February Monthly Meeting held on Monday, 21stFebruary 2011, at Kells Civic Offices, Headfort Place, Kells
Presiding: Cllr. C. Ferguson
Present: Cllrs. B. Collins, B. Curran, S. Drew, T. Grimes, F. Lynch, S. Reilly,O. Sweeney.
Also Present: Mr. K. Stewart, Town Manager, Mr. J. Flanagan, Town Clerk,
Mr. S. Carroll, A/Town Engineer, Ms. C. O’Reilly, A/Asst Staff Officer.
There were apologies from Cllr. B. Reilly for his inability to attend.
Minutes
The minutes of the January monthly meeting, held on 15th January 2011, were confirmed on the proposal of Cllr. B. Collins, seconded by Cllr. T. Grimes.
Correspondence
- Letter from Mark Smith in relation to Arts Trail for Kells Heritage Festival 2011.
It was unanimously agreed to make a contribution of €400 towards the project from the Local Development Fund.
- Letter from Kells & District Chamber requesting the use of the Fair Green car park for a fun fair as part of the St. Patrick’s Day Festival weekend.
- Letter from Kells Walking Trail Development Group regarding proposals for the further development of walking routes on Loyd farm.
The Town Clerk stated that CRANN were interested in attending a meeting to put forward proposals for forestry planning and would arrange same for the March meeting. It was also noted that a licence agreement had been put in place with Farrelly Bros. for willow growing on the Upper Bridge Field.It was unanimously agreed to look at the long term strategy for the lands at Loyd before considering the proposal.
Monthly Reports
- Cllr. Curran enquired as to the number of advertisement signs removed and the number of prosecutions.
The Town Clerk stated that he would check with the Environmental Patrol Officer.
- Cllr. Drew made a query on planning application on lands on Moynalty Road, zoned community facilities.
Manager’s Orders
The Manager’s Orders, as circulated, were noted.
Presentation from the Kells Tourism Forum
The Council received a presentation from Ms. Lucy O’Reilly on the activities of the Kells Tourism Forum.

“Can the Manager provide an update on any works required to complete the Headfort Grove Re-generation Scheme.”
Snag list being completed by NBA. CCTV contract with Safety Consultants, issues over Health & Safety.
Cllr. C. Ferguson
“Can the Manager provide an update on any progress regarding the provision of a boundary fence at the entrance to Stonebridge.”
The Town Engineer agreed to have the boundary line marked out.
Any Other Business
Members unanimously agreed with the Town Engineer’s proposals to continue footpath works on Headfort Place northwards on both sides from the 2011 Block Grant allocation.
Cllr. Lynch welcomed the provision of pedestrian lights on Castle Street. He also requested the provision of
-Lighting on the back road Oliver Plunkett Road/St. Colmcille’s Villas.

Cllr. Drew requested the repair to footpath on Bective Street, outside the Vets.
Cllr. Collins requested repairs to road surface at Climber Hall.
Cllr. Ferguson proposed that a letter of congratulations be issued to newly elected TDs in the forthcoming General Election and that they be invited to meet with the Council.
