OPERATIONS DIRECTOR

QUALIFICATIONS:

  1. High School Graduate – Minimum
  2. Supplemental coursework in engineering, construction, transportation, personnel supervision and maintaining physical facilities preferred.
  3. Experience in managing computerized energy systems preferred.
  4. Must be able to become certified in environmental areas such as:
  5. Asbestos Regulations
  6. Pesticide Applications
  7. Ability to respond to security alarms on off hours.
  8. Must be able to prioritize and evaluate work orders as needed.
  9. Experience managing capital and/or bond expenditure projects preferred.
  10. Such alternatives to the above qualifications as the superintendent may find appropriate and acceptable.

SUPERVISES:Maintenance, transportation, and grounds personnel

JOB GOAL:To provide all students with a physical learningenvironment that is safe, clean, attractive, and smooth functioning.

PERFORMANCERESPONSIBILITIES:

  • Establishes appropriate maintenance, grounds keeping, security, and custodial requirements for each school building and installation.
  • Inspects all school buildings, grounds and installations on a regular basis to determine that high standards of workmanship, cleanliness, safety, and security are maintained.
  • Keeps informed of the latest trends, developments, repairs, upkeep, and products in the areas of maintenance, grounds, security, transportation and encourage innovation and experimentation as appropriate.
  • Administers the budget for maintenance, transportation, grounds, security, and custodial supplies and equipment.
  • Maintains necessary records and prepares required and periodic reports.
  • Receives and maintains insurance policies secured by contractors, and verifies appropriate coverage for public liability, property damage, fire and workmen’s compensation.
  • Investigates reports of faulty workmanship or materials involved in department projects and takes appropriate action under the terms of the guarantee.
  • Supervises and inspects the improvement and renovation work performed by outside contractors, and verifies that the terms of all such contracts have been fulfilled before authorizing final payments.
  • Makes recommendations for the determination of rent-or-buy decisions and optimal timing of replacements for vehicles and equipment assigned to the department.
  • Maintains a coordinated inventory control program for all areas of operation.
  • Conducts periodic evaluations of personnel encompassed within all areas of operation.
  • Conducts a continuing program of staff training and personnel development.
  • Schedules work routines for departmental personnel.
  • Coordinates vacation schedules for departmental personnel.
  • Conducts a continuing analysis of systems and procedures.
  • Conducts a comprehensive and detailed cost analysis program of departmental contracts.
  • Responsible for the supervision and direction of all day and afternoon shift employees.
  • Responsible to see that all activities and groups using our buildings are served in a way as to make their activity a pleasant experience.
  • Responsible for ensuring that the terms of the Master Contract are adhered to with the Non-Teaching Union.
  • Develops a system for dealing with emergency situations with efficiency.
  • Authorizes purchases in accordance with budgetary limitations and district rules.
  • Approves and forwards invoices, purchase orders, and check requests to accounting department.
  • Prepares department payroll on a scheduled basis.
  • Establishes requirements and schedules for mowing and plowing operations.
  • Ensures that all district vehicles used for plowing parking lots are in operating condition.
  • Ensures that all district lawn maintenance equipment is in operating condition.
  • Directs the preparation of playing fields, grounds, and facilities for athletics and other school activities.
  • Recommends for purchase, receives, stores, and issues all maintenance and grounds materials, supplies, and equipment.
  • Maintains safety standards in conformance with state and insurance regulations and develops a program of preventive safety.
  • Supervises the firing of pressure boilers, and implements the firing operation in order to provide the necessary heat and hot water according to season, temperature and demand.
  • Oversees the repair, lubrication, and cleaning of boiler equipment.
  • Responsible for scheduling and supervising the summer cleaning and painting of all district facilities.
  • Supervises the program of cleaning and refinishing floors.
  • Assigns and supervises maintenance work such as replacing worn or defective wiring, switches, faucets, plumbing fixtures, and the like as well as repairing fencing, asphalt, concrete, ceilings, and the like.
  • Assumes responsibility for the comprehensive overall planning and scheduling of maintenance and repair requirements of the district.
  • Maintains all district-owned equipment and develops plans for preventive maintenance.
  • Ensures that standards consistent with all applicable laws are maintained at a minimum.
  • Organizes and implements an orientation program on proper operation and maintenance of school facilities for departmental personnel.
  • Determines and establishes detailed specifications pertaining to supplies, materials, equipment, and local contract work.
  • Conducts periodic inspection of all school facilities to ensure fire safety.
  • Inspects and maintains fire alarm systems and fire extinguishers on a regularly scheduled basis.
  • Reviews on a regular basis all security precautions and procedures and recommends additions, changes, or reductions in service as appropriate.
  • Advises the superintendent on all security matters.
  • Prepares drafts of security plans for approval of the superintendent.
  • Establishes and administers rules and procedures regarding availability and custody of all keys to district facilities.
  • Establishes and supervises appropriate procedures for locking and checking each district facility during hours when it is not in use.
  • Works with individual building principals in establishing emergency evacuation procedures for each school, room and office.
  • Will be the first person called by the alarm company and shall be responsible for handling such alarms to maintain security in all facilities.
  • Responsible for maintaining records and dispersing of all district keys other than Grand Master keys.
  • Conforms to all state laws and regulations regarding school transportation.
  • Recruits, trains, and supervises all transportation personnel.
  • Advises superintendent on road hazards for decision on school closing during inclement weather.
  • Cooperates with school principals and others responsible for planning school trips.
  • Develops and administers a transportation program to meet all the requirements of the daily instructional program and extracurricular activities.
  • Prepares bus routes for all schools in the district.
  • Takes an active role in solving discipline problems occurring on school buses.
  • Acts as liaison with parents for transportation complaints and special requests.
  • Develops recommendations for future equipment and personnel needs based on a survey of resident students, distances, and grade levels.
  • Performs such duties as may be assigned by the superintendent.

TERMS OF EMPLOYMENT:260 days per year; salary to be determined by the Board.
