All projects submitted under Orange County’s Continuum of Care 2016 Homeless Assistance Application must be certified as being consistent with the Consolidated Plan of the jurisdiction where the proposed project is to be located. A Certification of Consistency must be submitted with the Letter of Intent (LOI)/Part II: Project Submittal by the established deadline.

Please complete a Certificate of Consistency with the Consolidated Plan (form HUD-2991) for each project. If your project involves scattered sites, please identify the jurisdiction with the majority of the beds. If your project is unknown at the time of submittal, please use your agency’s main office address.
