Call for the collection of letters of interest for the development of a service
for the implementation of a research/action in the Auvergne-RhôneAlpes Region
and for cooperation in good practice exchanges
between Italy, France and Spain in the field of migrant hosting/integration
and of jobs/competencies certification
Introduction
RESACOP is one of the foreign affiliates of the project D.I.S.Co.R.S.I. Migranti: Dialogo Interregionale sui Servizi in tema di COmpetenze, Residenza e Salute per l'Integrazione dei Migranti in Piemonte, Auvergne-RhôneAlpes e Catalogna ( D.I.S.Co.R.S.I. migrants: Interregional Dialogue on Services in the field of migrant Integration services in the areas of Housing, Health and Job/Competencies certification in Piedmont, Auvergne-RhôneAlpes and Catalonia Regions) - Project 275 – CUP H19D17000780005, whose project leader is COP – Consortium of Piedmont Ngos (Italy, Turin) together whit the partners CCM, ENAIP Piemonte and CICSENE and the Spanish affiliate LAFEDE.CAT (Spain, Barcelona) within the European programme Fund on Asylum, Migration and Integration (FAMI 2014-2020) – Specific Objective 2 Legal Migration and Integration – National Objective 3 Capacity Building – Promotion of exchanges on integration politics developed in Italy and other EU Countries.
This project, funded by the Italian Ministry of the Interior and the European Union, was launched on 15 May 2017 and will end on 31 March 2018.
Among the planned activities, there are a number of studies (Phase 1: Activity 1.1 and Activity 1.2) to be implemented in the Piedmont Region (Italy), in the Auvergne-RhôneAlpes Region (France) and in the Catalonia Region (Spain) which will lead to a comparative analysis of the reference situation in the three regions, identifying good practices and hosting/integration services in the field of housing, health and job/competencies certification, with a focus on the role of migrant associations and communities.

This notice is issued by RESACOOP and will allow the project leader COP – Consortium of Piedmont Ngos (Italy, Turin) to carry out a selection procedure for the identification of THREE ENTITIES or PHYSICAL PERSONS able to carry out a service for the implementation of a research/action in the Auvergne-RhôneAlpes Region and the co-operation in the organization of an exchange of good practices between Italy, France and Spain in the field of hosting/integration services for of migrants in the area of jobs/competencies certification

of the Research and of the Activities to be realised
The selection that the Italian Project Leader COP - Consortium of Piedmont Ngos will carry out for the identification of the three ENTITIES or PHYSICAL PERSONS to which a Service Contract will be offered for a total value of Euro 4,500.00, will be made by comparing the Curriculum Vitae of the researchers proposed for carrying out the research and for collaborating on the other activities described in the above-mentioned ToRs.
Requested profile: researcher, expert in migration and with specific skills in the field of jobs and competences certification within the French system and in the Auvergne-RhôneAlpes Region, with a focus on the role of migrant associations and communities.
Area where the service will be carried out: Auvergne-RhôneAlpes Region, with territorial movements where necessary and participation to the International Seminar of Good Practice Exchanges, to be held in Turin in December 2017.
Start of assignment: by 1 July 2017
Deadline for submitting applications: 23 June 2017 at 12.00 at
Selection procedure: after the deadline RESACOOP will submit to the Consortium of Piedmont Ngos the received applications. The latter will proceed with a specific commission for the evaluation and selection of the received CVs and it will communicate the result of the selection to RESACOOP (for the Publication of the results). It will directly contact the three selected ENTITIES or or PHYSICAL PERSONS in order to conclude the contracts.
Methods of payment: in order to be paid for the service provided, the entities or natural persons eventually selected will be required to issue three work progress Invoices (in accordance with European legislation):
• A first down payment invoice of 30% at the signature of the contract
• 30% invoice on delivery of the first mapping of the most interesting practices (requested by the ToR for the beginning of September 2017)
• Final 40% invoice upon delivery of the final report and participation in the event of presentation of the researches and exchange of good practices which will be organized in Turin in December 2017
Tasks requested for the service:
• Collaboration with Italian project partners and researchers who will carry out the other researches within the largest “Comparative benchmarking study in the three regions (Piedmont, Italy, Auvergne-RhôneAlpes, France and Catalonia, Spain) identifying good practices and hosting/integration services in the fields of housing, health and jobs/competencies certification, with a focus on the role of migrant associations and communities.
• Implementation of specific research according to the methodology described in the ToR
• Involvement of key stakeholders contacted during the research phase for their involvement and subsequent participation in the international exchange moments envisaged by the project (in particular during the presentation event of research and exchange of good practices to be held in Turin in December 2017 )
• Contributing to the Final Report in English, containing the results and the comparison of the 9 specific researches carried out (3 by Region, for each survey topic: housing, health and jobs/competencies certification)
• Participation to the meetings among partners that will be organized in September 2017 in the Auvergne-RhôneAlpes region, aimed to foster discussions and exchanges among the involved researchers
Requirements requested:
Training Experiences (max 30 points for evaluation):
• Graduate degree or master degree in one of the following fields: sociology, anthropology, political science, anthropology, international law, migration
The following studies constitute preferential titles, with the scores indicated:
• Master (annual 4 points, biennial 8 points) in one of the above mentioned fields
• PhD (up to 15 points) in one of the above mentioned fields
• Specialization courses (up to 10 points).
• Study or research periods spent in Spain and/or Italy on issues related the above mentioned issues (max 5 points).
Professional Experiences (max 30 points for evaluation):
• 15 points for each work experience in European projects for carrying out study and research activities related to competences certification
• 10 point for each additional year in the realisation of study/research activities focusing on the jobs and competences certification for migrants in the Auvergne-RhôneAlpes region, carried out within Research Institutes / Universities and/or within other public or private bodies
• 7 points for each additional year of work experience in the realisation of study/research activities focusing on the system jobs and competences certification for migrants in the Auvergne-RhôneAlpes region, carried out within Research Institutes / Universities
• 5 points for each additional year of work experience in the realisation of study/research activities focusing on the system jobs and competences certification for migrants in the Auvergne-RhôneAlpes region, carried out within other public or private bodies
Periods of activity will be evaluated for yearly fractions per month, considering, as a whole month, continuous periods of thirty days or fractions longer than fifteen days.
Relevant Publications about the topics covered by the research activity (3 points for each relevant publication, max 20 points for evaluation) attesting specific knowledge of
• European, national and regional standards on certification of migrants' skills and their access to services;
• System of competence certification services, with particular reference to migrant services, in France, Italy and / or Spain
Language skills (max 20 points for evaluation):
• Required: written and spoken English (B1 / B2 Common European Language Reference Framework)
• Knowledge of English, written and spoken level C1 / C2: Advanced User Common European Language Reference Framework (10 points for assessment)
• Preferential: knowledge of Italian (10 points for evaluation purposes)
