5828Object Not many residents of Markyate purchase The use of newspapers is part of a range of publicity used by the council

Hemel Gazette, must find one that reaches in publicising planinng applications. The experience of the Council is

the target. Nowhere is it mentioned using thethat very few responses are received in response in relation to statutory

Parish Council and local advertising to notices in the newspaper, most responses made are in relation to

reach rural communities. No local magazines'neighbour' letters, site notices and through word of mouth or

yet most parishes have them.campaigns of local opposition organised by persons within the

community. Increasingly requests are being made for access to

information to availbale online. Statutory notices in local newspapers

are relatively expensive and result in a very low response. The council's

current code of publicity as referred to in the SCI proposes using paid

for newspapers rather than free local newspapers. Free newspapers tend

to reach a larger audience as they have a more comprehensive delivery in

any one area, however, delivery can be patchy and coverage is not as

widespread as paid for services. The cost of advertising in free

newspapers is similar to that of paid for services. The Council use the

paid for service principally because they consider that people buying a

newspaper make a conscious decision that they wish to be informed

about local news and therefore are more likely and possibly interested in

reading statutory notices. It is recognised that a combination of both

would reach the widest audience, however it would result in an overlap

of readership that would not necessarily give rise to a greater response.

It would also give rise to an additional cost implication. The council

use a list of local papers upon which to base its selection of newspapers

depending on the location of the development.

The Council has very limited information about parish magazines

within the County. What information it does have, shows that there is

variation in how often they are published and also whether they are free

or have to be paid for. As the Council consults parish councils as a

matter of course with regard to planning issues, it would seem

appropriate for that parish council to include the relevant information in

its magazine. As parish magazines appear to be published monthly or

quarterly it would be unhelpful to use them given the consultation

periods for planning applications (3 weeks) and policy documents ( 6

weeks) would mean it unlikey that interested persons would be able to

respond within the period.

If the parish coucil could inform the County Council of the most

appropriate newspaper to use it would be able to consider adding it to

the list of local newspapers.
