Observation Process Guidance

Education Law 3012-d requires that each classroom teacher’s annual evaluation be comprised of an observation component and a student performance (growth) component. 50% of the evaluation is based upon classroom observation in conjunction with the seven NYS teaching standards.

The 2012 NYSUT rubric will be used to evaluate teacher performance on the NYS Teaching Standards. The focuswill be on the indicators listed under each teaching standard below.

Classroom Observations

Each year, tenured teachers will have a minimum of one scheduled observation of a full period lesson (or equivalent)and one unscheduled observation of a minimum of 10 minutes. Probationary teachers will have a minimum of two scheduled observations and one unscheduled observation.

NYS Education Law 3012-d further requires that at least one observation be conducted by an independent and impartial evaluator. In order to meet that requirement the District will have department directors who have been trained and certified as evaluators conduct the unscheduled observation.

The weighting assigned to each observation will be 90% from the scheduled observation and 10% from the unscheduled observation.

Scheduled Observation

1)The scheduled observation will occur between September 15 and May 15 and will include a pre and post observation conference. One week notice of the scheduled observation must be given to the teacher.

2)Apre-observation conference will take place no more than three days prior to the observation. The teacher will prepare a lesson plan using the Pre-Conference LessonPlan Template and submit it to OASYSat least 24 hours prior to the pre-observation conference. The teacher will also input evidence into OASYS for Standards 1 and 2 at least 24 hours prior to the pre-conference.

3)The evaluator will document evidence collected during the observation in the Administrator: Standards 3,4 Observation/Evidence Collection section of OASYS and review it with the teacher in a post-observation conference within ten (10) school days of the observation.

4)Post Observation Conference -The post observation conference and evaluator’s written feedback to the teacher must occur within 10 (ten) school days of the observation.The teacher will submit evidence for Standard 5 in OASYS at least 24 hours prior to the post-conference. The teacher should bring any physical evidence of teaching effectiveness to the post-conference.

Unscheduled Observation

Evidence collected by the evaluator will be submitted to the Administrator: Standards 3 and 4 Observation/Evidence section of OASYS within ten (10) school days. A follow up conference for this or any additional unscheduled observations may occur at the request of the evaluator or teacher. The unscheduled observation shall occur between September 15 and May 15.

Evidence of Teaching Standards 6 and 7

Teachers must provide documentation of standards 6 and 7 in the Teacher: Analysis/Evidence Collection section of OASYS no later than April 15th.

Ongoing Evidence Collection

Because classroom observation is part of, and not the complete evaluation, evidence collection

occurs throughout the school year. Teachers may input evidence to OASYS at any time of the school year up to April 15th. It is the responsibility of the teacher to provide evidence through conferencing with the evaluator and/or submission of artifacts to the evaluator during the year.

If at any time during the year an evaluator becomes aware of a matter or information sufficient to cause any element of a teaching standard to potentially be rated as developing or ineffective, the evaluator shallnotify the teacher in writing within 10 (ten) school days of becoming aware of the matter or information.

Score for Observation Component of APPR

No earlier than May 1st or later than June 15th the evaluator may meet with the teacher to review the final rating for the observation component of the teacher’s evaluation.

Information about the 50% of the annual evaluation based on student performance

  • During the NYS transition period of 2015/16 through the 2018/19 school year during which state provided student growth scores from 4-8 ELA and mathematics assessments and state provided growth scores on Regents examinations will not be used in the calculation to determine a classroom teacher’s evaluation (HEDI) rating for the purposes of employment decisions.
  • As a result of the Board of Regents action, all classroom teachers whose course does not end with a Regents or other NYS Exam (NYS Grade 8 Science Assessment, NYS Grade 3 ELA and math, NYSAA, NYSESLAT), will receive a student growth score using an SLO based upon the results of Common Core English Regents, Common Core Geometry Regents, Living Environment Regents, and US History Regents.
  • Teachers of secondary courses that end in a Regents examination will receive a student growth score using an SLO based on their own students’ growth as they did last year.
  • The Department of Education will continue to compute growth scores for advisory purposes only. The District will be required to inform teachers of evaluation (HEDI) ratings using both the transition scores and the state provided growth score. Again, the state provided growth score will not be used for employment related decisions.
