CITY OF RIALTO NEW BUSINESS LICENSE

CLASSIFICATIONS & FEES

Certain business activities require a Certificate of Occupancy ora Home Occupation Application to be approved prior to issuing a business license. Please contact the Planning Department at (909) 820-2535 to obtain additional information. Please read the classification to determine if your business activity requires either form. If there is more than one business activity at the business location, a separate business license is required.

The business license application incurs three (3) fee types.

1.)Administration Fee:

New Business License or / $ 42.60
New Home-Based Business / $ 36.50

2.)State Fee:$ 1.00

Contractors
Contractors include any person who is licensed through the State of California who submits a bid to or does any development or improvement in the City of Rialto. Also a license is required for subcontractors and specialty contractors. No Home or Certificate of Occupancy Required.

Please Note: If a contractor has a contract with the City of Rialto City Council and a purchase order (PO) approved, business tax fees will be based on Professional Service tax rate. No Home or Certificate of Occupancy Required.

Multi-Unit Rentals
Multi-Unit Rentals includes every person conducting, managing or carrying on the business of operating an apartment house containing three or less residential units and a lessor of only one commercial rental unit. No Home or Certificate of Occupancy Required.

Manufacturers & Wholesalers
Manufactures and Wholesalers include any business conducting, managing, or carrying on a business consisting mainly of manufacturing, packing, carrying or selling at wholesale any goods, wares, merchandise or produce. Certificate of Occupancy Required.

Distribution Centers

Distribution Center includes good and or products that are stocked in a warehouse, which are redistributed to wholesalers, retailers or to consumers directly. Tax fee based on square footage or prior year’s gross receipts. Certificate of Occupancy Required.

Retail Food
Retail Food includes any business conducting, handling, or carrying on business consisting mainly of a food establishment that prepares or serves/or sells food of any type including grocery stores and restaurants. Certificate of Occupancy Required.

Home Occupation
Home Occupation includes home office in the City of Rialto. Must have boththe Home Occupation approved with Planning Department prior to issuing a business license.

Professional

Professional business includes conducting, managing or carrying on a profession or vocation licensed by the State, related to a licensed profession, consulting and/ or requiring a period of specialized training. Copies of State Certification required with submittal of business license application. Certificate of Occupancy Required.

Retail Non-Food
Retail Non-Food includes any person conducting, managing, or carrying on a business consisting mainly of manufacturing, packing, carrying or selling at wholesale any goods, wares, merchandise or produce. Home or Certificate of Occupancy Required. Please contact our office to confirm.

Services
Services includes any person conducting businesses where the principle business activity may include the furnishing of services, performance of labor, or skills for the benefit of others, providing no retail sales. Home or Certificate of Occupancy Required. Please contact our office to confirm.

Truck Deliveries

Includes any person, firm or corporation conducting business in the city, and making deliveries in the city in connection with any business conducted elsewhere in the state. This includes employing vehicles, automobiles, or motor vehicles in connection with such business or delivery. Home or Certificate of Occupancy Required. Please contact our office to confirm.

Canvassing

Includes traveling from house to house, place to place, upon or through any public street or other right-of-way in the city for the purpose of conducting a poll, survey, or petition drive, or sharing, communicating or otherwise conveying ideas, views or beliefs, or disseminating oral or written information to a person willing to directly receive such information, whether political, religious, commercial, non-commercial or charitable.   • Peddler

Includes traveling from house to house, place to place, or upon or through any public street or other right-of-way in the city carrying, conveying, or transporting goods or merchandise of any kind or description and offering and exposing the same for sale, making sales, and delivering articles to purchasers, for non-charitable purposes.   • Solicitor

Includes traveling from house to house, place to place, or upon or through any public street or other right-of-way in the city for the purpose of taking orders for the sale of goods, merchandise, or services of any kind or description for future delivery, for non-charitable purposes. Non-profit organization

All qualified nonprofit organizations are required to provide copy of the 501 c (3) furnished by the Internal Revenue Service. Please contact our office for further information.
