PURPOSEOF THESEMINAR
A reduced number of Brazilian organizations and enterprises have reached a vanguard position at the world level. Excellence organizations are a feature of developed countries that helps reaching new and higher plateaus that permeates through society.
In order to understand how economic growth evolves and how to promote it, it is necessary, among other things, to examine the impact on society and on the economy of successful organizations in the country. It is also necessary to examine the strategies adopted by these organizations to compete in the national and world markets that are extremely volatiles, as well as analyze the implications for the international competition in the political and economic relationships among countries and the strategic role of alliances and international societies in the highly competitive and technological-intensive environment. Most of all, it is fundamental to understand the mechanisms adopted for cooperation among enterprises, universities, research centers and government organizations as well as among national and foreign entities in general.
Objective:
The Seminar will give to the participants the opportunity to learn about the process that allowed Brazilian and foreign organizations and enterprises to reach vanguard as well as exchange views and experience about the subject with entrepreneurs, academicians and governmental policy agents and discuss the operation of the main innovation systems of entrepreneurial or public nature and the results of the complete value chain involved.
It will try to explain how innovation, even with very adverse conditions, has contributed to create in Brazil institutions that reached excellence and world vanguard, identifying the successful cases and to discuss and propose tools that might give incentive to measures that will contribute in an effective way to the social and economic development of the country.

It includes enterprises, governmental entities, professional associations, research and education establishments, universities, NGOsand other social institutions.

NETWORKS OF VANGUARD UNDERTAKINGS
Even though the establishment of networks aiming at amplifying research, operation or production horizons is already a usual practice in the country (mainly from the 1990 decade on), the establishment of vanguard organisms with the purpose of benefitting all the value chain related to the subject is still embryonic. Some examples are the successive actions of the Federal Government to stimulate these networksincluding partnerships with various entities that are repeated since the pioneer experience of REENGE (Redesigning of Engineering Education) /RECOPE (Research Cooperative Networks)in1996 followed by SIBRATEC (Brazilian Technology System) model and presently EMBRAPI (Brazilian Enterpriseof Research and Industrial Innovation) model,the SENAI’s Institutes of Innovation and Innovation Centers led by different universities, showing that the matter is in its evolutionary stage.
In1996 Petrobras,with the support of COPPE, has established the methodology for establishing Centers and Network of Excellence and its first Center of Excellence, namely that of Geochemistry. These organisms had a new perspective since they called for the establishment of a consortium with strategic partnerships (creating the vertex) considering enterprises, universities and Brazilian and foreign governmental organs that could be launched in any of the consortium’s vertex. They could include any field and they did not depend on announcements but on negotiations among founding entities in order to allocate the necessary initial resources. They also considered that they were sustainable and they would be considered as preferential from the point of view of organizations and governments regarding the application of resources available for R&D because they were entities with a good initial critical mass, presented a vanguard profile and comprehended the complete value chain of the subject and furthermore,they would operate as an enterprise(
desenvolvimento sustentável”). From this model, or in parallel to it, others came out and various experiences are still in progress.
Innovation means renovation or advance, new products, services or processes and for this purpose it is necessary to change the decision-making process or choices to one thatis not the usually one used.
Innovation is necessary for sustainable growth. It can be viewed as a change in the process of making something or in the practical application of inventions or discoveries. It is considered as an engine of the economy since it leads to new categories of products or increases productivity.
Developed countries consider innovation as an ingredient that permits advancement in the global market while the developing countries consider it an instrument that will allow them to promote the desired development more rapidly.
In 2012 it was published by the World Economic Forum a report (The GlobalCompetitivenessReport2012–2013,
containing competitive indexes of 144 economies based on twelve (12) items, namely: institutions, infrastructure, microeconomic environment, health and primary education, higher education and training, goods market and efficiency, labor market efficiency, financial market development, technological readiness, market size, business sophistication and innovation. The classification relative to innovation for Brazil (49) is below those of Korea (16), India (41) and China (33) but above those of South Africa (42) and Russia (85).
