MINUTES OF THE SIXTH ANNUAL GENERAL MEETING OF THE TRIANGLE INDUSTRIAL CITY IMPROVEMENT DISTRICT NPC HELD ON THE 20 NOVEMBER 2014 AT 16H00 IN THE BOARD ROOM, BUSAF PARK NO. 2, 30 BRIDGE STREET, TRIANGLE FARM

Mr. Claassen asks that everyone sign the attendance register and place business cards in the box to enter for the Lucky draw.

- WELCOME & INTRODUCTION BY CHAIRMAN
The chairman, Mr. Marius Claassen welcomed all those present at the meeting. A special
welcome was extended to Col. Niehaus, Lt.Havenga, Capt. Nimb, W/O de Villiers from the Bellville SAPS, Cllr. Brendan van der Merwe, JoepieJoubert (COCT), P/Insp.
Wayne Aldridge (Law Enforcement), Gert Stander (CEO GBS Security), Roads & Storm water, City Parks and directors of the Triangle Industrial CID.
Introduction:
Mr. Claassen reports that properties are scarce and in huge demand in the area. There is numerous improvements to buildings i.e. The Badge Company, Bellville Truck Centre, Bagazio, Ellis Furnishers, etc. The CID holds competitions annually to encourage property and business owners to maintain and improve their buildings.

Various projects and landscaping have been completed to uplift and beautify the area.
The area has been enclosed with fencing in Uranium Street (Metrorail reserve), Reactor
Street (Transnet reserve), and Betafence fencing (536m) has just been completed on the
public open space at the entrance of Triangle Farm.
Good relationships have been built with the various departments from the City of Cape
Town.
Successful joint operations have been held with members from the Bellville SAPS,
Traffic Services, Law Enforcement, etc., to combat crime and for visibility.
A weekly “Crime update” is circulated informing property and business owners of
incidents occurring in the area.
Mr. Claassen enquired by members whether they read the “Crime update” and if there is
any feedback or requests. There was positive feedback indicated by raising of hands
that the “Crime update” is read and no requests from members.
Mr. Claassen informed the CID will send a questionnaire next year to everyone in the
area to find out what is the members priority in the area and changes they would like to
see. Mr. Claassen said we will have to find out what hazardous materials are on
premises and have an emergency plan in place, and enquired if members are aware
of what their neighbors do.
The CID will be looking at CCTV cameras for future projects which will fit in with the
Goodwood Ops centre.
Mr. Claassen thanked all role players and introduced Mr. Gert Stander from GBS
Security.

Lynette reports the notice of the Annual General Meeting was circulated to all property
and business owners and notices were also published in “The Cape Times” and “Die
Burger” on the 24 October 2014.

- QUORUM TO CONSTITUTE MEETING
A quorum is established as more than 20% of the members are present. This meeting is
deemed to be duly convened.
- APPROVAL OF PREVIOUS AGM MINUTES
The minutes of the previous AGM dated 21 November 2013 are read.
Proposed to be correct by Gert Stander and seconded byPeter Bauer.
- NOTICES OF CHANGES – APPLICATION FOR MEMBERSHIP
The CID currently has 27 registered Members on its Membership list.
A further two applications for membership were received from Mr. Walter Jordaan and Mr. Willem Venter.
Lynette requests a proposal that the applications be accepted. This is proposed to be
accepted by Gert Stander and seconded by Nelia Jansen.
Lynette informs Membership is available at no cost. Any property owner who is interested can complete the Application for Membership after the meeting.
- MANAGER/CHAIRMANS REPORT 2013/2014
Lynette reports the Manager/Chairman’s Report was circulated via e-mail to property and business owners for their information prior to the Annual General Meeting.
Lynette briefly went through the activities and projects (including photographs) that were successfully completed:-
- The CID installed 324m dragon spikes on top of Transnet’s wall and ten “warning” boards were mounted onto the wall to prevent persons from crossing the railway line.
- A “Keep clear” sign was painted at the intersection of Peter Barlow Drive and Electron Street to assist with the traffic congestion.
- City Parks are to be thanked for supplying and planting two 1000L Oak trees on the public open space in February 2014 to replace a dead pine tree.
- An urgent request was submitted to City Parks for bush clearing and removal of dumping on the public open space, property adjacent to Triangle Farm and was completed in February 2014. This greatly reduced the high fire risk and criminal activities.
- Damage to the Metrorail fence in Uranium Street was repaired in March 2014.
- The turnstile was repaired in March 2014 due to damage caused by an attempted theft.
- In March 2014 four new “No Dumping” boards were installed by Solid Waste.

