TO: Gary L. Hill, a constable for the Town of Waterford
in the County of Oxford, State of Maine, Greetings:
In the name of the State of Maine, you are hereby required to notify and warn the inhabitants of said Town of Waterford, qualified to vote in Town affairs, to meet at the Waterford Municipal Building in said Town on Friday, March 5, 2010 A.D. at nine o’clock in the morning, (9:00 a.m.) until eight o’clock (8:00 p.m.) in the evening to act on articles 1 and 2.
And, to notify and warn said inhabitants to meet at the Waterford Municipal Building in said Town on Saturday, March 6, 2010 A.D. at nine (9:00 a.m.) o’clock in the morning, then and there to act on Articles 3 through 63 as set out below, to wit.
ARTICLE 1: To choose a MODERATOR to preside at said meeting.
ARTICLE 2: To elect the following Town Officers:
- SELECTMAN, ASSESSOR & OVERSEER OF THE POOR for a 3-year term.
- SAD 17 DIRECTOR for a 3-year term.
ARTICLE 3: To see if the Town will vote to charge the rate of SEVEN PERCENT (7%) INTEREST on taxes paid after December 1, 2010 or take action thereon.
ARTICLE 4: To see if the Town will vote to TRANSFER SURPLUS IN SOME BUDGET ACCOUNTS TO LIQUIDATE OVERDRAFTS IN OTHER BUDGET ACCOUNTS.
ARTICLE 5: To see if the Town will authorize the Selectmen on behalf of the Town to SELL AND DISPOSE OF BY SEALED BID ANY REAL ESTATE ACQUIRED BY THE TOWN FOR NON-PAYMENT OF TAXES THEREON, on such terms as they deem advisable and to execute quit-claim deeds for such property.
ARTICLE 6: To see if the Town will vote to buy the TAX COLLECTOR’S and TREASURER’S BOND.
ARTICLE 7: To see if the Town will vote to authorize the Selectmen to spend an amount not to exceed 3/12ths of the budgeted amount of the 2010 Annual Budget during the period from January 1, 2011 to the March, 2011 Annual Town Meeting.
ARTICLE 8: To see if the Town will vote to authorize the Selectmen to make final determination regarding the opening and closing of roads to winter maintenance pursuant to 23 MRSA section 2953.
ARTICLE 9: To see if the Town will vote to authorize the Selectmen to dispose of Town-owned property with a value of $5,000 or less under such terms and conditions as they deem advisable.
ARTICLE 10: To see if the Town will vote to allow the Town to ACCEPT UNCOMMITTED MONIES.
ARTICLE 11: To see what sum of money the Town will vote to raise and appropriate for TOWN OFFICIALS’ SALARIES and to authorize the Selectmen to fix the salaries within this amount.

ARTICLE 61: To see if the Town will authorize the Selectmen to BORROW MONEY FROM THE DESIGNATED FUNDS (Forestry, Revaluation, Etc.) to offset any cash flow issues that might result during the 2010 budget cycle with the intent of repaying the account during the same budget cycle.
ARTICLE 62: To see if the Town will authorize CHANGING THE POSITION OF TOWN CLERK FROM ELECTED TO APPOINTED BY SELECTMEN, with the selection of the Town Clerk to be determined by a board of seven (three Selectmen plus four town residents).
ARTICLE 63: To see what action the voters will direct the Selectmen to take with regard to a recently acquired piece of property (Map 11, Lot 15) at the southerly end of Bear Pond, located near the intersections of Routes 35 and 37.

The Selectmen hereby give notice that they will have the Waterford Fire Station & Municipal Building open Friday, the fifth of March A. D., 2010 and Saturday, the sixth of March A.D., 2010, at eight-thirty in the morning for the purpose of the registrar correcting the voting list and registering new voters.
