REPORT OF THE VIRTUAL MEETING OF
THE INTER-AMERICAN COMMITTEE ON TOURISM (CITUR) TO SELECT PROJECTS TO BE FINANCED BY THE HEMISPHERIC FUND FOR TOURISM (FHT)
The Virtual Meeting of the Inter-American Committee on Tourism (CITUR) to select the projects to be financed in the framework of the first programming cycle of the Hemispheric Fund For Tourism (FHT was held on June 19, 2013. Nineteen delegations were accredited (Argentina, Barbados, Belize, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Grenada, Guatemala, Honduras, Jamaica, Mexico, Nicaragua, Panamá, Perú, Republica Dominicana, St Lucia, and Trinidad and Tobago) and the discussions were moderated by the Chair of the CITUR, Secretary of State in the Office of Tourism of Honduras, Nelly Jerez. A full list of the participants is provided in Annex 1 of this report
The CITUR considered the technical evaluations for each of the project profiles completed by the CENPES, the project concepts in the original languages and a summary of the results of the technical evaluations compiled by the Office of Tourism.
1. Organization of the discussions
The meeting’s discussion was organized to first review the technical evaluations for each project profile, to receive comments from delegations, then to proceed to approve deserving projects for funding.
Some delegates expressed difficulty in reviewing all of the project profiles due to the fact that project profiles were distributed in their original languages. In the absence of real time translation, some delegates also expressed difficulty in following the posts as these were delivered in each delegate’s native tongue.
Some delegations expressed the view that based on the observations of the CENPE, some project profiles were perhaps incomplete; and that these incomplete projects, should be reformulated, to, inter alia improve the clarity of the objectives. In this context the CITUR Virtual Meeting did not approve any projects for financing.
2. Decisions and Recommendations of the Inter-American Committee on Tourism (CITUR) Virtual Meeting
Based on comments from delegations the meeting decided the following:
· To resend the project profiles to countries to revise and take into consideration the comments/recommendation of the CENPES.
· Request countries to complete the revisions to the project profiles and resend to the Secretariat. Countries would be required to complete this review in two (2) weeks
· Request the Secretariat to send the revised projects to the CENPE for additional review. The CENPE will be asked to complete this review in one (1) week.
· Request the Secretariat, following the review by the CENPE, to convene a new Virtual Meeting of the CITUR – likely during the week of July 22.
· To accept the proposal from Costa Rica’s delegation that based on the points allocated by the CENPES to each re-evaluated project profile, those scoring less than seventy (70) percent of the total available points not be selected.
