1. Contraventions regarding hate speech
The Director of Public Prosecutions has informed the Ministry of Justice of the following concerning contraventions of Section 266 b of the Criminal Code:
“According to the police computer system (POLSAS) 80 indictments of violation of Section 266 b of the Criminal Code have been registered from 2011 to March 2017.
In the same period of time the following decisions have been registered in relation to Section 266 b: 57 convictions, 11 ticket fines issued by the police, 13 acquittals, 2 withdrawal of indictments without conditions and 107 withdrawal of charges.
The Director of Public Prosecution issues a case law overview concerning Section 266 b of the Criminal Code which is available on the website of the Director of Public Prosecution af As regards of children or young persons being victims of hate speech in relation to Section 266 b, it appears from the case law overview that such cases have occurred in the period from 2011 to 2017."[1]

3. List of issues, para. 15(c): Children and adolescents who abuse alcohol and substances, Denmark
Alcohol
The devolvement in the percentage of young people, who have been drunk at least twice, is significant and decreased from 1998 till today. In 1998, 25% of the 13 year-old boys and 21% of the 13 year-old girls inform, that they have been drunk at least twice. In 2014, this has decreased to 4% of the 13-year-old boys and 3% of the 13 year-old girls. Concerning the drunkenness of the 15-year-old in 1998, 70% of the boys and 68% of the girls had been drunk at least twice. This number has decreased by 2014 to 41% of the boys and 38% of the girls (Skolebørnsundersøgelsen HBSC 2014).
The ESPAD (The European School Survey Project on Alcohol and other Drugs) investigation from 2015 concerns the 15-year-old. The consumption of alcohol among the 15 to 16-years-old in Denmark has been decreasing from 2011 to 2015. In 2015, 93% of the boys and 92% of the girls in Denmark had tried alcohol. 74% of the boys and 73% of the girls had been drinking alcohol during the last month, which is the highest percentage in Europe. 31% of the boys and 32% of the girls had been drunk within the last month. In the three other countries, who are similar to Denmark concerning drunkenness, the percentage is between 20-21%.
The prevalence in the EU is 13% of the 15 to 16-years-old, who have been drunk within the last month. The average consumption in the EU is 4.7 centilitre, while the average in Denmark is 9.3 centilitre.
Substances
Ongoing surveys on the experimental use of illicit drugs is being conducted among the very young, and the ESPAD survey conducted in 2015 shows a continued downward trend in the young 15 to 16-year-old’s experimental illicit drug use. As regards most of the drugs, there is a significant drop from 2011 to 2015. This drop, which became apparent already in 2011 followed an increase in experimental cannabis and general illicit drug use up through the 90s. Then figures stabilized until 2007, however with small, but significant increases in experimental cannabis, ecstasy and cocaine use from 2003 and onwards.
A little more than 12% of the 15 to 16-year-olds have tried cannabis ever, and approximately 5% have experimented with cannabis within the past month. The percentage for 2011 was 18% and 6% respectively, which is a significant drop within trying cannabis ever among very young Danish schoolchildren from 2011 and up until today. Gender differences continue to exist when it comes to drug use among the 15-16-year-olds, and in general, more boys than girls have tried the various drugs.
1% of the 15 to 16-year-olds have tried amphetamine in 2015, which is significantly lower than in 2011. As regards cocaine, this drug has been tried by 2% of the young in 2011 and 2015. LSD is the only illicit drug appearing to gain higher popularity among the very young, with a 1.2% share in 2015, which is a small percentage, but still significant compared to 2011. The gender differences are also seen in this type of use among the 15 to 16-year-olds, and in general, more boys than girls have tried the different drugs.
4. List of issues, para. 15(c): Children and adolescents who abuse alcohol and substances, Greenland
In Greenland the Health Behaviour in School-Aged Children (HBSC) survey is conducted every four years. The latest survey was conducted in 2014. The information regarding children and adolescents who abuse substances and alcohol is by default based on results from the 2014 HBSC survey.
Alcohol
Consumed alcohol in the past 30 days
In 2014 84 % of adolescents aged 11-17 years had not consumed alcohol in the past 30 days, while 11 % of adolescents aged 11-17 years had consumed alcohol on 1-2 occasions in the past 30 days and a total of 5 % of adolescents aged 11-17 years had consumed alcohol more frequently in the past 30 days.
There was no difference between students from Nuuk, other towns and settlements with regard to alcohol consumption in the past 30 days, though there was a slight gender difference, as 4 % of the boys had consumed alcohol on more than 2 occasions, while this was the case for only 2 % of the girls.
Drunkenness
In 2014 the percentage of children aged 11-15 years who had never been drunk was about 80 %. For adolescents aged 16 years the figure was 74 %. Previous surveys show that the period 1994-2006 saw the largest increase in the percentage of adolescents aged 14-15 years who had been drunk.
A comparison of the 2006, 2010 and 2014 surveys confirms that the first time adolescents get drunk has been postponed to a later age. In 2014 74 % of adolescents aged 16 years had never been drunk, while this was the case for only 24 % and 21 % in 2006 and 2010, respectively.
Debut Age for Alcohol Consumption
The 2014 analysis of the debut age for consuming more than a bit of alcohol among adolescents aged 15-17 years confirms that many adolescents aged 15-17 years still had not tried consuming alcohol. In 2014 56 % of adolescents aged 15-17 years stated that they had never consumed more than a bit of alcohol. The alcohol debut age did not increase gradually with age. More or less the same percentage of adolescents aged 11 and 15 years, respectively, had tried to consume alcohol.
Considering the percentage of adolescents aged 13 years or younger who had tried consuming alcohol, there was no difference between the sexes or between students living in Nuuk and students from other towns or settlements.
Hash
In 2014 27 % of adolescents aged 15-17 years stated having tried hash. There is a great difference between having tried hash and consuming hash regularly, though, and only 17 % had smoked hash on at least 1 occasion in the past 12 months and 9 % in the past month.
The period 2006-2014 has seen an increase in the percentage of adolescents aged 15 years who have tried to smoke hash and a decrease in the percentage of adolescents aged 16-17 years who have tried to smoke hash.
There was no difference between the sexes in the percentage who had tried smoking hash. Similarly, there was not difference in percentage between students who lived in Nuuk and students who lived in another town or settlement.
Sniffing
Sniffing is a term for inhaling poisonous fumes from chemical fluids and solvents to achieve intoxication. Sniffing is seen throughout Greenland.
In 2014 6 % of adolescents aged 11-17 years stated having sniffed their entire life. 4 % and 3 % of adolescents aged 11-17 years had sniffed in the past year and in the past 30 days, respectively.
The percentage of adolescents who have tried sniffing increases with age. In 2014 only 1 % of adolescents aged 11-12 years and 4 % of adolescents aged 13-14 years had tried sniffing, while 11 % of adolescents aged 15-17 years had tried sniffing. Comparing the figures to previous years shows that the percentage of adolescents who had tried sniffing had dropped in 2014 compared to 2006 and 2010.
There was no difference between boys and girls among the percentage who had tried sniffing, but the number of adolescents aged 15-17 years who had tried sniffing was higher in the settlements. Of the 11 % of adolescents aged 15-17 years who had tried sniffing in 2014, the figures were 8 % in Nuuk, 12 % in other towns and 19 % in the settlements.

In 2016, 13,913 of the total Greenlandic population of 55,847 were below the age of 18. This corresponds to almost 25 % of the population.
