2. / Job Purpose:
Lead the successful development and delivery of a highly effective and robust Health Informatics Service throughout the Royal Devon and Exeter NHS Foundation Trust including strategic participation in National and Local IMT programmes.
Develop and lead the strategic direction and operational management of the IMT Services Division, including the achievement of all operational performance targets including access, activity and finance.
To Deputise for the Medical Director on IMT
To develop and implement IMT strategies across the Trust taking into account Trust corporate and National strategies
To negotiate and manage the SLAs for IMT service provision across the RDEFT, Devon Partnership Trust and Virgin Integrated Children Services.
Act as an ambassador for the Trust; build successful working relationships with external healthcare partners and other stakeholders.
The Postholder will assume the role of Project Sponsor/Director on high profile IMT system implementations.

- Directorate: IMT Shared Services – The Deputy Director of IMT will be responsible for the following operational areas within the RDEFT and provision of the * services to RDEFT, Devon Partnership Trust and Virgin Healthcare Integrated Children Services. The 3 organisations amount to IMT services being provided to approximately 12,000 staff. There is a senior IMT manager responsible for each of these areas reporting to the Deputy Director of IMT

Corporate Responsibilities
The post holder will:- Contribute to the successful overall performance of the Trust.
- Act as an advocate for the Trust & its contribution to the local Health Service Economy through creating and maintaining effective partnerships and relationships with internal and external stakeholders.
- Develop and support the Trust culture of collaborative, flexible cross-team working and commitment to delivering quality services and outcomes.
- Work with sensitivity and an understanding of the issues facing those working to deliver health services to the local and national population.
- Comply with corporate governance structures and in keeping with the principles and standards set out by the Trust.
- The development of effective ways of working and the creation of strong partnerships and relationships with all stakeholders to support the implementation of the Trusts Strategic directions.
- Manage Trust resources in the most efficient and effective manner so as to successfully deliver the Trust’s services.
- Provide internal leadership to Trust staff, particularly those who are contributing to the Trust IMT’s key objectives through communicating Trust strategy, coaching & mentoring staff and visibly supporting Trust & Corporate policies and systems.
- Contribute to the strategic direction of the Trust through providing representative team input and by demonstrating understanding and knowledge of health service issues; including current and future focus particularly on national and business developments in Information Technology and through local innovation.
- Support Trust Directors and Chief Executive to make the Trust’s contribution & performance visible to key internal and external stakeholders and gain their support.
- Develop an annual business plan, forecast and budget for the IMT division and ensure individual departments both within and outside division through Programme Management
- Contribute to the development of the Trust knowledge & skill base through helping to identify the development of current staff, early identification of necessary skills & knowledge required and supporting staff to develop in line with these needs.
- Lead the Trusts Performance Assurance Framework process for IMT to ensure all departments are monitoring key performance standards on an ongoing basis. Where necessary, work with key staff to improve /consolidate performance against these targets.
Specific Functions
- Lead the development and Management of the Trust’s IMT services:
- Provide leadership and IMT strategic direction to the Trust’s IMT services.
- Develop and implement the Trust’s Policy and Long Term Strategy for Health Informatics thus making an important contribution to the achievement of the Trust’s strategic development.
- Develop RDEFT as the intelligent customer as well as service provider with other shared service partners in the Local Health community
- Negotiate and manage RDEFT IMT Service provisionSLA’s with client organisations and ensuring governance arrangements and service management with Directors responsible
- Develop the identity of IMT and communicate a clear vision of its purpose throughout the Trust and the Local Health Community (LHC) through development and implementation of the Trust IMT Supporting Strategy ensuring key stakeholders involved
Continually scan the horizon to explore the possibilities and application of new technological advances to improve clinical and managerial performance. Maintain awareness of new ideas and applications throughout the NHS and beyond through networks.
Develop, assess and implement creative and constructive ideas for placing Health Informatics at forefront of the modernisation agenda.
Establish workforce planning, recruitment and development of IMT staff meeting agreed objectives through effective people management and strong leadership.
- Promote a culture of equality and diversity within the Directorate and the wider Trust. Ensure all service planning takes account of equality and diversity legislation in line with Trust policy.
- Ensure IMT supports the delivery of quality services to patients and the Trust’s business needs:
- Lead the delivery of the Trust’s IMT services ensuring business continuity and a customer focus.
