Position Title : Senior Program Officer – Terai Arc Landscape (TAL)

Reports to : Deputy Director – Field Programs

I Major Responsibility: The Senior Program Officer will be responsible for planning, implementation, monitoring and reporting of assign projects of TAL with annual work plan. S/He will be responsible for overall management of all the MFA funded project in TAL. S/He will also be responsible for updating field implementation issues and generate concepts based on field realities and needs.

II. Major Duties and Responsibilities:

1.  Program Planning

·  Take lead in and facilitate overall planning process ranging from project annual work plan to periodic plans for the program

·  Provide process and develop tools for field level planning

·  Prepare budget for central level cross-cuttings and coordinate field level program/budget planning and periodic budget revision.

·  Responsible for overseeing preparation of grant budgets as well as timely financial reporting and disbursement of project funds.

2.  Project Implementation

·  Takes overall responsibility of annual work plan of various projects under TAL program in general and MFA funded project in particular.

·  Provide technical support to projects for smooth implementation

·  Support implementation of Climate Change, Fresh Water Program, PHE, livelihoods and any other related activities in the field in coordination with respective units and project offices

·  Support implementation of conservation education program

·  Manage program budget, analyze funding/spending status and assist in development of fund raising targets

·  Prepare Terms of References for the service providers and manage consultancies for central level activities

3.  Program Monitoring

·  Conduct periodic monitoring of annual work plan progress, process and lessons learnt; analyze information acquired from monitoring and ensure monitoring recommendations are implemented

·  Internally evaluate projects as per directives of the supervisor

·  Proactively follow up with M&E Unit for periodic monitoring

4.  Reporting

·  Prepare and submit technical reports as per donors and network requirements and ensure financial progress reports are matched with technical project reports.

·  Provide technical reports to partners/potential donors if required

5.  Fundraising

·  Develops concept papers and project proposals based on field realities with directives from supervisor and in coordination with program development team for fund raising

·  Accompany donors and partners to the project areas

6.  Communication and Learning

·  Develops and presents reports, papers and Power Point presentation on conservation issues of TAL program.

·  In coordination with Communication and Outreach unit, effectively communicate programmatic progress, successes, challenges, issues, lessons learnt in TAL projects and program to the donors

·  Coordinate with Communication and Outreach unit to produce communication materials and the use of communication tools for disseminating information to targeted audiences

·  Take lead in ensuring lessons learned are systematically documented, widely shared, and reflected in periodic reports and in the planning cycle.

7.  Coordination

·  Coordinates with other units within WWF Nepal including Hariyo Ban Program, government line agencies for effective management and implementation of TAL projects.

·  Coordinates with like-minded organizations, I/NGOs including CBOs (SENSE, BCF), academic institutions and media for effective management and implementation of projects.

·  Updates supervisor on new priorities of government, conservation partners, donor requirements and field project implementation issues.

8.  Other Duties

S/He will coordinate with GoN and CBOs administrative matters related to the Field Program at the center. Performs other duties as assigned by supervisor and plays an active role in successful operation of projects.

III. Supervisory Responsibility: Supervises project staff, consultants, interns and volunteers

IV. Working Relationships:

Internal: Interacts frequently with field staff, Operation, Policy and Outreach department staff, and Hariyo Ban Program to coordinate project work in the country.

External: Interacts with conservation officials in the country, WWF-International, WWF's network, WWF Finland, SASK and other conservation organizations and government agencies, universities, etc.

V. Minimum Work Requirements:

a)  Knowledge: A Master's Degree in Natural Resources Management, Environmental Science, or related field.

b)  Experience: At least 5 years of experience in conservation or natural resources management with specific involvement in the Terai Arc Landscape is required. It is essential that the individual is technically proficient and qualified in the field of conservation and natural resources management.

c)  Skills and Abilities: The position requires fluency in English and Nepali. Administrative and management experience is essential along with a desire to work with field staff and local communities.
