Minutes of the Council Meeting

October 7, 2007
The meeting was called to order by President Ed. Kingman at 11:23 am in the meeting room of the Community Building, 61 Pilot Point Lewes, DE.
Those in attendance: Ed Kingman, Vince D'Anna, Phyllis Hoag and Allison Mercer from L&N.

Ron Lee and Richard Ward were absent.
Gene Julian, Treasurer, has sold his property and is no longer an owner at Pilot Point. Vince nominated Ron Lee to be a Council Member. Seconded and passed. Vince moved Ron to be Treasurer. Seconded and passed.
Minutes of the last meeting were waived.
Ed thanked Vince for his work with the trees and Phyllis for having the Mailboxes for Units 33 through 60 moved.
Phyllis will handle an expression of appreciation to Gene for his years of work as Treasurer.
Ron has a webmaster working on our new site pilotpointlewes.com. All information relating to Pilot Point will be on this site.
President's Reports: We under spent $80,000 last year, which was originally rolled to reserves but then we decided that we needed to spend that money. Before the end of the year: we have already done three building roofs and the roof of 61. Depending on the price we will try to do two or three more buildings using the same shingles, methodology and same contractor. That will leave one or two buildings to be completed in 2008. By the end of 2008 we will have re roofed all buildings and will have painted within the last three years all but two buildings. Hopefully we will have all buildings re roofed and painted within the last four years. That will enable us to direct the budget to the Reserve for next generation siding.
Phase Two back units base and shower rot needs to be addressed. We will have the worst one done, see what it costs and then either do all of them at once or a couple each year. Rolled roofing on the shed roofs needs to be replaced with rubber roofing.
The pilots have applied for an extension to their pier and a new sub aqueous land lease. We own to mean low tide, which means that the pier is on our property. We would like the pilots' assistance to work with us to deal with the property line on their side of Pilot Point and on the other side as well. There will be some legal costs and we also need to get a new survey. There is to be a hearing but Ed has not been notified as to the time and/or date. DNRC wants us to acquiesce to dredging in front of Pilot Point. The survey will also let us know the effect of accretion. Motion made to approve funds for a survey depending on the cost. Motion seconded and passed.
The irrigation system has been fixed. The turnoff valve was set too high so it froze and broke. We may have to have the turnoff valve dropped.
A landscape lighting company will be contacted to give us an estimate for replacing the front entrance lights.
Sussex Tree has recommended that we do autumn fertilizing to reduce the stress on the trees that have been trimmed.
The City of Lewes has determined that every property should have a personal 95-gallon wheeled trash can. We are studying this issue.
Vince has suggested that we hire/provide someone with the apartment in Unit 61. They could pick up trashcans, etc. Vince to look into this.
Allison to get the Lewes specifications for enclosures of trash cans.
Roofing and painting prices are consistent with work don in the past Ed will sign contracts that fall into this guideline without having to get Council approval
Bonk, Unit 34, has until the end of October to respond to our Motion for Summary Judgment.
Phyllis presented Ed with a check for $630 to reimburse the Council for the air conditioning unit that Council had bought from Dave, returned to Dave and he sold.
Dave Hoag will paint the mailbox bases with Pilot Point paying for the paint.
House lighting will be addressed, patio and, attached to the exterior, at the same time as the next generation siding. Entrance, house and patio lights will be the same style or complementary.
Storage shed doors to be taken care of with next generation siding.
