1 Project Summary

1.1 Project Introduction

The World Bank funded Shangrao Sanqingshan Airport Project is located at the junction of Xinzhou District and ShangraoCounty in the south of Shangrao City, JiangxiProvince. The project is 8km away from the downtown area in a straight line, and it is a key construction project of JiangxiProvince and ShangraoCity..

The total investment of the project is estimated to be RMB 617million Yuan(or USD97.17 million), which will be funded by the World Bank. The main content of the construction includes a runway that is 2,400 m long and 45m wide, a vertical taxiway, 5 station sites, airport terminal covering 6,000m2, and such facilities as air traffic management system, power supply, water supply, oil supply, gas supply, communication and drainage facilities. The construction period of the project is expected to be 3 years. It is estimated that the annual passenger throughput will reach 500,000 people, the cargo throughput will amount to 3,000 tons, and the air flights will reach 4,938by 2020.

An airport road connects the Shangrao citywith the airport will be constructed by domestic funding at the same time of the airport construction. Accoding to the Bank’s OP4.12, the road has been identified as the linked project to the Bank financied project.

The total length of the road is 4.65km, and the investment is estimated to be RMB 300million Yuan.

This Resettlement Action Plan is specially prepared for the resettlement work of Sanqingshan Airport Project.The airport road and supporting facilities beyond the airport scope, such as power supply, water supply, oil supply, gas supply, drainage facilities, rural roads and irrigation system restoration, are still in the design stage, and their involuntary resettlement impacts are not determined yet. To address such impacts, Shangrao Sanqingshan Airport Construction Office (SSACO) prepared aResettlement Policy Framework for these related civil works.

1.2 Basic Information about Project Area

The Shangrao Sanqingshan Airport Project is located at the junction of Xinzhou District and ShangraoCounty in the south of Shangrao City, Jiangxi Province. The project is 8km away from the downtown area in a straight line.

ShangraoCity is a prefecture-level city in Jiangxi province. It is in the northeast of JiangxiProvince. It is adjacent to QuzhouCity of ZhejiangProvince in the east, close to Nanping District of Fujian Province in the south, near PoyangLake in JiujiangCity in the west and Huizhou District in AnhuiProvince in the north. ShangraoCity is the combination area of four provinces, i.e. Fujian, Zhejiang, Anhui and JiangxiProvinces. It possesses unique geographic location and is known as the “Thoroughfare of Eight Provinces” and “the First Portal of Jiangxi Province”.

ShangraoCityadministers 10 counties and 2 districts, including Shangrao, Guangfeng, Yushan, Wuyuan, Poyang, Yugan, Wannian, Yiyang, Hengfeng, Qianshan counties and Xinzhou, Dexing districts. The whole city covers a total area of 22,791km2, accounting for 13.65% of the total land area of JiangxiProvince. The registered population of this city has reached 7.4 million by the end of 2010, mainly in the Han nationality. The city government is located in Xinzhou District, 250km away from the provincial capital, NanchangCity.

The terrain of ShangraoCityis mainly hills, surrounded by mountains in the north, east and south, with XinjiangBasin in the middle. The city is generally in the hilly and low mountainous area, with relative altitude at 200m or so. ShangraoCity possesses abundant mineral resources. 79 kinds of minerals have now been discovered here, including 48 kinds of minerals with rich content. There are over 500 mineral deposits, among which 184 deposits have been listed in the Mineral Resource Content Table of the whole province, including 25 large-sized mineral deposits, 43 medium-sized mineral deposits and 116 small-sized mineral deposits.

ShangraoCity is in the northeast of JiangxiProvince. As the combination area of Fujian, Zhejiang, Anhui and JiangxiProvinces, the city possesses unique geographical advantage in participating in the economic and technical cooperation with the Yangtze River Delta and Fujian Southeast Economic Zone. With respect to road construction, ShangraoCity has built the highway framework composed of “three transversal roads, two longitudinal roads and three diagonal roads”, and formed the high-grade highway traffic circle surrounding PoyangLake and 2-hour Economic CircleofShangraoCity. ShangraoCity has five expressways, i.e. Jiujing, Hukun, Jingwuhuang, Jingwuchang and Jingying, which has connected the counties across the city. In terms of railway, ShangraoCityhas Zhejiang-Jiangxi Railway, Hengfeng-Nanping Railway, Anhui-Jiangxi Railway and Shangrao Contact Line, with total mileage of 238.62 km. In terms of waterway, ShangraoCity has 9 ports, 28 ferry terminals with annual passenger carrying capacity at 1.09 million people, 261 berths at freight terminal with annual cargo throughput at 3.32 million tons. The traffic network mainly composed of highways and supplemented by railway and waterway has taken shape in ShangraoCity.

