Thefollowingrulesare derived fromFIFA’s complete Futsal Lawsof TheGame2014/15.Minoradjustmentshave been madeto accommodatethe courtsizesandlayoutsatourdisposal,aswell asthetime limitationsofeach session.
Werecognize these rulesare significantlydifferentfromthose ofoutdoorsoccerand willtakesome newcomerstime to absorb.TheCityFives coaching and refereestaffwill bethereonmatch days to assistplayers,managers,and parentsinmakingthistransition.

GeneralRules
- These are adapted playing rules specific forDC Stoddert Soccer CityFivesWinterFutsal League.Anysituationnotcovered within these rules will automaticallyreverttotheFIFAFutsalLawsofthe Game2014/15
- All players,including goalkeepers,mustwearshin-guardsatall timeswhenon thecourt.
- A playermustnotuse equipmentorwearanything thatisdangerous to himselforanotherplayer,including anykind ofjewelry.Castsmaybe wrapped in bubble wraporothersuitableprotectivematerial.
- Playersmustwearappropriate flat-soled,non-marking footwear.
TeamsSubstitutions
- All playersmustbe registered to the teamwith DC Stoddert Soccer before beingallowed to playforthe team.
- Fiveplayersmaybe on thecourtforeach teamatanyone time,unlessplayershavebeendismissed fromthecourt.
- Substitutionscan bemade atanytimeduringthegame,and thenumberofsubstitutionsisunlimited.
- Theplayerbeing substituted mustleave thecourtvia the substitutionzone,which isthe area in frontoftheirteambench.The substitute can onlyenterthecourtoncetheplayerbeing replacedhas left,andmustenterthecourtvia the substitution zone.
- Anyofthe substitutes maychange places with the goalkeeperwithoutinforming therefereesorwaiting fora stoppage in thematch.Anyactiveplayermaychangeplaces with the goalkeepertoo butmustdo so during a stoppage in the match andmustinformthe refereesbefore the change ismade.
- Teamswill switch benchesathalftime to ensuretheirsubstitutionzonesremainintheirrespectivedefensive halves.
DurationofPlay Timeouts
- Matcheswillconsistoftwo20-minuteperiods.
- Gameswill playtoacontinuousclock,whichmeansthe clockwillnotbe stoppedwhenthe ball goes outofplayorforanyotherroutine stoppage.
- Athalf-timethe intervalwillnotexceed 3minutes.
- Teamsare entitled toa one-minute timeouteachhalf.A teamthatdoesnotrequesta timeoutin the firsthalfwill still have onlyoneduring the second.A timeoutcan begrantedonlyduring the requesting team’spossession and during astoppage ofplay.
TechnicalRules
- Kick-insare takenwhen the ball goesoutacrossthetouchline.
- Goal clearances(“goal throws”)are taken in place ofgoal kicks.
- Forall restartsthekicker/throwermustplaythe ballwithin 4 secondsofbeing readyto do so (asdetermined bythereferee).
- Whentakingakick-in,thekickermusthave one footon thetouchlineorbehind itand the ballmustbe stationary.
- A goalmaynotbescored directlyfromakick-in,kick-offorgoal throw.
- Fromcorners,kick-ins,andfree-kicks,opponentsmustbe a distance ofatleast10feetfromthe ball.
- Thegoalkeeperisnotallowed to control the ball with eitherhandsorfeetformorethan 4 secondsin theirown half.
- Afterplaying the ball once,thegoalkeepercannottouch the ballagainfromadeliberate passbya teammate withoutan opponentfirstplaying ortouching it.
- There isno offside in futsal.
Fouls Misconduct
- A teammayconcedefivefouls (thetype resulting inadirectfreekick) in each halfofthe game.On the sixth andanysubsequentdirectkick infringement,a directfreekickwill be awarded to the oppositionfromthesecondpenaltyspot.Thedefendingteammaynotplace anyplayersotherthan thegoalkeeperto stop the shot.
- Ifaplayerissentoff,the teamto which the playerbelongsmustremain with4playersuntileithertwominuteshave passedorthe opposition have scored agoal.Theplayerthathasbeensentoffis notableto playin the remainderofthematchandmayface furthersuspension inline with the severityofthe conduct.
