Minutes of meeting for Del Oro Grove Estates (DOGE) HOA on 1/18/2017
Meeting hosted by the Rowe’s on 3325 San Bernadino St.
Attendees: Marion Rowe, Christine Knighton (Treasurer substituting for Kris Lier),Don Casey, Lucille Casey, Kristin Langley, and KarynReames.

Meeting Minutes Review
John Breen motioned to accept the last meeting minutes, with minor name corrections. Kristin Langley seconded the motionand unanimous acceptance granted. Meeting Minutes are approved.
Treasure Report:
Christine Knighton (prior treasurer) distributed the financial report and reviewed the budget line items.
Line item ‘Annual Billing’ (printing expense for survey and dues bill $179.95) is a new listing.
Lucile motioned to accept financial report. Kristin Langleyseconded the motion with unanimous approval of financial report. The financial report is approved.
Membership Status Report:
105 homes paid dues (out of 320 homes). Marion has received many surveys.
Christine will add a new folder in Google Docs for deposit info
Committee Reports:
- Deed Restrictions – Kristin Langley
Kristin compared and logged variances between DOGE deed restrictions and City Code and provided a handout listing them. In many cases, the City Codes are similar or stronger than DOGE restrictions.
Asbestos Siding and Flat Roof (1 home in neighborhood) are more of a insurance issue than a deed restriction issue. Legal action is not applicable to these houses as they have been accepted into the neighborhood.
DOGE islisted as a low/medium density residential district.
Surveys received indicated that the residents want the deed restrictions to stay.
Request to put the comparison on the DOGE website to review. Next steps: Education process: Kristin will invite dissenters to her house to review the deed restrictions and any issues.
Deed restrictions give an option of legal action.
City Code only allows reporting of the issue.
HOA does not have legal insurance and may be a concern. Next step – Kristin will get a quote for Directors and Officers Insurance.
- Crime reports- KarynReames
Reviewed the December reported crimes – 1 shooting on 3200 block of San Bernadino
Kristin reported information from 1AM gunfire has been coming from Clearwater Christian College – police and fire department are using the old buildings as a training facility.
Also Marion researched reports ofgun fire heard may due to Duck Hunting which is allowed between sunrise and sunset but, not in the dark.

Asked for recommendations for award.
- Volunteers
13 people reported in the survey that they interested in volunteering
- Welcome Committee – Christine Knighton
Christine is catching up with Nov – current new residents.
John Breen brought up creating a magnet with DOGE website info. Christine will look at pricing.
- Survey – Marion Rowe
Marion reviewed results from annual survey. She has logged the survey comments/remarks.
- Budget – All
Directory 2019 not in budget but will be in 2020. Kristin suggested a website that includes the directory as a relational database listing names (including children, pets), address, and phone number. Information will be password protected for current residents.
Kristin suggested adding $200 for D&O (Director and Officer) insurance.
An audit is needed due to changing Treasurers. Next step to get quotes.
Call-Em-All budget will be adjusted (from 500 numbers to 200 or 300)
Monument & Sign Maintenance – moving from $100 to $200
Block Party expenses adjusted from $200 to $100
Dropping Helping Hands from $50 to $0.
Garage Sale – 2017 turn out was low. St Pete Times advertising was dropped for 2017 and will be added for 2018.
Grant is set for Annual Picnic. Budget dropped from $700 to 500.
Increase Annual Billing from $200 to $250
Lucile motioned to accept budge. Marion seconded the motion. All agreed.