ShangraoCity has abundant tourism resources. It has been awarded as ChinaExcellentTourismCity and ChinaTourismCounty, etc. It is a popular tourist city in the Eastern China and the country as a whole. The city has 2 national key scenic spots, accounting for 18.19% of the total number of key scenic spots in the whole province; 5 national 4A level scenic spots, accounting for 20% of the total number of 4A level scenic spots in the whole province; 2 national 3A level scenic spots, accounting for 28.57% of the total number of 3A level scenic spots in the whole province; 7 national forest parks, accounting for 18.042% of the total number of forest parks in the whole province; 2 national nature reserves, accounting for 28.57% of the total number of nature reserves in the whole province; 7 important heritage sites under state protection, accounting for 18.42% of the total number of heritage sites in the whole province; 6 national intangible cultural heritages, accounting for 35.29% of the total number of intangible cultural heritages in the whole province; 2 natinal historical and cultural villages, accounting for 33.33% of the total number in the whole province. Shangrao City also boasts the “Nominated Site for World Natural Heritage: Sanqing Mountain”, “World Geopark: Tortoise Peak”, “World Rice Birthplace: Wannian Fairy Cave and Bucket Historic Site”, “China’s Most Beautiful Village: Wuyuan”, “China’s Largest Freshwater Lake: Poyang Lake”, “East China’s Highest Mountain: Huanggang Mountain”, “One of the Four Academies in Ancient Southern China: E’Hu Academy”, and “Cave Paradise for China’s Taoism: Soul Mountain”. In 2009, ShangraoCityreceived 14.9653 million domestic tourists and 76,700 inbound tourists, earned tourism foreign exchange revenue of US 26.532 million dollars. The total tourism revenue is taking an increasing proportion in the GDP of the whole city. The great tourism industry featured by large market and rapid development has taken initial shape.

The airport road and terminal of Shangrao Sanqingshan Airport Project is located in Maojialin Street of Xinzhou District and Zaotou Town & Zunqiao Town of Shangrao County in ShangraoCity.

Xinzhou District covers a total area of 339 km2, including 23.24 km2 of urban construction area, 80,000mu cultivated land and 190,000mu mountainous area. The population here is 390,000 residents, including 210,000 urban residents and 180,000 rural residents. This district administers 6 streets, 1 town and 2 countrysides, including 72 neighborhood committees and 46 village committees.

In 2010, the GDP of Xinzhou District was RMB11.54 billion Yuan, increasing by 13.9%; total fiscal revenue was RMB 780million Yuan, rising by 50.1%; general budget revenue was RMB 590million Yuan; large-scale industrial added value was RMB 1.56billion Yuan; investment in fixed assets in urban area was RMB 17.26 billion Yuan; total retail sales of consumer goods was RMB 5.63 billion Yuan; foreign trade export was US 150million dollars; urban per capita disposable income was RMB 15,388 Yuan, and rural per capita net income was RMB 6,969 Yuan.

ShangraoCounty is located in the northeast of JiangxiProvince and at SoulMountain in the upper stream of XinjiangRiver. It is the communication hub of Jiangxi, Zhejiang, Fujian and Anhui provinces, historically known as the “Thoroughfare of Eight Provinces” and “the First Portal of Jiangxi Province”. It is adjacent to Xinzhou District, YushanCounty and GuangfengCounty in the east, close to PuchengCounty and WuyishanCity in FujianProvince in the south, near QianshanCounty and HengfengCounty in the west, and near DexingCity in the north. ShangraoCounty covers an area of 2,240 km2, and administers 2 subdistricts, 11 towns, 10 countrysides, 29 neighborhood committees and 195 administrative villages. The county has a population of 715,700 residents, including 69,500 nonagricultural residents. The population density is 320persons/km2.

In 2010, the GDP of the county was RMB 8.718billion Yuan, the proportion of three major industries was 10.6%, 70.1% and 19.3% respectively, total fiscal revenue was RMB 874million Yuan, and the rural per capita net income reached RMB 4,280 Yuan.

1.3 Social and Economic Benefits of the Project

The construction of Shangrao Sanqingshan Airport Project is of great significance to the social and economic development of Shangrao Ci especially for Xinzhou District and ShangraoCounty.

First and foremost, ShangraoAirport is urgently needed to be constructed to promote the sustainable social and economic development of eastern JiangxiProvince. As the eastern gate of JiangxiProvince, Shangrao is one of the four important cities in Jiangxi, the bridge head connecting Jiangxi with Yangtze River Delta and a regional hub city with strong radiation function. In recent years, with the deepening of reform and opening-up, Shangrao City has become the preferred destination for Shanghai, Zhejiang and Fujian investors, a place for industrial transfer and an important transit point for Yangtze River Delta and Fujian Delta. The convenient transportation has made Shangrao a golden place to develop business and trade. In 2009, the direct foreign investment in Shangrao reached as high as US 350million dollars. Located at the junction of Jiangxi, Zhejiang, Fujian and Anhui provinces, ShangraoCity is the main thoroughfare of these provinces. The area centered by Shangrao City within the radius of 100kmcovers 15 counties (cities or districts), including Shangrao, Yingtan Cityand Guixi City in Jiangxi Province and Zhejiang, Fujian provinces, with total population exceeding 6.5 million and GDP exceeding RMB 60billion Yuan. The liaison office for economic cooperation among Jiangxi, Zhejiang, Fujian and Anhui provinces has been set up in ShangraoCity thanks to the superior geographic position, leading economy and convenient transportation of this city. The construction of ShangraoAirport will promote the joint economic development of these four provinces, optimize the resource allocation in the region and improve the regional economy urban functions.

Secondly, the construction of ShangraoAirport will improve the local comprehensive transportation system. ShangraoCity is in the northeast of JiangxiProvince. It is adjacent to ZhejiangProvince in the east, near AnhuiProvince in the west, close to FujianProvince in the south, and known as the “Thoroughfare of Eight Provinces”. ShangraoCity has Anhui-Jiangxi Railway, Zhejiang-Jiangxi Railway, Hengfeng-Nanping Railway and Jiujingqu Railway, such expressways as Shanghai-Kunming, Jingwuchang (Huang) Expressway and Shangwu Expressway that is still in the early preparation stage, and two national highways No. 320 and No. 206. The interconnected transportation network has highlighted the geographical advantage of ShangraoCity.
