SUBJECT: Progress on delivery of the Year 2 Leisure Review Action Plan

1. PURPOSE OF THE REPORT

1.1 To report to members progress on Year 2 actions in relation to the Leisure Review and to consider the Year 3 Action Plan.

2. SUMMARY

2.1 Performance against Year 2 actions and outcomes has been encouraging with significant progress in key areas of the service (appendix I).

2.2 In July 2009 Scrutiny considered the progress made to date on the key themes of the Leisure Review and noted the progress made.

2.3 Year 3 key actions are tabulated in appendix II.

2.4 Performance against key usage targets has exceeded expectation at both national and local level showing improvements in a range of activity areas with increases in both adult and junior participation. Key participation targets are illustrated in appendix III.

3.  RECOMMENDATION

3.1 That members are asked to consider and comment on the outcomes from the Year 2 actions and consider the Year 3 Action Plan.


4. INFORMATION

4.1 Members will recall that the 3 main drivers for the Year 2 implementation plan were:-

i) Local Authority Partnership Agreement (LAPA) – between Sports Council for Wales and the Local Authority

ii) Plas Madoc Leisure Centre / Extra Care Housing Scheme

iii) WAG National Exercise on Referral Scheme

4.2 Other areas of focus were:-

a) Facility development / refurbishment

b) Community engagement / provision

c) Resources

d) Performance Indicators

4.3 The Year 2 implementation plan and assessment of progress to date is tabulated in Appendix I. This assessment has been considered jointly by managers within the Leisure Service supported by the Council’s performance unit who concluded that overall good progress continues to be made.

Appendix II outlines the key tasks identified in the Year 3 Action Plan.

5. EQUALITIES IMPACT ASSESSMENT

5.1 The Leisure Review was impact assessed at the time of its approval. Subsequent assessments have been made as major innovations and changes have been introduced.

6. RESOURCE IMPLICATIONS

6.1 There are no additional resource implications in relation to Year 3, however a key task for the period will be to establish the business case and develop the funding package that will deliver the proposed Plas Madoc Leisure & Activity Centre project.

7. LEAD MEMBER COMMENT

The drive to deliver Year 2 of the Action Plan has met and sometimes exceeded targets. It is expected that progress will continue.
