INTRODUCTION

WHAT:During this period you will learn about the relationship between the Air Cadet League and the Department of National Defence with regard to Air Cadets.

WHY:Cadets should know what the partners in the Cadet program do for the squadron.

WHERE:You will apply this knowledge when you interact with members of the Air Cadet League, Department of National Defence officials and members of the sponsoring body.

STAGE 1Responsibilities

1.Partnership:

The relationship between the Air Cadet League of Canadaand the

Department of National Defenceexists to operate and assist 444Air

Cadet Squadrons in Canada

2.Responsibilities:

The responsibilities of each partner are different:

a.The Air Cadet League is responsible for:

(i)Public relations.

(ii)Providing training equipment;

(iii)Transportation and facilities not supplied by DND;

(iv)Administration of the local sponsor;

(v)Provide financial support as required; and

(vi)Recruitment of instructors and of CIC officers.

b.The Department of National Defence(DND) is responsible for:

(i)Administration of squadrons;

(ii)Supply materials for mandatory training;

(iii)Training of CIC officers;

(iv)Operation of summer training centres; and

(v)Issue of cadet uniforms

STAGE 2The Air Cadet League of Canada

1.The National Level:

a.National Board of 55 members;

b.11 member national executive committee;

c.Advisory committee of past presidents; and

d.National office run by executive director;

2.The Provincial Level:

a.12 provincial committees;

b.Members are chairpersons of eachsponsoring committee and

other people who may be selected;

c.Supervise the squadron activities under their jurisdiction; and

d.Assist in the formation and guidance of squadrons and sponsoring

committees.

3.The Local Level:

a.Provide financial support to squadrons;

b.Recruit Officers;

c.Arrange training facilities; and

d.Sponsoring committees are usually affiliated with a serviceclub

such as the Kiwanis, Lions, Royal Canadian Legion, Royal

Canadian Air Force Association etc. It is these sponsoring

committees that make up the backbone of the AirCadet League.

STAGE 3AIR CADET LEAGUE-DND CHANNELS OF COMMUNICATION

1.For each level of the Air Cadet League, a counterpart exists in the Canadian Armed Forces. The president of the Air Cadet League of Canada has a counterpart at NDHQ called the chief of the Defence staff. Contact and cooperation between league officials and their counterparts in the military is essential for the successful implementationof the Air Cadet Training program. The chain of command must be followed when dealing with the league as it is in the military.

2.The channels of communication are designed to allow the flow of concerns, ideas and information from the league to DND and vice versa at appropriate levels. The cadet organization is complex and can be confusing at times. Remember that all people involved are committed to accomplishing the aims of the Air Cadet Movement.

Answer:Yes. Problems should be addressed at the lowest possible level first.
