to the
Updated Guide for Transition GPS Overview
and
Pre-Separation Counseling Checklist Script
Effective October 1, 2014
Below is a summary of all changes/edits to the previous version of the “Guide for Transition GPS Overview and Pre-Separation Counseling Checklist.” All changes/edits to this updated published version are in yellow highlights. The changes to the updated guide are also listed below by Pre-separation Counseling item #(number) and page(s), where the changes were made.
CHANGES TO THE GUIDE
Cover page – Changed the as of date to October 1, 2013
#11a Page 17 – 18 – Added updated information to the DOL sponsored Employment Workshop and Service sponsored Transition workshops/seminars.
# 11c Page 20 – Inserted a reference to “mynextmove.org” as a source for researching potential occupations.
#11c (1) Page 21 & 22 – Added information on licensing and certification on page 21. Inserted a Counselor note announcing the deletion of TurboTAP and introduced DoDTAP as the web portal for transitioning Service members on page 22.
#11c (1)(a) page 23 – Added the website to the DOL American Job Centers.
#11d Page 29 – Included a description of DoDTAP.
#11d (2) Page 31 – Added a counselor not to inform Service members that the Hire Vets Program is obsolete.
#11d (4) Page 33 – Updated information on REALifelines stating it is no longer operational, but the mission has been incorporated in the duties of Disabled Veterans’ Outreach Program (DVOP).
#11g Page 36 – Added additional information on Veterans eligible for Veterans’ Employment and Opportunities Act (VEOA).
#11g (1) Page 37 – Added the statement “USAJOBS is the official job site of the United States Federal Government.”
#11g (3) Page 39 & 40 – Updated information on Veterans’ Preference in Federal Employment. Also corrected the veterans’ preference statement for Military Retirees at or above the grade of O4.
#11g (5) Page 42 & 43 – Edited information on Special Hiring Authorities.
#11h Page 44 – Updated the NAF jobs website.
#11i Page 45 – Updated information on State Employment Agencies that receive federal funding to assist veterans in finding a job.
#11i (1) Page 46 – Added additional information on the American Job Centers.
#11i (2) Page 47 – Replaced information on the Workforce Investment Act with the Workforce Innovation and Opportunity Act.
#11j (1) Page 48 – Added language introducing the Small Business Administration (SBA) Entrepreneurship track and the Boots to Business video.
#11j (1) Page 49 – Added a note to counselor announcing thatthe Patriot Express Loan is no longer available. Added instructions to check yes for more information on SBA.
#11l Page 53 – Edited information on Priority of Service (POS) for any DOL funded employment or training programs.
#12a Page 55 & 56 – Provide updates and edits on Permissive TDY and Transition Leave.
#12c Page 59 – Added very important voting assistance language and information.
#13 Page 60 – Added information in reference to HUD Veteran Resource Center (HUDVET) and affordable housing for individuals with disabilities.
#15a Page 67 – Added statements introducing the Separation History and Physical Examination (SHPE); information that SHPE is required before separation; and information stating active duty Service members’ ability to self-referfor mental health at a Medical Treatment Facilities, and a statement on medical conditions identified during the SHPE and eligibility for VA care.
#15a Page 68 – Added information informing active duty family members’are able to schedule mental health appointments without preauthorization.
#15a (1) Page 69 – Added additional information on Separation Health and Physical Examination (SHPE).
#15a (2) Page 70 – Edited the language pertaining to the Transitional Assistance Management Program and deleted reference to Tricare Reserve Select.
#15a (2) Page 71 – Announced and included information on the Affordable Care Act.
#20a Page 102 – Added additional information on the Disabled Veterans Outreach Program (DVOP) specialists ability to provide coordinated employment assistance to all veterans going through the VA disability system and VR&E program.
#25 Page 109 – Inserted DoDTAP.mil web portal replacing TurboTap.org.
Page 112 – Pre Separation Counseling Review: Added a counselor note advising counselors to explain the Gold Card advantages with the American Job Center.
Page 113 & 114 – Pre-SeparationCounseling Review: Added additional information explaining block #11j (1), Small business Administration, and exemptions to policy.
