Notice for Inviting Expression of Interest (EOI )for supplying Manpower for Security, Housekeeping, Attendants and AC Maintenance Engineer

JECRC University invites expression of interest for supplying Manpower for Security, Housekeeping, Attendants and AC Maintenance Engineer within 10 days from the publication of this notice along with minimum rates per person, per month with all legal compliances. The brief specifications / job responsibilities shall be as under :

Security : The team shall be responsible for complete vigil in the University campus and shall be fully responsible for safety of University property. The security guards shall not be less than 5’10’’ in height and 70-80 kg in weight in the age group of 25-45 years with minimum matriculation / 10th qualification.

Housekeeping : The team shall be responsible for cleaning of all types of spaces including toilets with professional approach.

Attendants : The persons shall be responsible for all type of office tasks.

AC Maintenance Engineer : Degree / Diploma in Engineering having at least 5 years experience in minimum 3 star hotels / corporate hospitals.

All persons shall wear specified uniforms as approved by the University.

STANDARD OPERATING PROCEDURE (SOP) ON SECURITY

Introduction

1. JECRC University has 32 Acres campus area. The university, established in 2012, has Engineering Block, Science Block, two New Blocks and three Boys Hostel with 1240 capacities, one Girls Hostel for 460 girls, Mess, Cafeteria Complex and Administration Block.

2. The campus has four entrance gates, two gates on the front side and one gate each on the right and left sides, back side is blocked by boundary wall. Only one front main gate is used for thorough fare and one side gate in the vicinity of blocks under construction is used for university buses and student vehicles. One side gate in the vicinity of boy’s hostel is locked and opened only for specific purposes.

3. This is SOP lays down security instructions for protection of campus from external and internal security breach.

4. The SOP on security encompasses following aspects:-

(a) Perimeter Security including out gates.

(b) Security of Infrastructures.

(c) Security of offices, laboratories and lecture halls.

(d) Emergency situation affecting university campus.

(e) Organization and responsibilities of security staff.

Perimeter Security

5. One main gate having separate exit and entry gates is used for thorough fare and side gate on left hand street is used for university buses and student vehicles. For effective security check and control at main gate, two security guards and one assistant security supervisor as incharge are considered inescapable requirements round the clock. One security guard is required at the gate on student entry/exit gate.

6. In order to guard the open perimeter area on the rear side and prevent entry of stray animals particularly dogs, presence of one sentry in the vicinity of rear boundary is considered essential. Security supervisor has to make frequent perimeter surveillance visits at 2 to 4 hours interval on 24 hours basis in a staggered time frame.

7. One Security Guard is required at the entry gate of Adm. Block / Mess.

8. Security Supervisor will maintain visitors / vehicles In / Out register. Hostel students out pass register, entries attendance register and in addition attendance registers of peons, housekeeping staff, gardeners will also be kept and maintained at the gate. Entry will be permitted inside campus after proof of identify produced by the visitor. Vehicle entering the campus will be through checked by security personnel. Security supervisor will also maintain keys deposit / issued register and keys will be kept in secured key box. Keys deposit / issue will be done by appointments authorized for the same by faculty / departments / School of Engineering, Sciences, Humanities and Management, Law, Agriculture and Designing.

Security of Infrastructures

9. The three boys hostels and one girls hostel have to be effectively guarded for any unauthorized entry round the clock. Two sentries each for boys & girls hostels around the clock is considered pre requisite. The sentry is to position himself in the outer vicinity of main entrances of the respective hostels. Sentry has to maintain in / out registers for all the visitors under the supervision of respective hostel superintendents. Boys and girls hostel sentries have to keep vigilance around the respective hostels at regular intervals and carry out surveillance of mess / cafeteria complex by visual observation.

10. The engineering and law blocks do not require separate security guards since these are centrally located and during day time working hours, monitoring security is inherent by all the stake holders. During night and off working hours, security supervisor has to keep effective surveillance by frequent patrolling and utilizing security man on duty for preventing any security breach.

