129.Apologies for Absence

130.Minutes of the Last Meeting
RESOLVED:that the minutes of the meeting heldon6February 2018 be approved as a correct record and signed by the Mayor.
131.Declarations of Interest
Councillor D Howarth declared a non personal and prejudicial interest in the ‘Town Manager’s Report’ (minute no: 133) as an elected member of Lancashire County Council; but was able, under the Members’ Code of Conduct, to remain in the meeting and take part in the discussion and voting.
132.Communications by the Town Mayor
The Mayorreported little activity during February.
The Penwortham Youth Music Festival had unfortunately been cancelled due to a lack of participants. The mayor suggested that this may be due to a result of cuts backs to music tuition in schools.
The mayor encouraged all present to attend the launch evening of the Penwortham in Bloom 2018 competition on Thursday 8 March at 6pm at Penwortham Community Centre.
133.Town Manager’s Report
i)CEMETERY & WAR MEMORIAL
Hill Road Cemetery is still very wet even though there has been minimal rainfall over the last two weeks. Consideration will now have to be given to adding some drainage to the site.
Hill Road Cemetery ground conditions contain a small layer of topsoil on top of compacted clay which means water holds on the site and needs some form of drainage to keep the water moving. A report will be given to the Cemetery Committee and Strategy & Finance Committee once all the information has been collated.
ii)COMMUNITY CENTRES
A new men’s club will start at Penwortham Community Centre on Tuesday 13th March 2018. The activities available will include dominos, darts, cards and snooker. The club will run each Tuesday from 10.00am until 2.00pm and will include light refreshments. The cost to attend the session will be £2.00 per week. It is hoped that the club will become self-sufficient n time with the attendees at the sessions taking the responsibility for organising and running the club.
The new lease for the Penwortham Young People’s Centre on Priory Lane is now with the Town Council’s solicitor. Once the final amendments have been agreed the new lease will be ready for signing and the Town Council can take occupation of the centre and begin to run the site properly.
The new lease for the Library Building on Liverpool Road will be addressed once the transfer of the Young People’s Centre has been completed.
iii)PENWORTHAM TOWN LENGTHSMAN
Penwortham Town Council employs a Town Lengthsman whose role it is to improve the visual impact of the town. This may be simply by litter picking an area or helping an established group within the town to complete an environmental project.
Any elected members or members of the public should contact Penwortham Town Council officers in the first instance should they feel works needed could be carried out by the town’s Lengthsman.
The Town Lengthsman can help residents improve their own areas and with the support of the Town Council could also look for funding sources to carry out these works.
The role of the Lengthsman is to carry out works over and above the statutory obligations of the borough and county councils.
If any elected members or member of the public are aware of any areas within the town that need tidying or improving could you please let officers of the Town Council know and they will investigate what is possible at that particular site.

v)Further Updates;
Tesco – Government Buildings Cop Lane
With the site on Cop Lane cleared, Tesco will start the construction process in April or May 2018, with an anticipated opening before Christmas of 2018. Contractors working on the build are GBMUK and their point of contact is Andy Harris for any queries along the way: 07585 901878. The hours of working during demolition will be 8am until 6pm. They will be using the existing entrance off Cop Lane and will be avoiding school pick up and drop off times.For any queries about the building of the store: .

The Town Manager informed the council of an invitation to attend the bicentenary
celebrations of the birth of John Ainsworth Horrocks on 24 March, 2018 in Penwortham,
Australia.
Councillor Howarth suggested organising a Skype call between the two councils and
a writing a letter to formally acknowledge their kind invitation.
134.Questions to the Police
The Council meeting constituted the Police and Communities Together (PACT) meeting.
The following issues were raised and would be dealt with by the police:
i)Parking causing an obstruction on Kew Gardensand Rawstorne Road
Councillor Howarth expressed his dismay at the increasing number of vehicles causing an obstruction on Kew Gardens and Rawstorne Road. Responding to Councillor Howarth’s concerns, PC Grant confirmed that the police could issue letters to the owners of the vehicles.
Councillor Martin suggested asking the police to visit addresses with members of the public to raise awareness of parking and obstruction offences. Councillor Martin also referred to speeding vehicles along Kingsfold Drive and asked whether the police could operate a community speed watch initiative in the area.
ii)Speeding concerns
Councillor Pimblett raised serious concerns after witnessing a number of heavy goods vehicles travelling at high speeds and dangerously close to other vehicles. PC Grant would raise this concern with the local traffic sergeant.
A local resident also referred to speeding vehicles in the area and suggested working with school children to highlight this issue.
135.Issues Raised by Members of the Public (Non-Police Issues)
The Town Council responded to questions regarding:
i)First World War Centenary
Local volunteer, Mr Drakeford asked the council if any events had been planned to mark 100 years since the end of the conflictand suggested that an event be organised. The matter would be discussed at the next meeting of the Events Committee of the Town Council.
ii)Priory Lane Bollards
A resident of Priory Close expressed her sincere thanks to Councillor Howarth and the Town Manager, on behalf of the residents, for their assistance to secure bollards along Priory Lane.
iii)Pot holes
A member of the public expressed her frustration at the number of worsening pot holes along Cop Lane and suggested that the highways authority had failed to fill them effectively. Councillor Howarth added that Lancashire County Council were spending on average 3million pounds a year in compensation claims due to damage to vehicles caused by pot holes and offered to take photos of these potholes in order to report them.
136.Development Control- Plans List
The Council noted the recent planning applications.
Councillor Shaw referred to Planning App: 07/2018/0971/HOH Erection of garden room following existing extension, replacement porch, part single storey/part two storey side extension and new garage to front.
Councillor Shaw suggested that the style of the proposed porch and its materials were out of character with the existing building along with the proposed UPVC windows which would not be sympathetic to the lodge house building.
Councillor Hancock expressed concerns that the proposals would not be sympathetic to the character of the original building and fully supported Councillor Shaw’s objections.
Councillor Howarth indicated that South Ribble Borough Council had spent in the region of £17,000 on restoring the entrance to Hurst Grange Park by recreating the metal railing and stone pillars and suggested that the proposed alterations would not be sympathetic and would detract from the original property.
Councillor Howarth also added that although Hurst Grange Lodge was not a listed building with Historic England, it was listed within the Penwortham Neighbourhood Development Plan.
Councillor Martin commented that the application was to be considered as a delegated decision by the planning authority and suggested that Councillor Hancock, in his borough council capacity,request that it be upgraded to a committee decision.
Following a short discussion, the council agreed to make the following representation to the planning authority:-
i)The existing window framesshould be repairedwith timber and not be replaced with PVC. It would be preferable to retain the existing sash windows.
ii)The use of light coloured render on the extended and altered south east and south west elevations were out of character which would impact the visual amenity of Hurst Grange Park.
iii)The style of the proposed porch and its materials were out of character with the original building.
RESOLVED: i)that the planning conditions as discussed at the meeting be applied to Planning Application No: 07/2018/0971/HOH subject to permission being granted by the Planning Authority.
