Purpose

This qualification recognises the skills and knowledge of skilled miners or operators who work in a lime mill, a surface extraction site, or an underground extraction site. The qualification comprises compulsory standards primarily related to health and safety including hazard recognition, environmental requirements, safety checks, and emergency procedures; and elective sections that recognise skills required to work in the extractive industry; and strands for lime mill, surface and underground contexts.

The holder of the qualification is able to demonstrate skills in the processes of underground or surface extraction, operation and maintenance of, and diagnosing faults in, a range of extraction or lifting equipment.

The qualification has a significant health and safety component in recognition of the hazards associated with the extractive environment and the holders role.

The elective sections recognise the operational skills required to work as a skilled miner or operator and provide opportunities for employers and employees to select standards from other areas of the National Qualifications framework that meet the specific requirements of the enterprise.

Holders of the Lime Milling strand will have demonstrated the knowledge and skills required to operate a lime mill in addition to those required for surface extraction.

The Surface Extraction strand recognises the knowledge and skills required to work on a surface extraction site. The strand elective relates to the use of machinery used for extractive purposes whilst also making available options for obtaining related or specialist skills in extraction and processing, across the range of tasks performed at a surface extraction site.

The Underground Extraction strand primarily ensures that holders of this certificate are able to maintain the integrity of the mine.

The qualification gives the choice and flexibility to gain the core skills whilst offering options in keeping with individual and company preferences.

This qualification is part of a pathway that begins with the National Certificate in Extractive Industries (Core Skills) with strands in Surface Extraction, and Underground Extraction [Ref:0247]. It builds on that qualification and offers more specific extractive industry and allied skills. These two qualifications may be assessed concurrently, where applicable. They lead to the National Certificate in Extractive Industries (Supervision) (Level 4) with strands in Surface Extraction, and Underground Extraction [Ref:0249], then the National Diploma in Extractive Industries (Management) with strands in Surface Extraction, and Underground Extraction [Ref:0806].

Replacement Information

This qualification has been replaced by the National Certificate in Extractive Industries (Operations) (Level 3) with strands in Coal Plant, Drilling Surface, Drilling Underground, Maintenance Operations, Metalliferous Processing, Mobile Plant Surface, Processing Plant, Surface Extraction, Underground Extraction, and Water Treatment [Ref: 1521] and the National Certificate in Extractive Industries (Lime Milling) (Level 4) [Ref: 1525].

Special Notes

Prior learning may be recognised at both standard and qualification level either by an accredited provider or the NZ Motor Industry Training Organisation (Incorporated).

Surface Extractionincludes quarries, open cast coal and gold mines, lime mills, alluvial gold extraction, iron sands, and industrial minerals.

Underground Extractionincludes metalliferous and coal underground mines and tunnels.

Credit gained for a standard may be used only once to meet the requirements of this qualification.

Version 8 was republished to include reverse transition arrangements for expiring standard 20732 in versions 6 and 7.

Versions 6 and 7 of this qualification contain a standard that has been replaced by another standard, and which will expire in December 2011. For the purposes of this qualification, people who have gained credit for the replacement standard are exempt from the requirement to gain credit for the expiring standard – see table below.

Previous versions of the qualification

Versions 6 and 7 were amended in Month 2011 to include reverse transition arrangements from the replacement standard 25876 to the expiring standard 20732.

Version 7 was issued to eliminate a barrier to completion of the qualification.

Changes to structure and content included: standard 17983 has been removed from the Core Compulsory section; credits totals have been adjusted to reflect the removal of the standard.

Version 6 was issued following review of the Surface Extraction, Underground Extraction, and Extractive Industries Management standards and in order to make changes to content.

Changes to structure and content included: the structure of the qualification was modified to include an additional strand, Lime Milling; titles, levels, and credits of reviewed standards were updated; the Core Compulsory section was expanded to emphasise health and safety; standards were added to the Core Compulsory section to the Core Elective sections; standards were removed from Core Elective sections from the Underground Extraction strand; standards were moved from Core Elective 2 to the Core Compulsory; a standard was moved from the Core Compulsory to Elective 1; changes were made to minimum credits for the qualification from 158-161 credits to 133-142 credits.

The content of the National Certificate in Extractive Industries (Mineral Processing – Lime Mill Processing) [Ref: 0474] was incorporated in the Lime Milling strand. People currently working towards the National Certificate in Extractive Industries (Mineral Processing – Lime Mill Processing) [Ref: 0474] may either complete the requirements for that qualification or transfer their results to this qualification. The last date for assessment to take place for the National Certificate in Extractive Industries (Mineral Processing – Lime Mill Processing) [Ref: 0474] is 31 December 2009.

Version 5was issued to accommodate industry requirements for greater flexibility in the elective sections.

Version 4 was issued to take into account additional standards available for inclusion in the Core Elective sections.

Version 3 was issued to take into account the review of Crane Operation, Core Health, and the Fire and Rescue Services standards, and the reviews of the Underground Extraction domain, and a new compulsory standard for the Surface Extraction strand.

Version 2 was issued to expand the range of elective options.
