Paragraph 4.21 has been amended to reflect the consolidation of education benefits.
Telephone numbers have been updated.
"Chapter 32 coordinators" have been changed to "education coordinators".
Target has been changed to BDN (Benefits Delivery Network).
Wang mail box designations have been changed to Exchange mail box designations.
