BIEIP Procurement Plan （Negotiation）
I. Introduction
1. Project Information
The People’s Republic of China has applied for a loan of US$ 100 million from the World Bank for integrated environment improvement of Bnegbu Municipality, Anhui Province. The project development objective is to improve the effectiveness of selected urban environmental services delivered by agencies of Bengbu Municipality, and improve the investment climate through policy and regulatory reforms to enhance the competitiveness of Bengbu Municipality.
The proposed BIEIP components cover Bengbu City including Huaishang District (north of River Huai) and the Counties of Huaiyuan, Wuhe and Guzhen.
Component 1: Water Resources Management: (a) increased reliability and protection of one of the two Bengbu’s long-term drinking water sources - the Tianhe River Lake; and (b) protection and restoration of the Longzi Lake in Bengbu.
Component 2: Urban Environmental Infrastructure Improvement: water supply, flood control and storm drainage networks, expansion of sewer networks, and ancillary structures; and roads in Bengbu City and Huaishang District.
Component 3: Sub-Urban Environmental Infrastructure Improvement: flood control and storm drainage networks and ancillary structures, water supply treatment plant and distribution network, sewer networks and wastewater treatment plant, and roads in Huaiyuan, Wuhe and Guzhen Counties.
Component 4. Implementation Support, Institutional Development and Capacity Building: (i) design review, project management and implementation monitoring; (ii) detailed design of infrastructure facilities in Mohekou Industrial Zone (MIZ); (iii) monitoring of safeguard implementation; (iv) preparation of rules and operational procedures for management of Industrial Zone (MIZ), and bidding document to select a professional operator for the MIZ; (v) institutional financial strengthening of utility companies; (vi) training for PMO and agency officials; (vii) capacity building for water quality monitoring; (viii) office equipment and vehicles for the PMO；（ix）Strategy and Selection of Bengbu Water Sector Development.
Bengbu Municipal PMO (MPMO) will work as project management agency, in charge of overall management. The loan is expected to become effective in the first half of 2008. The Implementation Agencies (IAs) of each sub-components are shown in the table below.