VANGUARD ANDINNOVATION
Abroad
Strategic partnerships networks were created in different geographic regions and countries due to their importance. Any research in the internet containing keywords such as “excellence centers” or “excellence network” will be surprising since it will present thousand of examples of enterprises, governments or universities. Abroad, the creation of these networks gathering actors from different fields has become a routinethat aimsat facing the global challenges and reach the local and world competitiveness.
Some examples can be mentioned such as the University of Central Florida(UCF) that is responsible for the Optics and Photonics Excellence Center. It has selected its research and development themes according to the local industrial reality. Both at the University and the Florida State levels the choice of themes is made by a council with direct participation of entrepreneurs. Furthermore, the University has an important role as producer of man power for industry. The UCF is among the ten greatest producers of patents, considering the large American universities, and emphasizes this index as well as others concerning its integration with industries
Canada maintains since1989 a model for the establishment of Excellence Centers that has progressed to Network of Excellence Centers aiming at gathering under academic leadership multidisciplinary partners from academia, industry, government and non-profit organizations. The network transfers to enterprises results of research and development and permits Canadian researches and students to work with the receiving communities in order to accelerate thecreationandapplicationofknowledge(
In the European Community the “EnterpriseEurope Network” offers support and assistance to enterprises in Europe through commercial societies related to technology, data bases and financial opportunities.
Another example is the “RussianUnionofInnovationCenters” that represents more than 100 innovation centers and technological parks inRussia.
In the United States one can also mention the interesting experience of the AssociatedUniversities Inc.that concentrate resources from universities, research organizations and Federal Government for planning, construction and operation of scientific vanguard installations and promotes discoveries and education.
In summary, presently the European Union and its countries individually, the USA and Canada, besides thousand of their cutting edge enterprises are increasingly amplifying the number of strategic partnerships and investments in R&D (more than US$ 600 billion annually), have created and continue to create vanguard organisms working in network in order to master strategic themes of interest or to support the intended development.
InBrazil
In Brazil the corresponding legislation is being improved since 2004 and recently the Law 12,349 of 2010 received important suggestions to modernize Laws 10,973 of 2004 and 8,958 of 1993. This permitted universities and research centers to work more vigorously to satisfy the market as well as the direct administration organs of the Government (to use the purchase power of the State). Presently the Bigger Brazil Plan (Plano Brasil Maior) has the purpose of proposing extensive changes improving the legal regulation in force and increasingly promoting more support and incentive to technological micro, small and average enterprises as well as stimulating enterprises in general to apply more resources in R&D. Since in Brazil a good part of R&D contracts are drawn up by governmental-owned enterprises, the model should be improved in order to facilitate making contracts with technological micro and small enterprises. According to the mentioned laws, this is already so in the ambit of universities and entities of the direct administration organs of the Government but not to state-owned entities.
Brazil will be facing an unparalleled investment effort in the next decades due to the accumulated deficit of the lost decades, on one side, and to the needs of its growth, on the other. A share of these investments is already defined in the Growth Acceleration Plans (PAC), but it is considered that the effort will be even bigger than the present one. Hence, the Bigger Brazil Plan that aims at integrating all efforts in the search for sustainable development.
Resources allocated for science, technology and innovation in Brazil are in a lower plateau than that of the national goal and it is urgent to fix priorities so that investments will reach 2 or 3% of the GDP and effectively result in economic and social development of the country.Much has been done in the last ten years regarding application in universities and thematic centers and now Brazil has already a reasonable infrastructure and a large critical mass of thematic networks in course. It is noticed that now it is the time to invest much more to agglutinate resources in order to search for the maximum efficiency of the system.
