Purpose of the position:
To provide the coordination, technical leadership and direction needed to successfully support timely and quality implementation of the EFSEK Project activities in Eastern Kenya in order to enhance food security, improve the well-being of targeted communities and improved child well-being. It will involve coordinating and working with other partner agencies that will form part of the consortium.
The Project Director will be required to ensure compliance to DGIS and ICRAF requirements in the management of this grant in order to ensure complete compliance with the donor requirements.
The Project Director will also be overall responsible for the management of the partner agencies in terms of ensuring that the project deliverables are achieved in an effective and timely manner as per the proposal/work plan.
The project Director will also ensure timely reporting to the donor and ensure quality reporting as per the donor requirements;
In order to successfully do so, the project Director must be able to effectively communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life that serves as an example to others.

1. / Planning and Proposal Development/ Contextualization / 20% / · In collaboration with ICRAF identify the implementing partners for this project in the target area.
· Lead the process of proposal contextualization with other partners in the targeted region..
· Develop, with support t of ICRAF a detailed work-plan for year one that will be used to test and baseline the proposed activities in order to ensure that they are feasible in the targeted area.
· With the support of the Associate Project Director ensure that all the proposed project activities are base lined and tested for feasibility in year one.
· Develop an MoU framework that details how the consortium will be managed clearly specifying the roles and responsibilities of each partner including ICRAF.
· Together with the identified partners identify and document the geographical coverage of each partner and produce a GIS activity /project map.
· In collaboration with the other key partners support identification of other local partners during the project implementation.
· Conduct all other activities that will ensure a smooth and timely start-up of the project.
2. / Technical, strategic leadership and management / 30% / · Provide effective, innovative and strategic leadership and direction to the EFSEK Project Managers and Field officers.
· Develop appropriate implementation strategies for the program
· Ensure quality, focus, implementation, monitoring and evaluation of EFSEK interventions on integrated household livelihoods; community resiliency and disaster mitigation and management.
· Ensure gender balancing in the identification of Project beneficiaries;
· Work closely with Capacity Building Program team to identify capacity gaps in programming and implementation of Food security activities.
· Ensure that professional development activities, including performance appraisals, performance agreements, monitoring and needed training and mentoring activities are successfully carried out.
· Be the main link between the project and ICRAF who are the implementing agency on behalf of DGIS.
· Attend any coordination meetings that may be organized by ICRAF and/or DGIS to represent the project.
3. / Planning and Budgeting / 20% / · Oversee the planning, implementation, budgeting of the EFSEK activities.
· Organize for quarterly review meetings for all the partners for both operational and budget monitoring.
· Organize annual review meetings to plan and monitor progress on implementation of activities.
· Ensure that partner agencies submit quality and timely quarterly and annual plans, as required by the donor. Submit consolidated narrative and financial plans as required by the donor.
· Liaise with Finance to ensure that funding requests are made in time.
4. / Implementation and Monitoring / 10% / · Ensure that FFSEK interventions are implemented in compliance with DGIS, ICRAF, GoK and other acceptable standards and norms.
· Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower the technical advisors and/or Project officers as may be appropriate.
· Ensure adherence to both the DGIS and ICRAF regulations, laws of Kenya and consortium regulations during project implementation.
· Support the development and rollout of needed programming and monitoring tools, methodological approaches, technical assistance, training / capacity building, DME support and accompanying business processes to ensure that program interventions in household livelihoods; community resiliency, disaster mitigation and management achieve and surpass performance targets.

Coordination and Networking
/ 10% / · Organize and convene/chair partners meetings for joint planning and progress review.· Strengthen networking with relevant government departments especially Ministry of Agriculture, Livestock and Fisheries to lobby for their active participation in building relevant structures for sustainability.
· Participate in Food Security coordination meetings as may be required/necessary.
· Ensure active engagement on policy at both the National and County level on issues to do with the Food security.
· Create good working relations with the four county governors/Executive committee members for Agriculture where the project will be implemented.
· Oversee the development of the program’s interventions and synergies with other related programs within the area of coverage.
· Support implementing partners to integrate EFSEK activities with service delivery interventions for synergy and sustainable impact.
6. /
Reporting and documentation
/ 10% / · Compile and submit timely relevant reports on the project implementation and any other reports required by Donor and/or any of the partners.· Prepare and maintain minutes for the project meetings.
· Ensure identification, documenting and sharing of best practices and lesson learnt over the project implementation period.
· Ensure that lessons learnt are shared with the donor and other partners.

· Knowledge of MS Office, Lotus Notes and other statistical program (e.g. Epi - Info, SPSS).

Qualifications: Education/Knowledge/Technical Skills and Experience:
· Bachelor’s degree in Agriculture, Agriculture Economics, Horticulture or related field from a recognized University. Post graduate qualifications will be an added advantage.
· Minimum 15 years leadership experience in humanitarian and development agency 10 of which must be in
Project management and 7 in food security or integrated livelihood and development projects.
· The holder of this position must be results orientated leader with performance based management knowledge who can manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands.
· He /she must also have solid public relations skills and be a strong team player.
· Experience working with DGIS and/or ICRAF will be an added advantage.
· Experience in project design, proposal writing, needs assessments, surveys, and information management.
· Experience in supervising, training, and coaching staff.
Working Environment:
· Based in Nairobi but with frequent travel to the field and interacting with the entire partner.
· Travel required: up to 60% domestic travel.
· Available to represent EFSEK issues at critical National, county and district level meetings;
· On call to serve on emergency and crisis response team.