- Ensure that effective information technology and systems are in place to support the day-to-day operations of the Trust, in clinical and non-clinical areas, according to the agreed priorities of the Trust.as detailed in its strategic objectives and annual plan
- Implement and lead the use of information and communications technologies to improve access to information at the point of care irrespective of location.
- Ensure patient administration services are customer focused and provision of an effective and efficient quality health records service is provided 24x7 Trustwide.
Ensure that IMT is at the forefront and development of high quality clinical services and contributes to improved clinical outcomes and improved patients’ experience.
- Secure and manage the resources and funding for IMT
Responsible for the financial well-being of the IMT services and ensure appropriate negotiation and management of the external SLAs for RDEFT IMT service provision
- Responsible for financial planning and financial management with regard to IMT ensuring a balanced budget is maintained
- Lead the IMT Directorate Senior Management Team to develop and realise Cost Improvement Programme (CIP) in line with Trust targets and wherever possible innovate technology/process service improvement Trustwide to realise CIP.
Ensure that the necessary resources are in place to implement Trust Corporate and IMT Supporting Strategy
- Lead external supplier contract management, procure services as required and lead contract negotiations ensuring value for money.
d.Lead the strategy and preparation for and implementation of National Programme for IT systems:
To undertake the role of Chief Information Officer for the Trust
Ensure that the Trust’s policy and long-term strategy for health informatics is consistent with national strategy while recognising and responding to local stakeholders’ needs.
Lead the Trust’s organisational readiness for deployment of National IM&T related programmes such as paper free and patients access to their information by 2018/2020 respectively maximising any central funding and support available.
Provide strong leadership in the change management processes, using Health Informatics to facilitate patient’s choice, improve the patient’s experience, improve access, improve the quality and outcomes of care, and reduce clinical risk.
Work in partnership with colleagues and stakeholders across the Local Health Community, representing the interests of RDEFT to ensure maximum benefits are realised.
- Lead the Development of an Information Culture:
- Establish arrangements for training and education in order to optimise the use of clinical information systems, resulting in competent and enthusiastic users throughout the Trust, enabling safe patient care and timely information.
- Establish processes to support excellent data quality
- Recognise and respond to the growing demand for the provision of patient information at the point of care to support safe patient care.
Take responsibility for overseeing the Information Governance framework throughout the Trust, ensuring overall data quality and security of health information.
- Lead implementation of NHS number as unique patient identifier throughout the Trust.
- To ensure financial and budgeting requirements are met, including cost saving and cost efficiency targets;
- Develop and implement cost savings schemes, both through service modernisation and cash releasing schemes both within IMT and across Trust where appropriate
- Ensure that the IMT Division is operated within Standard Orders, Standing Financial Instructions and appropriate rules and codes of conduct and procedure;
- Negotiate and manage IMT Service Provision SLAs with prime customers
- Manage the workforce planning, recruitment, selection and development of all staff within IMT Services.
- Undertake own CPD activity to maintain and develop further management competencies;
- Participate in Trust mandatory training eg , Manual Handling, Risk and Fire;
- Participate in Trust PDR programme as both Reviewer and Reviewee
- Undertake appropriate coaching, mentoring, training and development activities will all line-managed staff and a variety of other more junior managers across the Trust and wider Healthcare Community;
- Ensure appropriate communication and staff involvement structures are in place for all Divsional staff.
- Ensure that the Division’s services are focused on the needs of patients and clients
- Ensure that patients/clients are involved in the review and development of technology and services within the Division
- Establish strong communication links within the Patient Advice and Liaison Team
- Ensure the implementation of the Trust’s Clinical Governance, Health and Safety and Risk Management policies and plans, and monitor compliance and implementation within IMT services
- Ensure that the IMT Division uses national standards eg CQC, IT security, IG Toolkit improve practice and support patient safety.
- To maintain and manage the IMT Risk Register
- To ensure there is a system for managing complaints within IMT
- To ensure the implementation of all Trust policies and procedures and guidelines;
- To participate in serious incident reviews;
- To contribute to corporate policy-making and promote and support policy decisions both internally and externally.
- To chair and/or co-ordinate working groups (including Trust wide projects);
- To represent the Trust in working with other agencies both inside and external to the NHS
- Regularly attending the Hospital Operations Board, IT Clinical Leads Group, Clinical Design Authority, CCG IMT Steering Group
- Participate in the Senior Management on call rota. Participate, where appropriate in the on call induction and mentoring of new managers starting on the rota.
