Greetings from Topeka!! I hope you have all had a wonderful holiday. Here are some things of interest that you will want to know.

Veterans’ Decals: You should have received the new Veterans’ plate decals; i.e., bronze and silver star ribbon decals and branch of service decals. The star ribbon decals are the same size for auto and motorcycle. The branch of service decals come in two sizes, the larger ones for auto and the smaller ones for motorcycles. Unfortunately, some decals were produced with errors. Please review the decal before issuance to ensure your customer receives a quality decal. New decals are being produced which will meet our standards. If you would like examples of perfect decals, please feel free to contact this office.

Lawbook: The Vehicle Lawbook will be provided in electronic format again this year. We anticipate receipt of the complete CD’s soon. At this point, we have the Vehicle Laws, but not the latest K.A.R.’s. As soon as the complete CD is provided, we will make it available to all counties.

Distinctive Plates: Just a reminder, regarding specialty plates such as Shrine, Agriculture in the Classroom, Childrens’ Trust Fund, and all educational institution plates: Please be certain to require a signed certification from the sponsoring agency/school, indicating that the applicant has paid their annual royalty payment to the sponsor. The purpose of the special plate is to raise money for the sponsoring agency/school, so it is important to be certain the applicant has paid their fees prior to renewal of the plate. If they have not paid, and do not wish to pay their fee to the sponsoring agency/school, they may turn in the specialty plate for a regular SAM 123 plate.

Also, House Bill 2947 from the 2004 Session requires agencies/schools to guarantee 500 initial issues by July 1, 2006. If agencies/schools inquire about sales, you may refer them to this office for “official” numbers.

Inventory Counts: A huge “thank you” to those who have completed their scheduled inventory counts. The best part is the fact that inventory counts are closely matching our KVIS records. We are right on schedule with reconciliations thanks to your timely responses. Legislation: The 2005 Session is now underway. The biggest issue regarding vehicles will be the isolated or occasional sale of motor vehicles. Hearings are already scheduled for this week.

Additionally, the Division will be asking for legislation to enable the Secretary of Revenue to designate license plate combinations beyond the current SAM 123 authorized by current statute. We are nearing the end of the SAM 123 combination series that began in 1989.