- Numerous complaints were received regarding an electrical box in Micro Street that was frequently damaged. The CID submitted a request to Electrical Services and concrete bollards were placed alongside the box in March 2014 to avoid further damage.
- The CID board on the gate in Uranium Street was damaged by the weather. A new board was installed and sponsored by the CID chairman, Mr. Marius Claassen.
- The CID has adopted Winsley Primary School as a social upliftment project. Funds for this have been generated from recycling and donations received from business associates in the CID area. To date the CID has replaced the roof panels. Computers, books, lever arch files, planks for bookshelves were donated to the school. This project will also reduce waste to our overloaded landfill sites. A CID board was also installed at the school and the signage sponsored.
- Due to the high fire risk and potential hiding place for criminals the Port Jackson trees along the Metrorail reserve outside the CID boundary (1km) opposite the railway line was cut by the CID. Two shacks were also found between the trees and removed.
- Media coverage promoting the area and business prospects of the area received attention. An article was placed in the Tyger Burger on the 6 November 2013 and a Promotion page on the 18 December 2013. The CID would like to thank all the sponsors for making the publication possible.
Lynette reported the following projects (including photographs) were completed after the financial year 30 June 2014:
- Landscaping in Bridge Street including bollards and a double pathway was built to accommodate pedestrians in the area.
- Further landscaping to uplift the area was also completed in Uranium Street at the gate and turnstile.
- Roads & Storm water supplied the CID with millings which was levelled and compacted at the two parking areas in Tetra and Atomic Street by the CID.
- Due to trucks causing damage to Transnet’s fence in Reactor Street, the CID submitted an urgent request to Roads & Storm water and four concrete “New Jersey” barriers were placed alongside the fence and painted by the CID.
- FINANCIAL REPORT/CONFIRMATION OF ANNUAL FINANCIAL STATEMENTS 2013/2014
An extract from the audited financial statements was circulated in advance via e-mail to business and property owners. Copies are made available at the AGM and can be viewed on the CID’s website.
Mr. Claassen informed the financial report has met audit requirements.
Mr. Claassen thanked Diane Cameron for her work as “keeping the financials” concerned.

The Financial report is proposed to be accepted by Peter Bauer and seconded by
Nelia Jansen and unanimously accepted by the members present at the meeting.
- APPROVAL OF BUDGET AND USAGE OF SURPLUS FUNDS 2015/2016
The Budget was circulated via e-mail to property and business owners for their information prior to the AGM.
In accordance with good governance the CID has two months surplus funds available in a call account.
No objections were raised at the meeting pertaining to the budget and surplus funds.
This is proposed to be accepted by Nelia Jansen and the motion is seconded by all
present at the meeting (indicated by raising of hands) and unanimously accepted by
the members.
- APPROVAL OF IMPLEMENTATION PLAN 2015/2016
The Implementation Plan was circulated via e-mail to property and business owners
for their information prior to the AGM.
CCTV cameras have been included on the Implementation Plan. A question was
raised by Chris Bellinganregarding the cameras.
Nelia Jansen reported R96000.00 is available for the CCTV cameras which will pick
up licence plate and highjacks/robberies via satellite linked to the Goodwood Centre.
The CID will phase in but will first obtain quotations.
No objectionswere raised at the meeting pertaining to the Implementation Plan. This
is proposed to be accepted by Peter Bauer and the motion is seconded by all
present at the meeting (indicated by raising of hands) and unanimously accepted by the
members.
- APPOINTMENT OF AUDITORS
Mr. Claassen enquires whether everyone is in agreement that the CID continues with the
auditors Haumann Roger.
This is proposed to be accepted by Nelia Jansen and seconded by Peter Bauer. The
members unanimously agree that the association continues with the service of Haumann
Roger.
- CONFIRMATION AND ELECTION OF DIRECTORS
Mr. Claassen reports that the CID’s current Board of directors are:

Marius Claassen, Peter Bauer, Chris Munro, Tony Meyer, Nelia Jansen, and Greg
Hosburgh.
According to Clause 12.1.7. of the MOI it states “As required by item 5(1) of Schedule 1
to the Act, at least 1/3 (one third) of the directors shall resign every year at the AGM,
but shall be eligible for re-election”.
In the boards effort to be compliant and keep all matters and above board it was
decided all current directors will resign at the AGM as a sign of good faith and to
make sure we comply with the new legislation.
However, all directors have made themselves available for re-election.
Five Nomination for directorship was received for each current director.
Mr. Claassen asks if we could please have a proposal that this is accepted.
A proposal is received byGert Stander and the motion is seconded by all present at the
meeting (indicated by raising of hands) and unanimously accepted by the members.
- GUEST SPEAKER: P/INSP. WAYNE ALDRIDGE – LAW ENFORCEMENT
Mr. Claassen welcomes P/Insp. Wayne Aldridge.
P/Insp. Aldridge (Problem Building Unit) did a presentation on how they handle problem and neglected buildings.

16.GENERAL
A question was raised by Patrick Consaniwhether the cameras will only be installed at the
entrances, or if there will be more.
Nelia Jansen reported there will be two cameras in Bridge Street, one at the other entrance in
Electron Street, and two in Uranium Street at the gate and turnstile. Nelia informed this is a
long term project and maybe cameras will be installed on the main roads in the area.
