaura (Kullu), Regional Horticultural Research Station, Sharbo (Kinnaur) and Regional Horticultural and Forestry Research Station, Bhota (Hamirpur); four Krishi Vigyan Kendras at Rohroo (Shimla), Saru (Chamba) Reckong Peo (Kinnaur) and Kandaghat (Solan). Besides these Research Stations and KVKs, this University has ten satellite research stations located in different agro-climatic zones of the state to conduct location specific research in Horticulture, Forestry and allied disciplines.

University is committed to perform its three functions i.e. Teaching, Research and Extension. The main functions/mandates of the University are:

  • Providing education in Horticulture, Forestry and allied branches of learning and scholarship.
  • Furthering the advancement of basic as well as applied learning and prosecution of research pertaining to Horticulture, Forestry and allied sciences.
  • Undertaking extension and dissemination of scientific information specially among rural masses of the State.
  • Developing linkages with the State/Central/International Institutions, NGOs, Orchardists, Farmers and Industrialists for ensuring economic and ecological security in the State.
  • Pursuing other objectives that the University may determine from time to time.

Based upon Land Grant Pattern, the University follows course credit system of education. Academic year is divided into two semesters, each of 20 weeks duration with short semester breaks in which educational tours and field trainings are organized. Its two colleges namely College of Horticulture and the College of Forestry which are offering B.Sc., M.Sc., MBA (Agribusiness) and Ph.D. programmes in Horticulture, Forestry and Allied disciplines as under:

MBA (Agribusiness): Master Degree in Business Administration (Agribusiness) has been introduced since academic session 1997-98. However, a full-fledged Department of Business Management was carved out of the Department of Social Sciences in the year 2006 and the same is now under College of Horticulture.

MSc Programmes

Silviculture, Agroforestry, Soil Science & Water Management, Agricultural Economics, Forest Products, Tree Improvement & Genetic Resources, Agricultural Statistics and Microbiology.

In all subjects of MSc except Agricultural Statistics and Microbiology.

Foreign students from different countries are also pursuing their studies at this University. Some seats are reserved for NRI and NRI sponsored candidates in undergraduate as well as postgraduate programmes.

ADMISSION REQUIREMENTS:

Minimum requirement for admission to an undergraduate programmes is 10+2 with science subjects having obtained at least 50% marks; followed by clearanceof this entrance test. Admission to postgraduate courses is made on the basis of merit in the qualifying examination.

Thrust areas of Research:

  • Evolving superior varieties of horticultural and forest crops with high yield, high quality and disease and insect pest resistance through conventional and modern methods of breeding, plant propagation including biotechnological tools.
  • Documentation and sustainable management of biodiversity of horticultural and forest crops.
  • Development of cost-effective integrated nutrient, soil and water management technologies for sustainable production of horticultural and forest crops.
  • Development of organic farming technologies for horticultural and forest crops.
  • Development of agro techniques for rainfed horticulture.
  • Development of afforestation techniques for rejuvenation of wastelands, degraded forest areas and grasslands and stand management practices for sustainable management of forests.
  • Development of Integrated Pest Management Packages for control of insect pests and diseases of horticultural and forest crops.
  • Value addition and post harvest management of horticultural and forest produce.
  • Studying the potential of horticultural and forestry land use systems in mitigating the impact of climate change.
  • Enhanced use of information and communication technology for dissemination of horticulture and forestry technologies.

Extension Activities:

The Directorate of Extension Education of the University carries out different extension education activities, viz. transfer of technology, communication, advisory and clinical services. The four KVKs of the University at Saru (Chamba), Rohru (Shimla) Reckong Peo (Kinnaur) and Kandaghat (Solan) provide trainings and transfer of technology to the farmers, rural youth and field functionaries of the line departments. Five Regional Research Stations, ten satellite Research Stations and the seven Development and Training Centres of the University are also engaged in different extension education programmes:

The functions and duties of the above referred officers are as under :

  1. Chancellor

The Governor of Himachal Pradesh by virtue of his office is the Chancellor of the University.

1.The Chancellor is the Head of the University and when present, presides over any Convocation of the University

  1. Every proposal to confer an honorary degree is subject to confirmation by the Chancellor.
  1. Vice-Chancellor:
  1. The Vice-Chancellor is the principal executive and academic officer of the University.
  1. The Vice-Chancellor exercise general control over the affairs of the University and is responsible for due maintenance of discipline and order in the University.
  1. The Vice-Chancellor is responsible for the proper administration of the University and for a close co-ordination and integration of teaching, research & extension education.
  1. Dean, College of Horticulture:

The Dean, College of Horticulture is responsible to the Vice-Chancellor for all matters concerning the college of Horticulture.

