GREENE COUNTY BOARD OF COMMISSIONERS

REGULAR MONTHLY MEETING

APRIL 2015

APRIL 13, 2015 COMBINED SESSION:

Chairman Bullard led the Pledge of Allegiance.

Call to Order: Chairman Bullard called the Work Session to order at 5:00 p.m.

Roll Call: Commissioners Walker, Smith, Human, and Chairman Bullard were present. Also present was County Manager Byron Lombard.

Chairman’s Comments: Chairman Bullard gave comments concerning the Georgia Supreme Court’s ruling on the Greene County Development Authority et al. v. State of Georgia et al. case.

Petitions & Communications – Georgia State Patrol Post: Captain Allen Marlowe addressed the Board about moving the Madison State Patrol Post No. 8 to Greensboro. No official action was taken.

Executive Session: Commissioner Smith motioned to enter into Executive Session to discuss pending litigation matters. Commissioner Human seconded. The Board entered Executive Session at 5:29 p.m. by unanimous vote. Chairman Bullard motioned to leave Executive Session at 5:55 p.m. Commissioner Human seconded. The Board left Executive Session by unanimous vote. Chairman Bullard indicated that pending litigation matters were discussed and that no action was taken.

Minutes: The Minutes from the March 2015 Regular Monthly Meeting, and the March 9, 2015 Called Meeting were discussed. The Chairman inquired with the Commissioners to determine if any corrections were necessary. No corrections were noted. Commissioner Human motioned to approve the Minutes from the March 2015 Regular Monthly Meeting, and the March 9, 2015 Called Meeting. Commissioner Deering seconded. Motion carried unanimously.

Planning & Zoning:

Preliminary Plat Request for 21 Residential Lots in Harbor Club: The Commissioners received a request from Harbor Company for Preliminary Plat Approval to create 21 residential lots. The parcel of land is zoned PUD and contains 24.56 acres. Commissioner Smith motioned to approve the Preliminary Plat request submitted by Harbor Company creating 21 residential single-family lots in the Harbor Club Subdivision using 24.56 acres of land, with 12.38 acres for lots and 12.18 acres for open space. Commissioner Deering seconded. Motion carried unanimously.

Revision to the County Zoning Ordinance: The County Attorney identified some necessary revisions to the County Zoning Ordinance to coincide with State Law provisions and procedures, and to more clearly establish other procedures. The required notice to comply with the Zoning Procedures Act was published, and the required Public Hearing was conducted by the Planning & Zoning Commission. Commissioner Deering motioned to approve Ordinance Number 2015.4.13 amending Articles XI and XII of the County’s Zoning Ordinance. Commissioner Human seconded. Motion carried unanimously.

Business Items:

Budget Adjustment for Mobile Radios for Sheriff’s Office and Simulcast VHF Paging Project: The Commissioners received information on two proposed projects, including one project to install mobile radios in patrol cars to improve some spotty, marginal radio coverage, and another project to improve the VHF coverage and paging capability to better communicate with the fire department volunteers. The proposed budget adjustments will allocate funding to the Sheriff’s Office budget for the 14 mobile radios, and allocate funding to the E-911 Fund for the VHF Simulcast Paging Project and vendor services. Commissioner Human motioned to approve the necessary budget adjustments, including inter-fund transfers, to purchase 14 mobile radios for the Sheriff’s Office patrol cars, fund the VHF Simulcast Paging System, and fund the programming, installation, and ancillary services costs utilizing fund balance of the General Fund. Commissioner Deering seconded. Motion carried unanimously.

Georgia DOT Section 5311 Program Application Resolution: The County submits an application annually to the Department of Transportation for the Section 5311 Program operated by a third-party operator (Thorne Transportation). The Resolution requires Board approval. Commissioner Deering motioned to adopt the Resolution authorizing the filing of an application with the Georgia Department of Transportation and the United States Department of Transportation for a grant for public assistance under Section 5311of the Federal transit Laws under Chapter 53 of Title 49 of the United States Code for the annual operating and capital assistance for the Section 5311 Transportation Program, and to waive the reading of the Resolution. Commissioner Smith seconded. Motion carried unanimously.

Resolution to De-commit Fund Balance for Economic Development Purposes: The Commissioners discussed an economic incentive assistance request to fund an environmental assessment for a new industrial employer via a partnership with the Development Authority. Commissioner Human motioned to approve Resolution Number 2015.4.13(b) of the Greene County Board of Commissioners to Make Previously Committed Fund Balance Available in the Current Fiscal Year, and authorizing the Necessary Budget Adjustments to Utilize Such Fund Balance, and to waive the reading of the Resolution. Commissioner Deering seconded. Motion carried unanimously.

Adjournment: Chairman Bullard adjourned the meeting at 6:14 p.m.
