HOLDREGE CITY COUNCIL March 15, 2016

Holdrege City Council met in regular session Tuesday, March 15th, 2016 at 7:00 p.m. in the Council Chambers of City Hall at 502 East Avenue in Holdrege with Mayor Doug Young presiding. Council members present were Doug Simpson, Mike Sisson, Mary McDermott, Larry Gibbons, Troy Urbom, Larry Marvin, Jeff Nantkes and Randy Aldrich. City Staff also present were Rod Osborn, Kim Parsons, Mitch Jones, Bob Rager, Dane Jensen and Mary Magill. Media was represented by Tunney Price of the Holdrege Daily Citizen.

Notice of the meeting was given in advance by publication in the Holdrege Daily Citizen; the City’s designated method for giving notice, and by announcement from radio station KUVR/KMTY. The Mayor and Council received notification of the agenda in advance.

Mayor Young called the meeting to order at 7:00 p.m. City Clerk Dane Jensen announced “State Law requires this body to announce at this time that a copy of the current Open Meetings Act is posted at the back of the room where it is accessible to the public” and took roll. Mayor Young began the meeting with a moment of silence and the Pledge of Allegiance.

A motion by Councilmember Simpson to approve the Consent Agenda including:

  1. this agenda,
  2. the minutes of the March 1st, 2016 regular Council meeting,
  3. the payment of claims as submitted and
  4. the City Treasurer’s Report for January 2016

was seconded by Councilmember Sisson. All members present voted aye. Motion carried.

No one appeared for Public Forum.

Representing the Holdrege High School Junior Class, Tyler Buck and Jacee Pfeifer requested the blocking off of Grant Street and Sixth Ave around the City Auditorium and use of the City parking lot at Sixth and Grant on Saturday April second for the Junior-Senior Prom. Councilmember Gibbons motioned to approve their request with a second by Councilmember Marvin. All members present voted aye. Motion carried.

City Administrator Bob Rager told members that Randy Wells had requested approval of a transportation route to move a small house from 1311 5th Avenue to Lincoln Street, then north on Lincoln Street out of town. Municipal Services Director Kim Parsons advised that he had been over the route and found no impediments to moving the house on this route. Motion to approve the transportation route by Councilmember Urbom, second by Councilmember Nantkes with all members present voting aye. Motion carried.

Police Sergeant Mitch Jones told members that the City had received bids for a new Dodge Charger police car on Monday with local dealer Janssen Chrysler submitting a low bid for the all-wheel drive option. Councilmember Sisson explained that Public Safety Committee members had discussed the options and felt that the all-wheel drive option would best serve the Police Department. Motion by Councilmember Sisson, second by Councilmember McDermott with all members present voting aye to approve accepting the low bid from Janssen Chrysler for a new Dodge Charger all-wheel drive police car. Motion carried.

In Open Discussion:

Administrator Rager told members that legislators had sent LB958 to a committee executive session and thought that provisions of the bill related to lid exceptions had been removed – with no guarantee they wouldn’t be reintroduced when the bill came back to the floor.

Councilmember Nantkes observed that, while some residents of the community were receiving notices to remove nuisance items from their yards, others with similar offenses were not, and expressed the need to apply ordinances fairly to everyone.

Mayor Young explained a Veteran’s Memorial proposal at the North Park and informed members an agenda item for such would be forthcoming. Mayor Young also requested that discussions of a sidewalk repair/replacement policy and Nuisance Abatement inside and outside of the Target Area be added to the next Council agenda.

With no other discussion to be heard Mayor Young adjourned the meeting at 7:17 p.m.

The next regular City Council meeting will be held on April 5th, 2016 at 7:00 p.m. in the Council Chambers of City Hall at 502 East Avenue in Holdrege, Nebraska. An agenda, as well as any Ordinance, Resolution or Agreement of the City, is kept on file, constantly current and available for public inspection at the Office of the City Clerk, 502 East Avenue in Holdrege.
