Strategic Position Review Questionnaire Instructions
Efficiency Strategy
The University requires that decisions to fill vacant positions be strategically examined. The Strategic Position Review (SPR) is required for determining whether to post faculty and staff positions at all levels.
The SPR requires increased scrutiny and accountability of all vacant positions prior to the positions being eligible for announcement. All University positions will be reviewed via the SPR process prior to being posted on the Careers@CSU Job Page or any other advertisement outlet.
In responding to the questionnaire, consider efficiency goals and determine whether filling the position is a sound financial decision.
The following are the steps in the process:
- Answer applicable questionnaire depending on the position being reviewed. Questions found on page 2 are for Staff (non-faculty rank) positions and questions on page 3 are for Faculty positions. Both questionnaires must have the approval form found on page 4 attached along with a job description and appropriate Departmental and Division signatures.
- Position Description must be attached to the SPR before forwarding it to Budget for review and approval.
- Budget Department is responsible for verifying and identifying the positions funding. Budget Department may require OSPR or Title III review and approved SPR for grant funded positions prior to approving and forwarding to Human Resources (HR).
- HR reviews questionnaire responses, benchmarks pay and responsibility, provides recommendations on how to address vacancy prior to forwarding to the Vice President of Administration & Finance/CFO for review and approval.
- Vice President of Administration & Finance/CFO approves or disapproves the SPR based on the information provided by the requester, Budget Department, and HR. Prior to forwarding to the President.
- The President will make the final decision on SPR. Prior to forwarding to HR.
- HR will officially notify the requestor where the position has been approved or disapproved. If the SPR is approved the requester will be required to complete an electronic requisition via the CSU Careers Online System.

For Staff Positions
1. / What duties and responsibilities of the position need to be performed in order for the department and/or division to operate?
2. / Why can’t the duties and responsibilities of the position be absorbed into an existing position?
3. / Explain why the position cannot be eliminated.
4. / List the positions on campus that perform similar duties.
5. / Should the position be revised to include new or different duties? Is a Reclassification (upward, downward or laterally) warranted? If so, explain.
6. / Has the position description been revised to include the current duties and responsibilities? Describe those duties.
7. / Is this an opportunity to recreate this vacant position to a new position to address new or current needs of the University?
8. / Explain why the position is relevant to the department and the University at this time.
9. / Salary budgeted for this position? What is funding source?

6. / How does replacing this position align with the outcome of the last program review?
7. / List the number of current full-time faculty within the major/program?
8. / Number of credits taught by each full-time faculty in the current semester (Exclude Summer Term)?
9. / Explain reason for replacing position.
