PUBLIC FORUM

Cllr Muir welcomed our new District Councillor, Teresa Critchley to the meeting and effected introductions with Parish Councillors.

PLANNING MEETING.

Declarations of Interest – Planning Meeting.

None declared.
The Sturton Ward neighbourhood Plan.
The Clerk reported that the Plan has now been completed following the few amendments resulting from the consultation process. All documents associated with the plan have now been forwarded to BDC for final formatting. A copy is available to view on the Sturton Ward Planning Forum’s website. Council noted that the Neighbourhood Plan has now been formally approved by the 3 Parish Councils sponsoring the plan and that this approval will now be forwarded to Bassetlaw DC in the prescribed manner.

Speedwatch Report.

The Clerk reported he would be meeting with Andrew Charlton, Road Casualty Reduction Manager, Nottinghamshire Police, in order to run through the Operational Procedures for the new Community Road Safety scheme. It was agreed to report back to Council with news on training etc. following the meeting. Action Clerk.

Following discussion it was agreed that Community Speedwatch should be re-started and that number plates of speeding vehicle drivers should be forwarded to the clerk to send on to his contact at EDF Energy for checking against their lists. Speeding vehicle owners who are employees at EDF Energy receive sanction by the employer. Action Cllr Jones.

07.15.05. District and County Councillor Reports.

DCllr Critchley expressed her pleasure on being invited to attend the meeting and looked forward to working with Council on the various issues of importance to residents of the village.

07.15.06 Minutes of Meeting held on 10th June 2015

The minutes of the meeting were approved and signed off as a true record of the proceedings by the Chair.

07.15.07 Matters arising from the minutes not on the agenda.

There were no matters arising from the minutes that were not on the agenda

07.15.08. Wind Farm Update.

Maumhill and Saundby Wind Farms

No further news to report on either project.

07.15.09. The Lengthsman Scheme

Cllr Darlow suggested that a page be included on the website for local residents to report problems. These reports would then be co-ordinated so that the appropriate authority, which may include our own Lengthsman, could be instructed to deal with the issue at hand. Council agreed that this facility needs to be advertised and it was further agreed to produce a flyer to be distributed to all residents explaining the new service. Action Cllr Darlow for Flyer design.

Council noted the work carried out by the Lengthsman during the month and signed off the timesheet approving payment.

07.15.10. Correspondence

There were two items of correspondence for circulation to councillors:

·  Clerks and Councils Direct magazine.

·  Letter and enclosures from the Local Government Boundary Commission on the electoral review of Nottinghamshire – Consultation.

07.15.11. Parish Paths/Rights of Way

Broken Stile

The Clerk reported that broken stile on the NNW to SSE footpath that crosses Meadow Dyke Lane has been reported to the County Council.

Footpath along the Catchwater Drain

The Clerk reported that Laura Summers has this in hand and needs to contact Network Rail in the first instance. Action Clerk to follow up

07.15.12. Highways/Pavements/Public Safety Issues

07.15.12.1 Street Lights & Pot Holes.

Council noted that there were no specific new pot holes to report although it was noted that the state of the road surface on Town Street was particularly bad. Action Cllr Wareham.

07.15.12.2. Speed limits in Cottam Road and Meeting House Lane including Road Surface

Cllr Wareham reported that the large potholes (craters!) on Meeting House Lane have now been filled in. He also confirmed that following his meeting with Nottinghamshire CC, there is simply no money available to extend the 30mph zone on these roads. Action Cllr Wareham.

07.15.12.3. HGV Routes to EDF Energy sites

The Clerk reported that he would be attending a meeting with representatives of Notts CC Highways and EDF Energy to assess the proposed plan put forward by the consulting engineers. The urgency of replacing the sign to try to get all power station vehicles off Cottam Road would also be discussed at the meeting. Action Clerk.

07.15.12.4. Dyke on Cottam Road

Council noted that work to repair the bank of the dyke has been completed.

07.15.12.5. Overhanging Hedge

The issue of the hedge overhanging the footpath (06.15.12.6) was not discussed at this time. Action Cllr Loates

07.15.12.6. Additional Post Box

The issue of the hedge overhanging the footpath (06.15.12.7) was not discussed at this time. Action Cllr Muir.

07.15.12.7. Refurbishment of Seats in front of the Mem. Inst. And in the Churchyard.

Council noted the excellent job done by Peter Cawthorne to refurbish the two seats, and thanked him for his efforts on behalf of the residents.

07.15.12.8. Dyke on Green Lane

Council noted that the Dyke on the Green Lane (off High Street) is full of rubbish and following heavy rain could potentially cause a flooding problem. As the job would require the use of heavy equipment, it was agreed to request a local contractor to quote for the work of clearing the dyke. Action Cllr Cawthorne.

07.15.12.9. Hogweed on Town Street.

Council noted that Hogweed has been reported to be growing and overhanging the footpath on the South side of Town Street adjacent to the electricity sub-station (opposite the old shop). It was agreed to report this urgently in view of the potential danger to passers-by. Action DCllr Critchley.

07.15.13. Finance

07.15.13.1. Monthly Bank Reconciliation.

The Clerk presented the bank reconciliation to the 25th June 2015 which was agreed by Council.

07.15.14. Reports from Other Committees

Although he was not able to attend, the Clerk reported briefly on the Rural Isolation Conference held in Carlton-in-Lindrick on the 24th June. The ‘isolation’ discussed at the conference could well apply to some residents in South Leverton is worth considering this by keeping in touch with neighbours and other residents nearby.

07.15.15. Village Website

Council agreed that in order to spread the word about the benefits of using the website, a written flyer or leaflet needs to be circulated to residents. See also 07.15.09. above.

07.15.16. Cambian Beeches / Redbank

Council noted that the open day at Cambian Beeches was poorly attended. There are still some problems at the home and the regular meetings with the management will be continuing.

The continuing problems with Redbank were discussed during the Planning meeting following the granting of their recent application for an extension to the property.

07.15.19. Date of Next Meeting.

The next meeting will be held on Wednesday 2nd September 2015 in the Memorial Institute starting at 7.30pm.

Future meetings for 2015 have been agreed as follows: - 14/10; & 11/11.
