This template is designed to provide metadata producers with an easy to use “fill-in-the-blank” style input form with which to produce metadata in Word format. The files created with this template can be converted to ASCII text, run through the Federal Geographic Data Committee’s (FGDC) metadata parser, and published on the FWS Clearinghouse Node of the National Spatial Data Clearinghouse Network. The template is not intended to be an automated software application, but a simple tool to use when more sophisticated tools are not practical.
The template is designed to be used only in conjunction with the document entitled “Biological Data Profile of the Content Standard for Digital Geospatial Metadata”, FGDC-STD-001.1-1999, which is the official reference for the content standard. This document will be referred to hereafter as “the Profile”. Further explanation and interpretation are needed for many of the data elements, particularly those elements that are allowed to, or required to, iterate more than once. Please refer to the Profile for clarification on what is required for each data element; in some cases, responses are limited to a given set of choices, and others are limited to a particular format. The Profile explains requirements for each data element and lists choices where applicable. Other documents such as flow charts and memos with implementation guidance have also been designed to aid metadata producers in understanding and using the Profile. Due to the complexity of the FGDC Standard, the use of these auxiliary documents is recommended.
Before using the template to create metadata, please read the guidance below on organization and syntax conventions used in the Standard. The contents of the template are in the following order:

- METADATA REFERENCE SECTION
The following three sections of the Profile are not included as separate sections of the template since they are never used independently. Instead, they are inserted wherever they are used throughout the template. This eliminates the need for guesswork and repetitive cutting/pasting by the metadata producer. (Also refer to the paragraph on this page)

In the section on Citation Information, the last data element calls for repeating the entire section of citation information, creating an infinite cycle. Only one repetition has been inserted in the template. To add further repetitions, copy and paste the section as often as necessary.
No indication is made in the template when a data element can be repeated unlimited times. Please refer to the Profile for clarification, and copy/paste the data element(s) as necessary. Examples of repeating data elements in Section 1 of the Profile areKeywords/Taxon and Analytical Tool.
“Mandatory” elements are in BOLDFACE type, followed by an asterisk (*). These elements are required for compliance with the Profile. Data elements in REGULAR FACE type are "Mandatory if applicable," and “Optional” elements are shown in ITALICS. A “Mandatory if applicable” or “Optional” data element may include Mandatory elements that must be populated if the data producer opts to provide information for a non-mandatory element.
Data elements without colons (:) are compound elements and do not require input. Data elements ending in a colon are nested below each compound element and require input immediately after the colon.
The following notes are for Fish and Wildlife Service users; please check your organization’s metadata guidelines before implementing them:
Section 4.1.2.1.2 on map projections can be particularly confusing. Several data element groups in this section are separated by “OR”. Fill in the elements that are applicable for your data and delete the other groups, making sure that you keep the “OR” and all applicable data elements. This will make your completed template much shorter and easier to use.
Comments and instructions within parentheses ( ) should be deleted after the data elements are populated.
Point of Contact information is Optional in Sections 1 and 6, and Mandatory in Section 7. If Contact information is the same in all three sections, populate the Mandatory and other applicable elements in Section 7 of the template. Then delete the Contact information in Sections 1 and 6 between (and including) the dashed lines (----).
The Larger Work Citation in Section 8 is included in the template whenever the Citation section is required. Since the Larger Work Citation is Mandatory-if-applicable, this section may not be applicable in some (or all) of the Citation sections. If not, delete the Larger Work Citation elements between (and including) the dashed lines (----).