  1. Dean, College of Forestry:

The Dean, College of Forestry is responsible to the Vice-Chancellor for all matters concerning the college of Forestry.

  1. Director of Research:

The Director of Research is responsible to the Vice-Chancellor for the direction and co-ordination of research programmes in the fields of the University as well as efficient working of the research Stations.

  1. Director of Extension Education:

The Director of Extension Education is responsible to the Vice-Chancellor for extension programmes of the University.

  1. Registrar:

Registrar is responsible to the Vice-Chancellor of the University and is ex-officio Secretary of the Senate, Board of Management and Academic Council of the University.

  1. Comptroller;

The Comptroller is responsible to the Vice-Chancellor for all matters pertaining to the accounts of the University including the preparation and presentation of the budget and statement of accounts.

  1. Estate Officer:

The Estate Officer of the University is responsible to the Vice-Chancellor for the custody, maintenance and management of the buildings and all other properties of the University.

  1. Librarian:

The Librarian shall be responsible to the Vice-Chancellor for all matters concerning the University Library.

  1. Students’ Welfare Officer:

The Students’ Welfare Officer in the University is responsible to the Vice-Chancellor for all matters concerning the students’ welfare.

The other employees of the University are supposed to perform the duties as assigned to them by their respective Controlling Officers.

  1. Decision making process of the University:

The University is organized and functions as per the modified ICAR Model Act. The Senate, Board of Management, Academic Council, Research Council, Extension Council and Board of Studies are the main decision-making bodies in administration, teaching, research and extension education. Powers and functions of the Senate

  1. The Senate shall review the broad policies and programmes of the University and suggest measures for the improvement and development of the University.

Powers and functions of the Board of Management

The Board shall exercise and perform the following powers and functions:

  1. To review and consider the financial requirements and estimates for the University and approve its budget.
  2. To make appointments to the posts in accordance with the provisions of the Act.
  3. To provide for the administration of any funds placed at the disposal of the University for the purposes intended.
  4. To arrange for the investment and withdrawal of funds of the University.
  5. To borrow money for capital improvements and make suitable arrangements for its repayment.
  6. To provide for accepting, acquiring, holding and disposing of property on behalf of the University.
  7. To direct the form and use of the common seal of the University.
  8. To appoint such committees, either standing or temporary, as the Board may consider necessary and establish the terms of reference thereof within the purview of the Act or the Statutes.
  9. To determine and regulate policies relating to the University in accordance with this Act or the Statutes.
  10. To make financial provision for instructions, teaching and training in such branches of learning and courses of study as determined by the Academic Council within the purposes of this Act and for research and advancement and dissemination of knowledge.
  11. To provide for the establishment and maintenance of colleges, hostels, laboratories, experimental farms and other facilities necessary for carrying out the purposes of this Act.
  12. To make provision for instituting and conferring degrees, diplomas, certificates and other academic distinctions.
  13. To provide for institution, maintenance and award of scholarships, fellowships, studentships, medals, prizes, etc.
  14. To accept, on behalf of the University, trusts, bequests and donations.
  15. To meet at such times and in such places, as often as it may deem necessary:

Provided that a regular meeting of the Board shall be held at least once in every three months.

  1. To regulate and determine all matters concerning the University in accordance with the Act and the Statutes and to exercise such powers and to discharge such duties as may be conferred on or imposed upon the Board by this Act or Statutes.
  2. The Board may, for purposes of consultation, invite any person having experience in or special knowledge of any subject under consideration to attend a meeting. Such a person may speak in and otherwise take part in the proceedings of such meeting but shall not be entitled to vote at any such meeting. Any person to invite shall be entitled to such allowances for attending the meeting, as may be prescribed.

Powers and functions of the Academic Council

  1. The academic council shall, subject to the provisions of this Act and the Statutes, have the power to regulate and prescribed all courses of study and determine curricula and shall have general control of teaching and other educational programmes within the University and shall be responsible for the maintenance of standards thereof.
  2. It shall have power to make Regulations consistent with this Act and the Statutes relating to all academic matters subject to its control and to amend or repeal such Regulations.
  1. In particular, and without prejudice to the generality of the foregoing powers, the Academic Council shall have power to ---
