Purpose of the Job
The efficient and effective operation of the administrative,property and communications aspects of BurlingtonBaptistChurch, and support of both paid staff and volunteers in these areas.
This is a new post, so the right applicant will have the opportunity to help shape the job.
Accountability
The Operations Manager reports to the Senior Minister and is ultimately accountable to the Trustees. Day to day reporting and review will be to the senior minister but on a periodic basis there will be more formal reviews with the Trustees.
The postholder will help define the annual objectives for the post and how their success will be measured.

Main areas of Responsibility
A key role of the postholder is to provide leadership in the areas below, and where appropriate develop volunteers to help to carry out those functions, whilst retaining personal responsibility for co-ordination and the maintenance of high standards in the church’s operational support.
Administration and Support
Manage administrative staff and volunteers and ensure the smooth running of all administrative and operational aspects of church life.
Provide administrative support to the Trustees and undertake any research and project management as directed by the Trustees.
Oversee the administrative support for church activities and initiatives e.g. members’ database and directory.
Responsible for HR management - manage the recruitment process for any paid staff and ensure all equalopportunities and other legal requirements are observed; Co-ordinate staff contracts, salaries, Ts and Cs, etc.
Ensure smooth running of logistics around Sunday services and other church events including rotas.
Support the operational needs of all volunteers working for the church, either volunteers in administration or in other groups as appropriate, providing project management where required. Support church groups in their operational needs and be a first point of contact for resolving operational issues.
Host support activities for each Ministry area with the Senior Minister.
Responsible for the Health and Safety Policy and ensuring all staff and volunteers are aware of their responsibilities.
Ensure, with the Church Secretary,that the church complies with CharityLaw and other legal requirements and that all relevant processes are kept up-to-date.
Uphold standards of Christian welcome, witness and service in meeting the needs of the congregation and other users of the church, centre and halls.
Information and Communication
Develop and deliver, with the Senior Minister, Trustees and other volunteers as appropriate, the effective use of communications withinthe church to:
- Build the commitment and involvement of the congregation to the church’s vision;
- Ensure good communications within church and congregation and to visitors and newcomers through making creative and targeted use of different communication media;
- Oversee the ‘public face’ of Burlington e.g. website, phones andreception;
- Explore and develop opportunities to communicate with the local community and other communities in a culturally relevant way;
- Ensure a common look and feel across all church communications.
Manage the church’s information and communication technology systems, in particular to:
- Coordinate computer and network maintenance, file management, backupand licences; ensure day to day support is available for system users, working with IT professionals and expert church volunteers as necessary;
- Responsible for the church’s adherence to the Information Technology policy.
Property
To hold overall responsibility for the effective management of the church’s buildings, including the church, church centre,halls and manse.
Establish and maintain agreed levels of service – for facilities, hospitality, security, cleaning etc – for the different users of the church and centre.
Work with the church leadership to develop the use of the buildings in line with the church’s vision.
Head up the maintenance team to ensure that the premises and any associated repair works are managed effectively and church buildings are maintained at an appropriate standard.
Work with the Finance Manager to develop and agree an annual maintenance budget.
Supervise maintenance and repairs; alterations, decorations and upgrades.
Work with the Finance Manager to manage the insurance arrangements for the church’s buildings, equipment and associated liabilities.
Maintain up-to-date Fire and general Health and Safety risk assessments for all church buildings.
With the room hireco-ordinator, ensure room bookings for internal and external users are effectively managed, invoiced and paid for. Develop rental income especially for the church halls in line with the church’s overall strategy, including creating and implementing a marketing plan for rentals. Maintain the room bookings policy.
Manage the cleaning of the church with the caretaker and other cleaners.
Project manage all developments to improve the facilities and other aspects of church property
Limits of authority
Work within approved budgets.
Discuss areas of relevant work with the ministry team.
Major changes to policy or practice will require prior agreement of the trustees.
This position is not a trustee position in its own right.

Person Specification
Essential / DesirableEducation and qualifications / To A level or equivalent / To degree level or equivalent
Experience / Leadership of a diverse team – ideally operating at a senior level
Working with or leading a team of volunteers including in a church context / Line management of volunteers

Skills / Competent with IT including word processing, spreadsheets, presentations. Experience with Microsoft products would be valuable. / Database knowledge
Good understanding of HR legislation

Able to work as part of a team
Able to use initiative, to prioritise to meet deadlines and manage own workload
Strong interpersonal skills, able to listen to and communicate effectively with a wide range of people

Special requirements / Able to work some evenings and weekends, including Sunday morning attendance (with 10 Sundays pa free).
A total working week of 40 hours is expected, with 2 days off per week.

The successful applicant will be required to become a member of the church and therefore needs to be able to meet the requirements for this.
Main Terms and Conditions
Hours - The post is full time 40 hours per week, to be worked flexibly as required. Sunday attendance is required, with 10 Sundays off per year, also some evening work.
Role level – Minister level reporting to the Senior Minister and part of the Ministry Team
Salary range–The salary for the role is £26,000 p.a. linked to the Baptist Union Minimum Stipend (currently £20,000 + housing allowance of £6000). More may be payable for a candidate with exceptional experience.
Holidays - 5 weeks per year(in addition to recognised statutory and bank holidays)
Pension –Currently non contributory by the employer, but this is under review
