Minutes of the Eastwick and Gilston Parish Council meeting held on Monday 8th September 2014, Village Hall, Pye Corner.
PRESENT
Cllrs Harvey, Hughes & Olsen, Mike Newman (District Councillor), Roger Beeching (County Councillor), Anthony Bickmore (EGNP), Christine Law (Parish Clerk), 3 members of the public.
PUBLIC PARTICIPATION
a. Pole Hole restoration.
i. The scheduled completion date of November 2014 was questioned and that the levels on the site were getting higher as lorries are still brining large quantities of materials.
ii. The public footpath on the site it is believed by residents to be impassable as it is too steep to use, Cllr Hughes will write to Nicholas Maddox about this matter
iii. The sub soil on the site is being raked and bringing up rubble, which is just being left, and then topsoil is being put on top of this, which is wrong as all rubble is to be removed.
iv. The machinery being used has not been replaced as first stated as what they are using the decibels are too high.
v. It was agreed that the chairman would write to the Herts CC Case Officer and ask him to advise whether the operator has confirmed that they will be able to provide sufficient topsoil to complete the works to the required timetable, the status of the works to level the site and to clarify the need for continued importation of material. . (Subsequent to the meeting, it was decided to call a site meeting with the contractor and senior County Council planning staff )
b. Terlings Park – it was asked how the affordable housing would work. We were advised that East Herts have a process that people on the register have to go through.

- None received.
32. MINUTES FOR APPROVAL
- The minutes of 14th July 2014 meeting were not signed off as the Councillors present this evening were not at the July meeting so these have been held over until the 10th November meeting for approval.
33. ACCOUNTS
- The Clerk presented a summary of the accounts to date.
- BDO – The Annual Return was presented to the Council with slit comments which will be rectified next year and that for the second year running we have received a 0 invoice. This was proposed by Cllr Harvey and seconded by Cllr Olsen.
34. PLANNING AND ASSOCIATED APPLICATIONS
- Terlings Park – No update available.
- Terlings Park – Extension of hard standing to cell g – Planning permission has been granted.
- Pole Hole restoration – comments as above.
- Eastwick Hall Farm – Change of use from a turkey barn (barn 2) into commercial storage (B8 storage and distribution) – Retrospective. Change of use from a grain store (barn 14) into commercial storage (B8 storage and Distribution). The councillors discussed this, and as the work has already been carried out on objections were raised. This will be passed on to the Planning Department.
- The Orchard, Gilston Park – Raising of roof to part of existing dwelling and addition of first floor front window. This was discussed and on objection raised. The Clerk will write to planning with these comments.
35. STOP HARLOW NORTH CAMPAIGN
a. No new information available still awaiting the outcome of the consultation, which is due sometime in the autumn.
36. PARISH PATHS
- As Cllr Orson was not present no report to be given.
- It was commented on that next year we will need to keep an eye on the paths that go through the crops in the villages as they were not properly sprayed etc this year.
37. NEIGHBOURHOOD PLAN
- Terms of reference for Neighbourhood Plan Development Group – The terms of reference were discussed and were unanimous proposed and the agreement will be signed at a later date.
- Anthony Bickmore the Chairman of this new group gave a presentation to the meeting explaining the next steps of applying for funding and hoping to get a government grant of up to £7,000.00, devising a questionnaire with the help of Herts University who help with the questionnaire for the Parish Plan document and planning support from Towns Alive.
- He would now draft a letter to resident and look at dates for a Parish Seminar.
38. HIGHWAYS
- No report submitted.
39. VILLAGE HALL
- Cllr Harvey reported that they had started on updating the hall, and were at present having a suspend ceiling installed and works being carried outside.
- Have not heard from Bloor Homes about the help they had offered with the updating of the car park. Chasing.
40. WW1 COMMEMORATION
- Cllr Hughes informed the meeting that on the 8th November 2014 celebration would be taking place at High Wych Memorial Hall information about this would be in the Parish Magazine and on the web site.
- On Remembrance Sunday there will be three Remembrance Ceremonies at each of the War Memorials in the villages, High Wych, Gilston and Eastwick, which will take place at 10.45am, followed by Parish Communion at St Mary’s, Gilston at 11.30am.
41. CORRESPONDENCE
- Notification of adoption: Hertfordshire Waste Site Allocations Development Plan Document. This has been noted and Cllr Hughes took the document to read.
- Have your say on funding for Bus Services – consultation – responses by 8th October 2014 – this was noted.
- A complaint has been received about the way the tractors from the local farm are using our roads. This was discussed and it was agreed to write to the farm manager of Gilston Crop Management about the problem.
- A complain received from an Eastwick resident about the trees in the central reservation in Roseley Cottages. The Clerk will write to the Housing Association that is responsible for this area.
