MINUTES OF A SPECIAL MEETING OF THE BOARD OF
COMMISSIONERS OF THE TOWNSHIP OF HADDON, IN THE
COUNTY OF CAMDEN, NEW JERSEY, HELD AUGUST 19, 2013
IN THE MUNICIPAL BUILDING AT 5 PM.
A special meeting of the Board of Commissioners of the Township of Haddon was convened in the Municipal Building, 135 Haddon Avenue, Westmont, NJ on Monday, August 19, 2013, at 5:00 PM.
Mayor Teague requested all stand for the flag salute.
Mayor Teague announced that Chapter 231, Public Law 1975 requires adequate notice of this meeting be provided specifying time, place and agenda. This was done by placing Public Notice in the Courier-Post and Retrospect Newspapers and by posting on two bulletin boards in the Municipal Building.

OTHER BUSINESS:
· Proposed Settlement in the Matter of Fair Share Housing Center, Inc. v. The Township of Haddon, Planning/Zoning Board of the Township of Haddon and Rose Hill Estates, LLC
Commissioner Foley moved, seconded by Commissioner Dougherty to open the meeting to the public, with all members voting in the affirmative.
There being no comments from the public, Commissioner Foley moved, seconded by Commissioner Dougherty to close the meeting to the public, with all members voting in the affirmative.
The following resolution was approved with a motion by Commissioner Foley, seconded by Mayor Teague, all members voting in the affirmative.
#2013-137 – Approving Litigation Settlement Agreement

Commissioner Dougherty asked if there was another agreement in place with the developer. Mr. Platt responded that as part of the overall settlement there will be an amendment to the PILOT and Redevelopment Agreement for that site. He further replied that Township has until Sept 30th to approve those two amendments. If the court approves the settlement agreement then the amendments can be formally approved. Commissioner Dougherty asked if the number will be reduced from the last PILOT. Mayor Teague responded that the Township expected the number to be reduced based upon the 8 affordable housing units and it is expected to be in the area of $125,000 to $135,000. Commissioner Dougherty asked about the 4 units that are the responsibility of the Township and if the Township could end up being the developer for those units. Mr. Platt responded that there is an element of our COAH plan that will have a market to affordable, existing units COAH income qualified; there is no deed restriction so they are not COAH credible, and this will be incorporated into what we already envision. Mr. Platt further reported other ways could be new construction, market to affordable, developer, or market to affordable buy down. Fieldstone would be separate and apart from this obligation.
There being no further business to discuss, Commissioner Foley moved, seconded by Commissioner Dougherty that the meeting be adjourned at 5:06 PM with all members voting in the affirmative.
