SYSTEM REVIEW WORK GROUP

Establishment and Authority
The System Review Work Group (SRWG) is a member work group established by the Technical Studies Subcommittee (TSS) under the Planning Coordination Committee (PCC).
Purpose/Responsibilities
The purpose of the SRWG is to implement and monitor guidelines and policies as developed by the TSS and SRWG pertaining to power flow and dynamic data requirements. The SRWG also works to ensure accurate system representation and to monitor system performance in compliance with NERC Reliability Standards and WECC System Performance Criteria. for the development of interconnection-wide models necessary to support analysis of the reliability of the interconnected transmission system. The interconnection-wide models and associated data should support WECC members’ ability to meet requirements of North American Electric Reliability Corporation (NERC) Standards and other needs as deemed necessary by WECC members.
The SRWG shall:
- Compile a data bank of solved near- and longer-term power flow base cases with associated stability data for selected study years and seasons.interconnection-wide models..
- Work with other WECC committees or groups to propose the base cases and study criteria to be included in the data bank. Prepare the case description sheets specifyingspecifications for system configurations, scenarios, and operating conditions of the models.
- Propose and coordinate schedules for data compilation, distribution, review, and approval of casesthe models.
- Monitor data submission for appropriateness and coordinate data issues as required with member utilities and other data owners.
- Plan and reviewAssess the annual assessmentquality of near-terminterconnection-wide models compiled.
- Develop metrics and futuremonitor results.
- Work jointly with Modeling & Validation Work Group (MVWG) to compare compiled interconnection-wide models to actual system performanceconditions and events from an interconnection-side perspective.
Annually prepare the summary of an outline for a study plan including descriptions of power flow and stability cases to be run. Use TSS recommendations covering general areas of interest, types of operating and transfer conditions, and types of disturbances to be studied.
Review study results and prepare reports.
b.Define system representation in WECC power flow and stability studies.
- Prepare and maintain system representation guidelines to be used by member and non-member systems for submitting data and monitoring complianceMonitor NERC Standards related to modeling and simulation of the transmission system.
- Develop data requirements and implementation plans.
- Participate as requested by the TSS in WECC computer programin transmission system data management and simulation software development and testing. Continue to investigate
- Investigate how technology can improve the WECC base case submittalSRWG guidelines and review process. policies.
- Work to ensure interchangeability of all data among users of different programs within WECCsoftware.
- Perform such other functions as may be delegated by the TSS. The Planning Coordination Committee (PCC) Steering Committee should be informed of SRWG or member system workload associated with special assignments.
Committee Composition and Governance
- Membership
- The SRWG shall be comporised of WECC member representatives appointed by the member representative, PCC member, registered as Planning Coordinators and/or TSS member of the company that has area coordinator responsibility. All area coordinators areTransmission Planners with NERC or equivalent functional entities not within NERC jurisdiction.
- WECC members of thenot registered as Planning Coordinators, Transmission Planners or equivalent functional entities may participate in SRWG. Non-area coordinator members on the SRWG must be approved by the SRWG chair to provide additional geographic representation and as necessary to enhance technical expertise.
- In addition to meeting attendance, SRWG members will receive by mail numerous letters and reports from the WECC technical staff and committees for the members’ information, review, comments, or approval. SRWG members have the responsibility for coordinating all matters relating to the SRWG within their organizations and are the official spokespersons in this regard for their companies and/or reporting areas.
- Leadership
a. The TSS chair shall appoint one of the TSS shall appoint one of the SRWG members to serve as the SRWG’s chair.
b. The SRWG chair shall appoint one of the SRWG members to serve as theSRWG vice chair.
- c. The SRWG chair shall appoint and one of the SRWG members to serve as the SRWG secretary.The SRWG chair shall appoint SRWG members to serve as the SRWG’s subgroup chairs.
- d. The SRWG chair shall manage the SRWGwork group and its meetings.
- e. The SRWG vice chair shall perform the duties of the SRWG chair in the chair’s absence or in the event of a vacancy in the office of the SRWG chair, or in the event that the chair must step aside to present a particular matter to the SRWG. chair.
- f. The SRWG secretary shall prepare minutes of the SRWG meetings for the work group’s approval by the SRWG. The minutes shall be posted on the SRWG website.
- g. The SRWGsubgroup chairs will manage the subgroups.
- Steering committee. The committee chair shall appoint SRWG members to serve as subgroup chairs. a steering committee that shall assist with meeting agendas and action recommendations.
- Meetings
- a.The SRWG shall determine the time and place (within the WECC Region) of its meetings, provided that it shall meetat least three times per year at least four weeks prior to regular TSSas often as necessary to carry out its responsibilities. Meetings will be held in accordance with the WECC meeting policy.
- The SRWG shall determine the procedures for its meetings., except:
- b.ActionsA quorum for meetings shall be met by the 50 % of registered members.
- Action taken by the SRWG shall require a majority vote of those members present at meetings.
- Voting on actions outside of meetings shall require majority affirmative votes by e-mail, or equivalent, of all SRWG members.
- SWRG members may provide a proxy to vote during meetings.
- c.Meetings of the SRWGsubgroupsmeetings may be in person or by conference call, as calleddetermined by the chair.
- d.The SRWG chair (or designee) shall provide e-mail notice of the time and place of all meetings of the SRWGby email to the TSSeach member of the SRWG and shall post notice of all meetings on the WECC website, no later than three(3) days prior to theeach meeting, together with an. An agenda, including identification of the items for which action may be taken, shall be included with the notice.
- e.WECC membersAll meetings of the SRWG will be open to any WECC Member and any member of the public, except the SRWG chair may call for a closed session in accordance with the Board Policy on Closed Sessions for Member Groups.
- Any person who wishes to attendreceive notice ofSRWG meetings or monitor SRWG conference calls may do so after providing notice of their interest toby notifying the SRWG chair by e-mail. email. Upon receiving such a notice, the SRWG chair (or designee) shall provide an e-mailemail copy of the notice and agenda of future meetings to that WECC memberperson at the time the notice and agenda are provided to the SRWGcommittee members.
Reporting
The SRWG shall report to the TSS on its activities and any recommendations on a regular basis.
The SRWG shall annually review each sub-group that reports to the SRWG to determine whether that sub-group is still necessary or should be dissolved.
Subgroup Duties
- Study Program Subgroup Duties
a.Develop an annual study program outline that:
i.specifies base cases to be compiled and associated case description sheets adequately describing system conditions to be modeled,
ii.meets Operating Committee’s (OC) requirements for summer, spring, autumn, and winter operating base cases
- proposes and coordinates schedules for base casea compilation, review, distribution, and approval schedule for interconnection-wide models.
- Maintain the System Review Work Group Study Program Procedureprocedures for assessing the quality of interconnection-wide models.
b.Develop an Annual Study Program Report Study Plan and support WECC Staff in producing the Annual Study Program Report.

3.Planning Tools Subgroup Duties
a.Research how current planning software can be applied to improve the WECC case submittal and review process.
f.Provide recommendations to the SRWG and TSS regarding short-term and long-term changes to the use of specific Planning Tools.
Review and cChanges to the Charter
The SRWG shall review this charter on an annual basis and recommend any changes to the TSS.