In this context, the Seminar intends to modify the still negative approach of global evaluations, impotence feeling regarding national deficits still present in different segments. For this purpose, the country should concentrate on the creation of many excellence focal pointstrying to repeat the success of some entities, organizations or groups that have reached world vanguard. They have demonstrated that before solving all deficiencies it is possible to be competitive and innovative. So,should Brazil stimulate the establishment of a vanguard structure it will be able to pave the way to sustainable progress.
The participation in this Seminar of entrepreneurs, researchers, technologists,engineers, managers as well as agents from institutions that administrate resources for innovation, both abroad and in Brazil is indispensable for exchange of experiences.
Recently Brazil has ranked among the biggest world economies both in the current value (nominal exchange rate where Brazil oscillates between the sixth and seventh rank) and in the purchasing parity power (which is more significant and stable) criteria.
It is natural to suppose that in a country that is the seventh (GDP) or eighth (PPP) world economy there are different institutions that are in the world vanguard. Identify these successful cases and trying to understand their reasons and their creative process seems to be a way to break the frustrating result of still negative average indexes and still elevate the stake of national possibilities. The idea is not to be restricted to the industrial and technological area, even though this is the main subject of the Seminar.
Successful results in Brazil regarding innovation can be exemplified by Embraer, Embrapa, Petrobras, SENAI, different organizations in the private sector, some universities, different academic departments, some universities, public and private hospitals, among others. However there is still much to be done in this field.
It is important to understand how the national agriculture and cattle raising areas have reached world productivity and competitiveness. According to a recent analysis made by the The Economistperiodical,the three reasons that explain this result are:Embrapa,Embrapa and Embrapa…
The success is based on decades of serious technological development work and entrepreneurial progress with deep national roots.
It is equally interesting to examine the process that started in an excellence nucleus around the Aeronautics Technological Center (CTA) that established in Brazil one of the important world enterprises that fabricate aircrafts-Embraer.
Another relevant example from the economic point of view is the progress achieved by Petrobras through internal R&D and using ample partnership with universities for exploration and production in the sea.
There are various Vanguard Centers and Networks such as that of Automation, the CTGAS-ER (SENAI, Petrobras), the Galileu Network, that of Naval and Oceanic Engineering, that of Geochemistry and more than 40 Networks, the CE-EPC (Petrobras and others) that constituteone of the bases for the new challenge in the pre-salt area and the transformation of this enterprise in one of the most distinguished in the world.
Other Organizations such as RedeSarah,Dr.Pitanguy Clinic,the former Dr.HiltonRocha Clinic,OscarNiemeyer Architecture Office, Production of soap operas byRede Globo,Petrobras Excellence Centers(Naval-Oceanic,Automation, Gas), Clinics Hospital, INCOR, OswaldoCruz Foundation,the Ducts Technology Center (CTDUT), NATURA, the uranium enrichment technology development by the Brazilian Navy (CTMSP) are some examples of vanguard organizations that will be the object of attention of all and also of the Seminar. Each one of these examples has a story of outgrowing, of investments in R&D, of entrepreneurial or managerial audacity that has conducted them to the present vanguard position.
The proposition of measures to be adopted in order to stimulate excellence, innovation and vanguard in Brazil is the main concern of this Seminar. In this context this Seminar will stimulate these issues to become national themes at any moment and in every opportunity. Based on this rationale, the organizers suggest ten reference points for the route to national escalation towards success.
1. Establish policies priorities for innovation and stimulation to vanguard institutions of technological base;
2.Promote the creation of enterprises of technological and innovative base;
3. Give incentives to enterprises and public organisms to create their internal vanguard (sectors, departments, programs and structuring projects) and innovationfocus as a way to stimulate their sustainable development;
4.Promote exchange of experiences regarding innovation and vanguard networks;
5. Promote education and training programs aiming at innovation and emphasizing processes that have permitted national entities to reach vanguard attaching value to these experiences;
6.Stimulate transnational cooperation as well as among public and private entities in the area of innovation and technology transfer;
7.Stimulate transnational cooperation regarding programs, networks and entities that look for mechanisms for the development of excellence and vanguard achievement;