11. One security guard round the clock will be posted in two new blocks and university gate used for student Entry/Exit.

Security of Offices, Laboratories and Classrooms

12. Offices, laboratories and classrooms in all blocks have costly equipment viz computers, electronic equipment, server etc. and various other facilities viz seminar halls, tutorial rooms etc. Safe custody and security of keys of various rooms is to be ensured.

13. Three key boards (Box type with locking arrangements) of 50 keys holding capacity each and install in the main gate guard rooms. Separate register each for various blocks will be maintained for issue and receipt of each room to the authorized persons of respective department. Security Guards shall also be responsible for opening and closing the locks of all academic/ administrative and other rooms. Supervisor will issue / receive keys of various rooms and maintain records.

Emergency Situations

14. Emergency situation for any contingencies e.g. any unruly behavior of external anti-social elements / hostel residents, break out of fire or any other incident is to be tackled promptly where in security supervisor, security guards, hostel superintendent will act jointly and promptly to control the situations.

Organization and Responsibilities of Security Staff

16.In view of the details described above, the overall requirement of security staff is as follows:

(a) Security Supervisor (Ex Army JCO)-One

(b) Assistant Security Supervisors (Ex-Army Havildar / Naik) - Two

One for day time duty and one for night time duty.

Alternatively one Assistants security supervisor on 24 hours stays in the campus.

(c) Security guards

(i) Day duty - 12 Nos

(ii) Night duty -12 Nos

(d) Additional security guard on special occasions - As per requirement.

(e) Expansion of infrastructure and building - More staff will be needed as per requirement.

17. Physical and Educational Specification.

(a)Minimum High School/Secondary class with English as compulsory subject.

(b)Height- Minimum 5’10”.

(c)Age - 25 Years to 40 Years.

(d)Weight- 70 Kgs to 80 Kgs

(e)Physical Fit without any ailment.

18. Duties of Security Supervisor He will be responsible for overall security of the university

Campus and perform following duties:-

(a) Maintain close vigilance of university campus round the clock for any unauthorized entry and suspicious activities / movement.

(b) Ensure that security guard is present and alert in their assigned area of responsibility throughout the period of assigned duty.

(c) Security supervisor will ensure that following registers are maintained at University main entrance gate:-

(i) Visitors in / out register giving details of vehicle number, purpose of visit, mobile number, signatures etc.

(ii) Hostel students in / out register.

(iii) Keys issue / deposit register.

(iv) Stores in / out register.

(v) Security guards attendance registers.

(vi) Housekeeping staff and office boys attendance register.

(vii) Gardeners attendance registers.

(viii) Any other as decided by Management.

(d) He will make frequent visits in area of responsibility at 2 to 4 hours intervals and ensure that entrance gates are locked with chains as per instruction.

(e) He will assist hostel superintendents in any unsuly behavior incidents by students.

(f) Inform Registrar / Pro-President or any other superior authorities of any emergency situation or untoward incidents and undertake immediate action to control the situations with all available means.

19. Duties of Assistance Security Supervisor: He will be responsible for following:

(a) Frequent patrolling at 1-2 hours intervals in the university campus and ensure effective vigilance for any unauthorized entry / suspicious movement.

(b) Ensure that security guards are alert and impart basic security guards training to them.

(c) Ensure that in / out, key deposit / issue and attendance registers kept at the entrance gate are properly maintain and well secured.

(d) Ensure that all the entrance gates including all academic blocks, admin block and cafeteria are properly locked and well secured.

(e) He will undertake all other duties as assigned by security supervisor, registrar, Pro- President or any other superior authorities.

(f) He will perform all the responsibilities of security supervisor in his absence.

20.Responsibilities of Security Agency.

(a)Agency will be fully authorized to check vehicle of visitors or any university

officials.

(b)In case of theft or loss of any permanent item from university, appropriate

compensation will be borne by the Security Agency.

21. Termination Clause.One month notice from either side.

Conclusion

22. Ensuring security and protection of University assets and students / faculty in the campus is of vital importance. The security instructions have been laid down to ensure preventive action in case of any unforeseen situations and prompt remedial measures required to be taken in an emergency situation. The instructions will be adhered to in letter and spirit.
