BAUGHURST PARISH COUNCIL
Minutes of a meeting held on Thursday 26 September 2013

25. Minutes of the last meeting
The Minutes of the meeting of 25 July 2013, copies of which had been circulated, were taken as read and accepted as a true record.
26. Declarations of interest
Councillors were reminded that for those with any interest to be disclosed in relation to any item
included in the agenda for this meeting, it was their duty to do so at the appropriate agenda item
(as required to be disclosed by Section 96(1) of the LGA 1972, and in accordance with the Parish
Councils Order 2001).
27. Matters arising from the Minutes
(15) land rear of Long Grove
Solicitors had advised that the completed Deeds of transfer had been submitted to the Land Registry in May for alteration, and no further information had been received. Clerk to investigate further.
(15) Speed Limit Reminder signs
BDBC had trialled the use of our Speed Indicator Device on a fixed post for a period of 8 days, during which time the battery remained empowered. A quotation had now been requested from BDBC for their management of the movement of the machine between the various fixed venues within the Parish.
(15) Speedwatch
No further outings by Baughurst Speedwatch team had been made since May. The coordinator agreed to organise further dates in the diary. Hartley Wespall Parish Council have signed up for four rentals, and fixed dates in the diary until 2014. They had also purchased 4 high visibility vests.
(15) 105 Long Grove
Further information awaited from solicitors. Clerk to investigate.
(15) Wolverton field lease
Solicitors had agreed to send revised lease to solicitors acting for the trustees of the charity.
(15) Manor Farm – enforcement request
Clarification of the site in question had been submitted, and a response awaited from BDBC.
(15) ‘The Badger’s Wood’
Application had been made to BDBC for a ‘community right to bid’ and the response awaited.
(17) Age Concern
Age Concern had been notified of the appointment of Cllr Page. CAB had been notified of the change of appointment of Cllr Postance to Cllr Hewitt.
(18) Letterheads
Letterheads had been purchased at cost of £30 + £6 VAT. Delivery charges incurred of £30 were agreed.
(20) Banking
Interest of £1250 had been received on the Cooperative banking account. The account was now closed, and monies invested with BDBC in the short term. The next step is to be considered by General Purposes Committee.
(20) Electronic signatures
This item was deferred to General Purposes Committee.
(21) Highways issues
· All highways issues had been reported.
· Messrs J Stacey had been contacted with regard to lorries travelling along rural lanes in Baughurst and Wolverton. They had responded, asking for registration numbers of the vehicles involved. Agreed that all should be urged to note registration numbers when noticing any lorries offending highway rules.
(22) Parking on Council land
· 10 Pinewood Close
Clerk to write again, asking residents to ensure they do not park, or cross Council land in order to reach the highway.
· low-loader, junction with Pinewood Close and Woodlands Road
Agreed that it remains the responsibility of HCC to ensure the removal of this vehicle, permanently parked on HCC land. PCSO Reed to be asked to make contact with the owner in an effort to persuade him to park elsewhere.
· land adjoining 1 Woodlands Road
Residents had removed the horse trailer parked on Council land.
(22) Tree felling – opposite ‘The Cricketers’, Heath End Road
No action taken as yet.
(22) Pineapple playing field
Clerk had been instrumental in obtaining grants from both HCC and BDBC to cover the drilling, weedkilling and re-seeding of the remaining half of the field. Calleva had declined to contribute towards the cost.
(22) Maps
A map showing the parish ward boundaries is to be sought from the Boundary Commission.
28. County, Borough, Police and BDAPTC reports
PCSO Will Reed was welcomed to the meeting. He advised that, as he covers a huge area, his visits and reports to Council will be less frequent than in the past. Wpc Edwards has now finished her secondment to Baughurst and area, and she is now based in Basingstoke. Given cutbacks, it is unlikely that she will be replaced, and PCSO Reed will now be handling the area on his own. Crime in Baughurst is very low, with only 7% burglaries and outbuilding break-ins, and ASBOs down 25% on 2012. He reminded all to be vigilant, especially with heating supplies (eg oil), as thefts of which increase as the colder weather appears. He confirmed that he and colleagues will be covering the Remembrance Day service in Baughurst in November, despite falling police numbers. As police leave, they are not necessarily being replaced. He also confirmed that the ‘night’ car, which covers the night shifts, is still in attendance.
County Councillor Lovegrove gave an explanation of the recent events surrounding the planning application at Kingsclere Lime Quarry, and a breakdown of the timeframe with regard to objection, registering to speak, length of time permitted to speak and number of applicants permitted to speak. He had recently visited the site, and commented on the factors which the committee had found when visiting. The recent changes to the application, in his view, had not improved the original application, to which he was still averse.
Borough Councillor Bound advised on the recent Tadley Transport Working Group display held at Sainsbury’s in Tadley, which had generated much local interest, and commented on the BDBC Local Plan consultation, which ends on 4 October.
Borough Councillor Round gave updated information about the Rural Exception Site in Baughurst, which is inching forward, with the various authorities involved requiring further information. He also advised that he was attempting to tackle the issue of open garaged forecourt areas in Baughurst and Tadley, where the land is often owned independently of the garage owners, and thus responsibility for their upkeep remains difficult. One taller-than-average garage is to be reported to BDBC enforcement. He commented that the quality of the salt bins recently installed by HCC seems to be less than good, and that many are already battered and may not survive another harsh winter.
Cllr Slatford gave a brief report on behalf of BDAPTC, noting that money has been invested in improving broadband across the country. Various other parishes using the Speed Indicator Device machine have been reporting their findings in parish magazines, websites, etc., and this has resulted in greater awareness of the usefulness of the device, and a subsequent increase in those who wish to volunteer to help run the scheme.
29. Open forum
Three nominations had been received for the two vacancies, and the applicants were welcomed to the meeting, and encouraged to speak in support of their application.

Further objections had been made by this Council. A site meeting is to be arranged with the applicant for members of this Council and those adjoining the site. Agreed that application to speak at the relevant committee meeting on 23 October should be made by this Council in conjunction with other interested parties.
· BDBC Local Plan Consultation
Comment to be made to BDBC regarding the 3km exclusion HSE zone in Baughurst, and its subsequent effect upon the stagnation of the environment. This has an effect on social housing, and also on the receipt of Section 106 monies which benefits all areas of the parish.
33. Highways and Rights of Way
· approval given to removal of sawn timber left on highway land at junction of Pinewood Close and Woodlands Road, should BDBC Streetcare prove unable to remove it
· Sign at junction of Baughurst and Wolverton Roads in need of repair
· Loose kerbs in ‘The Hawthorns’ to be reported, plus drains in the newer area (Cllr Round declared an interest)
34. Playing Fields and Open Spaces
a) Pineapple field
Clerk advised that no monthly rental had been received from Calleva Football Club for August and September. Clerk to investigate, and ask for copies of latest accounts. The re-seeding of the field will be carried out as soon as the weather conditions are compliant.
b) Council land at junction of Woodlands Road and Heath End Road
Clerk to investigate encroachment of garden onto Council land.
c) 1 Mornington Close
Clerk to investigate latest update on situation.
