WASHINGTON COUNTY PLANNING COMMISSION MEETING

August 9, 2016

The regular meeting of the Washington County Planning Commission will be held on Tuesday, August 9, 2016, in the Commission Chambers in the Washington County Administration Building, 197 East Tabernacle, St. George, Utah, beginning at 1:30 p.m. The Washington County Planning Commission meets on the second Tuesday of each month. All applications must be reviewed at Staff meetings held on the Tuesday preceding the meeting date. Agenda items will be heard in the following order:

Please Note: In order to be considerate of everyone attending the meeting and to more closely follow the published agenda, public comments will be limited to 2 minutes per person per item. A spokesperson representing a group to summarize their concerns will be allowed 5 minutes to speak Repetitious commentary will not be allowed.

1.  PUBLIC HEARING/ZONE CHANGE. Review and consideration of request to rezone Parcel 7140-A-1-N-NW from RA-1 (Residential Agricultural 1 acre minimum lot size) zone to M-1 (Manufacturing) zone. The approximately 1.52 acre parcel is located at 546 North Highway 18 in Veyo. The applicant is Robert Tripp.

2.  CONDITIONAL USE PERMIT. Review and consideration of a conditional use permit request for a medical waste sterilization facility in an existing building located on Parcel 7140-A-1-N-NW; which is located at 546 North Highway 18 in Veyo. The parcel is zoned RA-1 (Residential Agricultural 1 acre minimum lot size). The parcel is approximately 1.52 acres in size. The applicant is Kyle Preston.

3.  CONDITIONAL USE PERMIT. Review and consideration of a conditional use permit request for a wireless telecommunication facility including a 106’ monopole on a portion of Parcel 7166-1-B-NW; which is located at approximately 180 South Spanish Trail Drive in Veyo. The parcel is zoned A-10 (Agricultural 10 acre minimum lot size). The applicants are Larry Staheli and Verizon Wireless.

4.  CONDITIONAL USE PERMIT. Review and consideration of a conditional use permit request for a gravel pit on a portion of Parcel 4226-A-HV and Parcel 6745-A-HV which, total approximately 237 acres in size. The parcels are generally located south of the Southern Parkway and east of Airport Parkway. The parcels are zoned OST-20 (Open Space Transition 20 acre minimum lot size). The applicant is R&J Stone LLC/Russell Feller.

5.  CONDITIONAL USE PERMIT EXTENSION. Review and consideration of conditional use permit renewal for the GEM gypsum mine located approximately 5 miles west of St. George on BLM land in Section 24, Township 43 South, Range 17 West, SLB&M. Zoned OSC-20 (Open Space Conservation 20 acre minimum lot size). The applicant is Good Earth Minerals, LLC.

6.  LOT LINE ADJUSTMENT AND EASEMENT VACATION. Review and consideration of adjustment to the shared lot line of lots 347 and 348 in Winchester Hills Phase 9 and vacating the utility easement along said lot line. The lots are located at approximately 1740 West and 5300 North in Winchester Hills. The Parcels are zoned RE-40 (Residential Estate 40,000 square foot minimum lot size). The applicant is Ronald Truman.

7.  AGRICULTURAL PROTECTION AREA. Review for renewal of an Agricultural Protection Area that was approved November 18, 1996 for Parcels: 3188-A-2, 3174-A, 3185-B and 3185-C. Generally located north of Leeds on Old Highway 91 near Babylon Road. The parcels are zoned A-20 (Agricultural 20 acre minimum lot size).

8.  STAFF DECISIONS. Report of the Land Use Authority Staff Meeting held on August 2, 2016.

9.  MINUTES. Consider approval of the minutes of the regular planning commission meetings held on June 14, 2016 and July 12, 2016.

10.  COUNTY COMMISSION ACTION REVIEW. Review of action taken by the County Commission on planning items; County initiated.

·  Ordinance Amendments.

11.  COMMISSION & STAFF REPORTS. General reporting on various topics; County initiated.

·  Review of draft sections of the County Resource Management Plan.
