The Government of India has received a credit from the International Development Association equivalent to US Dollar 197 million towards the cost of U.P. Sodic Land Reclamation III Project and it intends to apply a part of the proceeds of this credit to payments under the above Contract :-
1. The Superintendent Engineer, Drainage Circle Kanpur invites bids open for all from eligible bidders through e-Tendering process for Rehabilitation of drains as per Table no. 1

2. All bidders must fulfill the required qualifications as specified in bidding document.
3. Interested eligible bidders may see and download the bid document from the website http://etender.up.nic.in w.e.f. 14.09.2015 5:00 PM to 14.10.2015 5:00 pm.
4. Tender Document cost as mentioned above in column no. 5 of Table -1 will have to be paid in the form of D.D. in favour of Executive Engineer, Drainage Division, Fatehpur drawn on any schedule bank and scan copy of DD upload with e-Tender..
5. All bidders who wish to participate in the e-Procurement, must be having digital signature /registration from U.P. Electronics Corporation Limited, 10 Ashok Marg, Lucknow.
6. Bid documents must be accompanied with Earnest Money of the amount specified, for the work as per in the column no. 4 of Table -1. Earnest money will have to be paid in the form as specified in the bidding document in favour of Executive Engineer, Drainage Division, Fatehpur and shall be valid for 90 days beyond the validity of the bid.
7. Demand Draft for Bid document fee and Earnest money along with required supporting document hard copy will necessarily be deposited in the Office of Superintendent Engineer, Drainage Circle Phoolbag Kanpur on or before 15.10.2015 upto 5:00 PM and scanned copy of the same will be uploaded with e-Tender.
8. In case of any discrepancy between the downloaded bid document and that available in this office, the bid document available in the office of Superintendent Engineer, Drainage Circle Phoolbag Kanpur would be considered authentic.
9. Bids must be delivered by e-Tendering process only on the http://etender.up.nic.in web site by 15.10.2015 upto 5:00 PM. The Technical Bids will be opened on Date : 16.10.2015 at 12:30 PM in Office of The Superintendent Engineer, Drainage Circle Phoolbag Kanpur . The financial bids shall be opened after Technical Bids Evaluation. Date and time of which will be intimated in due course of time.
10. A pre-bid meeting will be held on 06.10.2015 at 15:00 hours in the office of Superintendent Engineer, Drainage Circle Phoolbag Kanpur to clarify the issues on any matter by the bidders.
11. Bidders may offer bids for anyone or more Packages.
12. Contract for each Package will be concluded separately and Award of Contract would be issued separately.
13. Any bidder who is having criminal record or black listed by the State Govt. is not allowed to participate in the bidding process.
14. In case, the rate of work given by contractor are below up to 10% of The Schedule of Rate, Additional Performance Security shall be deposited before agreement @ 0.5% per 1 percent below the Schedule of Rate. In case, the rate of work given by contractor are below more than 10% of The Schedule of Rate, Additional Performance Security shall be deposited before agreement @ 1% per 1 percent below the Schedule of Rate (as per G.O. 622@23&12&2012&2 vkfMV@08 Vh0lh0&2]Dt. 08-06-12)
15. Any of the package or complete bid can be cancelled/modified without assigning any reason thereof.
16. Any Changes in given quantities can be rectified at the time of Agreement.
17. Trade Tax, Income Tax, Royalty, Cess etc will be deducted as per rules from the each bill of contractor.
