Overview
Introduction
This guide provides Registered Training Organisations (RTOs) in Vocational Education and Training (VET) with a resource to support the implementation of the following unit of competency from the CPC08 Construction, Plumbing and Services Integrated Framework Training Package:
CPCCBL3001A Lay paving.
This unit of competency specifies the outcomes required to set out and lay pavers on level and inclined surfaces. It requires locating, interpreting and applying relevant information, standards and specifications and complying with organisational policies and procedures including quality requirements. It also requires complying with applicable OHS legislation, regulations and codes of practice relevant to workplace operations including the safe and effective use of tools, plant and equipment.
The unit is an elective requirement of the key construction trade qualification for bricklaying and blocklaying at the Certificate III level. This guide provides trainers and assessors in the construction sector with general guidance and a suggested training and assessment process for implementing the unit of competency in accordance with the requirements of the Australian Quality Training Framework (AQTF). The diagram below summarises the content of this guide and the general purpose of each section.

Using this guide
This guide is specifically designed to support RTOs with the relevant scope of registration for delivery and assessment of the unit of competency CPCCBL3001A Lay paving. Under the AQTF (refer Users’ Guide to the Essential Conditions and Standards for Continuing Registration 2010):
The guide is divided into the following major sections to provide some basic tools and guidance for implementation of the unit:
Part A: Delivery processes: This section focuses on a suggested training and assessment strategy. This includes a training and assessment plan which has been divided into two major competency areas for training in a face-to-face and/or on-the-job environment. A suggested work project is also provided to allow learning and assessment to be demonstrated on-the-job.
Part B: Assessment instrument: This section provides a process for formal assessment against the unit of competency. This includes templates and information to allow a range of assessment methods to be used (eg observation, questioning, work project etc), and to gather an appropriate portfolio of evidence of competency.
The final part of the guide provides a listing of key resources relevant to implementation of the unit, and contact details for CPSISC and DEEWR.
This resource is intended to provide guidance only. It is of course up to you to design and customise a delivery and assessment process which meets the required technical standards and the individual needs of the learner and their work requirements.
