Section 1

This section evaluates how each option identified by NWCH (i.e. of placement identified) will / will not meet the identified needs and outcomes of the Child / Young person (i.e. Social Care, Education, Health). *Health professional of the Multi-Disciplinary Team (MDT) should assess whether placement will meet the child’s health needs

Section 2

This section should reflect the outcome of the options appraisal and recommend a preferred option.

Panel decision need to be confirmed and signed off prior to the formal placement commencing.

  2. The ‘Cost’ section indicates cost at commencement of placement and any planned reduction following the initial assessment period if relevant.

INFORMATION TO PRACTITIONERS WORKING WITH PARENTS

OF CHILDREN BEING CONSIDERED FOR CARE HOME/RESIDENTIAL SCHOOL PLACEMENT

Guidance Protocol

The Guidance document sets out the process for involving parents when consideration is being made to place a child in an out of county placements

It is recognised that this is a time of emotion and concern for the parent, at the same time practitioners involved in this decision making process need to maintain high level of objectivity when faced with these conditions.

On reaching the decision to seek an out of county placement it is imperative that the following are adhered to:-

Needs led/Outcome focussed

That any potential placement will ultimately provide an environment which will apply interventions which will address need and be measures again an agreed outcome.

Joint Agency Option Appraisal

Where there is a need to consider a number of choices, then the Option Appraisal will provider consistency of practice and the key document for any future decision and recommendations outcome.

Involvement of Parents

It is imperative that the parents are obviously involved in the future planning of their children’s needs. However, this should not be a disproportionate basis, the balance between parental aspiration and professional decision making needs to be applied. This ultimately needs to be reflected in the Options Appraisal and should reflect parental placements and during the appraisal process professionals should not express preference, retaining neutrality until the final production of the Options Appraisals.

Parents should be informed of the outcome of the Options Appraisal as agreed by relevant Panels

Parental Complaints

Obviously where the parents are dissatisfied with the outcome, then the right of complaint and information on how to complain will be more available.

Out of CountyPlacement Panel

The Out of county Management Board will advise the parents on the outcome.
