Chair is using 09/946r0 as the agenda and display for the teleconference, and says there are time errors on slide 16, which we will cover when we get there. Chair announces each slide.

Slide 3 agenda is reviewed and chair asks are there any changes? Someone from NICT asks for ten minutes to review 09/951r0, and chair agrees to add it at the end if time permits

Chair asks if there are any objections to approving the agenda – none is heard

Chair reads slide 8, and makes Call for Potentially Essential Patents – no response is heard.

Chair asks if there are any objections to approving the minutes from the August 4th teleconference, 09/922r0 and Peter Ecclesine notes there are two editorial errors to be fixed and have it reposted. No objection to approving 09/922r0 the minutes from the August 4th teleconference is heard.

Chair reads slide 12 PAR: Scope, Purpose & Need

Winston Caldwell (FOX Tech, News Corp) says the word ‘coexistence’ (in 5.4 Purpose) is a little misleading, because we are required to not interfere with primary users.

Jim Worsham (AT&T Services): Question, is there alternative text that Winston proposes?

Chair says wordsmithing on teleconference is not so good

Winston – I am making the point

Chin Sean Sum (NICT) says the phrase “to facilitate the coexistence of such systems with primary users” should be moved to 5.2 Scope.

Steve Shellhammer (Qualcomm) The Scope is the work you are doing. The word ‘coexistence’ implies equals, but the primary users get ‘protection’, not interference.

Joe Kwak (Interdigital) says ‘coexistence’ implies a peer relation. The regulations tell us what to do to protect primary users.

Tom Kolze (Broadcom) – I don’t see what the PHY and MAC are going to do to protect incumbents.

Chin Sean Sum propose moving to Scope, example is 802.15.3, where there is a brief overview of mechanisms, if coexistence with primary users is in the Scope, we have the flexibility to do so.

Kathyayani Srikanteswara (Intel) we have to follow the regulations, why does coexistence belong in 5.2 Scope?

Chair asks that discussion moves to the TVWS SG email list

Steve Shellhammer asks why 5.5 mentions lightly licensed use. Chair responds in other regulatory domains it may be lightly licensed.

No comments on PAR form 7.1, 8.1

Joe Kwak says Canada passed legislation on White Spaces and that should be noted. Ivan Reede knows the details

Zhou Lan (NICT) asks to remove “in the USA” in 2.1 PAR title

On to the 5C

Winston Caldwell questions the second sentence in Broad Market Potential b) “It is expected that the use of lower frequency bands will allow Wireless ISPs to provide better services at a lower cost of coverage to larger areas than the current systems.” Suggests maybe removing that second sentence, however you are dealing with interference.

Chair reaches slide 16 Schedule, and asks what time should the Sept 15th teleconf be held.

Tushar Moorti (Broadcom) says 2000 EDT, same as this teleconf.

Chair asks if there is any opposition to holding the teleconf at 2000 EDT, and hears none.

Chair agrees the teleconf time will be moved.

Someone from NICT says all the items from 09/951 have been discussed, and there is no need to present it

Chair asks if there is any other business, hearing none, we are adjourned at 2058 EDT.
